POWER SECTOR KEY TO ECONOMIC 50000 Muslims to attend Modi's rally in Bhopal INDEPENDENCE: OMAR ABDULLH
SRINAGAR, SEP 19: Chief Minister Omar Abdullah on Thursday reviewed the progress on various power projects under implementation in the State at the 69th meeting of Board of Directors of Jammu and Kashmir State Power Development Corporation (JKSPDC) he chaired here. Underlining power sector as the nerve line for economic growth and holistic welfare of the State, the Chief Minister stressed on the need for carrying forward the progress on various projects on fast track to achieve the goal of generating 9,000 MWs of power in near future, which he described essentially important for the financial independence of the State. The Chief Minister said that Government has taken various initiatives to catapult power generation in the State and JKSPDC has an important role to help achieve the goals and move towards achieving self reliance in energy production. He said the projects taken in hand and those in the pipeline need to be monitored regularly to ensure their speedy completion. Secretary Sunil Gupta and other senior officers were present in the meeting. In a PowerPoint presentation, Commissioner Secretary Power who is also Managing Director JKSPDC presented resume of the action taken by the Corporation on various decisions made in the earlier Board Meeting. He also gave detailed status of various projects under implementation in the State. The meeting discussed matters relating to 93 MW new Ganderbal HEP, 9 MW DAH and 9 MW Hanu projects. It discussed 37.5 MW Pranai, 39 MW Krathia, 930 MW Krathia II, 850 MW Ratla, 186 MW Ujh, 450 MW Baglihar-II, 48 MW Lower Kalnai and 1856 MW Sawalkot projects and received appraisal of the status of these projects. The meeting also discussed matters pertaining to Coal Block allotted to Jammu and Kashmir by Union Coal Ministry. It discussed remodelling and upgrading of Karnah, Morah and other power projects. HYDERABAD, SEP 19: Indian Mujahideen co-founder Yasin Bhatkal's close aide Asadullah Akhtar was brought to the city on Thursday by NIA and produced before a local court in connection with the February 21 twin bomb blasts case. Akhtar was produced by National Investigation Agency officials amid heavy security in the court of first additional metropolitan judge. Media persons were asked to stay out of the court hall during the proceedings. A Delhi court had on September 17 allowed the Hyderabad NIA unit's plea seeking permission to formally arrest Akhtar in connection with the twin blasts case and had sent him in two-day transit remand. NEW DELHI: A 25-year-old MBBS student of the AIIMS, reportedly upset over prolonged illness, committed suicide by hanging herself from a fan in her hostel room, police said on Thursday. Supriya Meena, a final year student, was living in the girls hostel inside the All India Institute of Medical Sciences (AIIMS) campus. Hostel authorities found her body around 11 a.m. when they broke down the room's door, said police. They took the action after her mother informed the hostel attendant that there was no response from her daughter despite repeated calls. An Empowered Group on IT Infrastructure of GST under the Chairmanship of Dr. Nandan Nilekani (Chairman UIBAI) was constituted in 2010. The Empowered Group played extremely important role. It's term expired last month. However, it has been able to achieve only half of the goals assigned to it. Certain policy decisions are yet to be taken. It was therefore felt that it should continue for some time more. The Empowered Committee approved the extension of the term of the Empowered Group. The Government of Meghalaya, requested that the next meeting of Empowered Committee should be held in one of the North Eastern States preferably Meghalaya. It was accordingly decided that the next meeting of the Empowered Committee will be held at Shilong in Meghalaya in the month of November this year. The Board approved the annual budget of Rs. 4414.59 crores budget for the Corporation for the year 2013-14. Various matters pertaining to the restructuring of the Corporation, creation of posts, chartered accountant, construction of JKSDPC complex etc. were also discussed in the meeting. Later, Omar Abdullah who is also Chairman JKSPDC laid foundation of the Rs. 48 crore new complex of the Corporation at Raj Bagh here. The complex is likely to be completed within three years. It will be built over a floor area of 7884 square metres in the land area of 6.97 kanals. It will have ground plus five storeys with basement parking, board room, conference hall, auditorium, health centre, fire fighting facilities and green building. Arrangements for seminar on "Climate Change" discussed
ANANTNAG, SEPTEMBER 18: Arrangements with regard to conduct of seminar/Symposium on Climate Change were today finalized at a meeting held here on Wednesday. The meeting was chaired by Chairman Environment Committee of LC MLC, Dr Bashir Ahmad Veeri. Dr. Veeri said that Anantnag District is the first one chosen for conducting the seminar on climate change to disseminate information about Global Climate Change and its impact on Jammu and Kashmir. While giving details of the preparations for the conduct of the seminar/symposium to be held on 23rd September 2013 at Dak Banglow Khanabal, the DDC Anantnag, Dr. Farooq Ahmad Lone informed that an organising committee has been framed under the supervision of ADDC and all the concerned officers have been asked to participate in the said seminar. Panches, Sarpanches of South Kashmir, farmers/orchardists, Supervisors from social welfare department and anganwari workers of ICDS besides students from seven Degree colleges,HSS and High schools of the District will also participate in the seminar, he said.

