~Counter terrorism surveillances receive the highest priority, followed by
counter intelligence, The request form also reports whether the case is an intelligence
case. If an intelligence case, the case agent also notes whether the case is a preliminary
investigation or a full field investigation. In the past, physical surveillance could not be
employed on preliminary investigations. Since the Patriot Act was passed, this
prohibition has been removed. However, knowing that status assists in scheduling the

surveillances.
(i)Because of limited resources, the Assistant Special Agents in Charge (ASAC)
