1) PS call setup involves GPRS attach, PDP context activation, and establishment of radio access bearers between the UE and SGSN via the RNC. 2) PDP context activation involves the UE sending an ACTIVATE PDP CONTEXT REQUEST message to the SGSN, which then communicates with the GGSN to setup the connection. 3) Iu-CS call setup for circuit switched calls differs from Iu-PS setup for packet switched calls in that radio access bearers for non-real-time services may be created without immediately reserving radio resources.