SRINAGAR, SEPTEMBER 18: To ensure availability of stocks of essentials including Rice, Atta, Sugar and LPG in remote and far flung areas of the division especially in Leh, Kargil, Karnah, Keran, Machil and Gurez during winter season, Divisional Commissioner Kashmir, Mr. Shailender Kumar convened a meeting of divisional level officers here today.Among others, Director CA&PD, Chief Engineers of R&B and PDD, Managing Director, State Forest Corporation, Regional Transport Officer, Kashmir Joint Director Information, Kashmir besides officers of Road Transport Corporation attended the meeting.The Divisional Commissioner Kashmir exhorted upon the officers to ensure stocking of essentials before October 7, 2013 in the areas which remained cut off during winter season from the summer capital.He directed the officers of RTC to ensure availability of adequate transport facilities for stocking of essentials in the far flung areas to facilitate the people.
Mr. Kumar also enjoined upon the officers of CA&PD and representatives of oil companies to provide LPG connections in the areas like Keran, Machil, Karnah and Gurez to facilitate the people and curb the felling of forest trees in these areas. He also directed officers of J&K Forest Corporation to stock timber and firewood in adequate quantities in Ladakh region besides stocking of cement to address the requirements of the people living in the area.Meanwhile, Divisional Commissioner also conducted video conference with the Deputy Commissioners of Leh and Kargil to take stock of the availability of essentials in these districts. It was informed that 3229 MTs Rice, 2500 MTs Wheat, 688 MTs Sugar besides 1250 kltrs of KOil have been despatched for Leh district while 4008 MTs Rice, 4969 MTs Atta, 701 MTs Sugar besides 1476 Kltrs of K-Oil have been despatched to Kargil district for the utilisation of the consumers.

SRINAGAR, SEPTEMBER 18: Minister of State for Health, Shabir Ahmad Khan has said that government is making efforts to promote the Indian system of Medicine in the state and with this objective in mind the construction work on five Indian System Medicine hospitals, 30 dispensaries involving Rs. 101 crore are apace across the state. This was stated by the Minister while reviewing the functioning of Indian System of Medicine Department at a meeting here. The Minister asked the department to encourage people to avail of this system of treatment. He said the government has set up ISM health centers at all state and district level hospitals, besides primary health centers, where free of cost medicines and other related facilities have been made available to patients. Commissioner Secretary, Health and Medical Education, Mr Gazanfar Hussain, Director, ISM, Dr Abdul Kabir and Mission Director NRHM Dr Yashpal Sharma, Director Health Services besides other senior Officers of ISM, Health and other concerned Departments attended the meeting. Khan emphasized on the authorities concerned to ensure proper treatment facilities for people at the ISM hospitals, adding that it should be strictly ensured that patients get free of cost medicine and other health care facilities in these hospitals.The Minister also received detailed appraisal of different health care activities from Director ISM and instructed the concerned functionaries to encourage people to avail this choice of treatment. Shabir said the government was keen to promote the Indian system of treatment in the State. He said in this regard 438 AYUSH medical officers have been engaged at PHCs., 160 posts of Ayurveda and Unani medical officers created by corresponding reduction of equal number of posts of Assistant surgeons besides 396 AYUSH Pharmacist have also been engaged under National Rural Health Mission at Primary Health Centers across the State. He said that upgradation of ISM infrastructure in the State also received focused attention of the government adding that construction work on 5 major ISM hospitals and 30 dispensaries at an estimated cost of Rs 101 crore is apace across the State.Meanwhile reviewing the status of several healthcare schemes under implementation in Kashmir Division Minister said that government would bring all districts under the benefit of National Programme of Non Communicable Diseases (NCDs) adding that at present such facility is being provided in six districts of the State three each in Kashmir and Jammu Divisions. He said in this regard the Union Health Ministry in principle has agreed to provide funds and a detail proposal would be mooted soon to the Centre for approval. Shabir said presently this programme is under implementation in the districts of Kupwara, Kargil and Leh in Kashmir Province, where the patients having ailments of Diabetes, malignancy, cardio-vascular disorders, Cancer and hypertension gets free treatment facilities with the cent percent financial assistance of Central Government. The Centre is funding the programs at district level to scan the patients with these diseases in the State, he said and added that during last two years Centre has released Rs 5.84 crore, against which Rs 4.08 crore have been incurred on free treatment of different contagious diseases in these districts. He said under National Programme of Healthcare for Elderly Rs 2.06 crore have been expended on different treatments in these districts. SRINAGAR, SEPTEMBER 18: Emphasizing the rich tradition of the State to celebrate different festivals with amity, the Minister for Tourism GA Mir has called for strengthening the diverse culture of Jammu and Kashmir. Interacting with Kashmiri Migrant Pundits on Wednesday on the birth celebrations of Vitasta or Jhelum near its place of origin VethVitru, Veerinag, the Minister expressed the hope that the Yatra will strengthen the trust between majority and minority community and called the Yatra "a step in the right direction". He said that celebrating festivals together with amity is the hallmark of our glorious cultural ethos. The Minister said that Vitasta celebration symbolizes the virtue of piety and devotion adding that the tradition of celebrating Vitasta here together by Kashmiri Panduit's and Muslims symbolizes the strong bond of harmony and brotherhood. The Minister said that com-
munal harmony had been the "substratum" of the pluralistic culture and heritage of Jammu and Kashmir. He assured Kashmiri migrants, especially those belonging from Doru constituency that their genuine demands would be taken up with the concerned quarter on priority. Mir said that due care is
being given to protect the properties of migrants and their pilgrim sites. He said development of pilgrim sites in the State received focused attention of the Government adding that beautification of Temple at Khobugh ( VethVitru) besides construction of required infrastructure would be taken up soon. He said
directions in this regard have been issued already to the concerned authorities for formulation of DPRs. Hundreds of displaced Kashmiri Pundits who arrived here from Jammu took part in the Yatra and offered prayers at Veth-Vitru on Veth Truwahy near Verinag in south Kashmir.
ADG NCC briefs Governor Rs. 47 cr to be utilized in Gurez, Bandipora under RR plan

In this context, Maj. Gen. Verma briefed the Governor about the todate status of the proposal to add one more Naval Wing and start an Air Wing to the existing NCC set up in the State. With these additions, the NCC strength in J&K will go to approximately 27,500, from the existing nearly 24,000 Cadets. Brig. N. K. This decision was taken in a meeting of officers of NHPC and Revenue authorities held under the Chairmanship of Minister of State for PHE, Irrigation and Flood Control, Mr. Nazir Ahmad Gurezi here on Wednesday. The meeting was attended by Minister of State for Science and Technology Mr. Feroz Ahmad Khan, Divisional Commissioner Kashmir, Mr. Shalindera Kumar, District Development Commissioner Bandipora, Mr. M.Y Zargar, Sub-Divisional Magistrate Mr. Ghulam-Mohi-u-Din and other senior officers of NHPC. Threadbare discussion was held on early release of compensation to the affected families due to construction of Kishan-ganga Hydle Power Project and rehabilitation of project affected families. The Minister directed the NHPC authorities to develop Wanpora village of Gurez Tehsil as Model Village. He asked them to start construction work on lanes, drains besides installation of street lights and beautification of khuls immediately. The Minister directed the concerned to release immediately the balanced amount to the land owners as compensation on account of acquisition of land. Mr. Gurezi directed the District Development Commissioner Bandipora to acquire land immediately for those families who have been affected due to construction of Kishan-ganga Hydle Power Project.

Vohra, Governor, has emphasized the high importance and urgency of all required measures being taken for effectively meeting the existing problems and the fast increasing demands for enhancing transportation facilities and tackling the serious issues of traffic management in the State. The Governor was interacting with a delegation of the Confederation of India Industries (CII), Kashmir Zone, led by Mr. Sheikh Imran, which called on him at Raj Bhavan here on Wednesday.The delegation presented a concept paper to the Governor in regard to putting in place inland water transport system in the Kashmir Valley in a phased manner, promoting this facility in Srinagar city to begin with. The delegation briefed the Governor about the salient features of this proposal which had been implemented in 1996 but later given up, for reasons which are not adequately clear. The other members of the delegation, comprising Mr. Khurshid Dar and Ms. Shahala Sheikh, also briefed the Governor about the success of their own ventures which had been initiated in different arenas.

DUBAI, SEP 19: The academic future of some 1,400 students has been thrown into jeopardy after the United Arab Emirates (UAE) authorities ordered the closure of an Indian School. The Abu Dhabi Education Council (ADEC) has ordered the closure of the Indian Islahi Islamic School in Abu Dhabi, effective April 1,
2014, as part of its clampdown on villa schools or schools run on designated residential plots. The ADEC started the clampdown for avowed safety reasons in 2008 when there were 72 such schools. Parents and students of the latest school to come on the school regulator's radar are now a worried lot, according
to media here. "We're panicking because we don't know what to do ... we all have to rush now and most schools are full, so it's very difficult on us," The National daily newspaper quoted Shenooja Niazudeen, a mother of two, as saying. John Joseph, father of a 16year-old boy who had been to the school for just one term,

KOLKOTA, SEP 19: Around 1,000 Christian-run schools remained closed across West Bengal Thursday in protest against police inaction and vandalism of a school following a minor girl student's death Sep 11 allegedly due to ragging. Observing a 'Black Day', Calcutta Diocese of the Church of North India (CNI) directed the schools to remain shut for the day. "They (the schools) will reopen Friday according to regular schedule," Rev. Abir Adhikari told IANS. Oindrila Das, a Class 5 student at Christ Church school in Dum Dum in North 24-Parganas district, died a week after she was allegedly locked up inside the school toilet by some of her seniors who demanded money from her as part of ragging. A day after her death, hundreds of angry arrested and later released on bail. Sircar virtually accused police and the mob of colluding during the vandalism. As per CNI's directive, 700 institutions under the West Bengal Association of Christian Schools and the Association of Anglo-Indian Schools, and about 300 schools affiliated to the Indian Council for Secondary Education (ICSE) remained closed Thursday. Several teachers of schools under the ICSE board did not hold routine classes and observed a prayer service in Oindrila's memory and seminars on teacher-student relationship. Over a dozen people have been arrested so far for the vandalism that resulted in the loss of valuable documents, including those submitted by class 10 and class 12 students for their upcoming board exams. BANGALORE, SEP 19: Following Union home ministry's orders, the University Grants Commission (UGC) asked the Manipal University to scrap its plans for an academic collaboration involving exchange of students and faculty with the Beijing Institute of Technology, one of the world's top engineering schools. The deal, signed earlier this year, also included study tours and research. The ministry was concerned that such a collaboration, particularly exchange of students and faculty, could pose a security threat to India. Manipal University vicechancellor Dr K Ramanarayan told TOI: "We've been told to scrap the memorandum of understanding with the Chinese institute. We have no issues with it. If the ministry is not comfortable with the collaboration, we'll comply with it." The university received the UGC letter earlier this week. Sources said the ministry's concern follows complaints that in the garb of sending teachers, China could be sending agents. "It's so easy to enter India with a visa under the faculty exchange programme. All they need to do is to write to the collaborating university in India for visa permission. Since the MoU permits faculty exchange and it involves teachers, often there are no hurdles and the visa is granted easily," said an industry source. As per the 2010 UGC rules, whenever joint degrees are given, the universities must get permission from the UGC. But for faculty exchange programmes, it's not mandatory for universities or colleges to seek the permission of the statutory authority. "If it involves Pakistan or China, the concern could be more which is understandable. Security clearance from the home

How could he ever dream of arranging two lakhs. Even if he sold everything, he could not have managed two lakhs." Because they know that Mr Gandhi is no match for the BJP leader in either charisma or experience in governance or oratorical skills, and are thus desperate to construct a viable issue, the Congress's media managers have hit upon the idea of projecting Mr Gandhi as the messiah of the rural poor and Mr Modi as a propagandist of the rich and the urban middle-class. Whether this trick will fetch the electoral dividends the Congress is hoping for, remains to be seen. For now, the party will find its hands full in justifying the move. Of course, no one will catch senior Congress leaders admitting for the record that the party is honing any such strategy; the party, they say, stands for all of India and Indians. But even a casual look at the speeches that Mr Gandhi has delivered in recent months after it became clear that Mr Modi would sooner than later occupy the centre-stage in the principal Opposition, demonstrates that the ruling party has consciously adopted the line of our India versus Modi's India'. For instance, addressing a public rally in Baran in Rajasthan on Tuesday, Mr Gandhi mocked at the anti-poor, elitist agenda that he claims Mr Modi has been pursuing. In an earlier address elsewhere some weeks ago, he told the gathered crowd that he would willingly crush his dreams to ensure that the dreams of the poor were realised. In meeting after public meeting, the Congress vice president has harped on the poor and the downtrodden. There is everything to commend in an important political leader's concern for the vast legion of less privileged citizens of the country, but the proof of the pudding lies in its eating. The fact is that nine years of Congress-led rule has done little to ameliorate the plight of the rural poor. The UPA Government's statistical bluff that millions of poor have been rescued in the two terms of its rule and are now cheerfully sailing above the poverty line, has found few takers, because those that have supposedly benefitted are numerically miniscule as compared to the many millions that still plod on without two square meals a day. If the Congress-led regime had indeed made the fantastic progress it claims, there would have been no need for the National Food Security Bill to cover nearly 70 per cent of the country's population. It is also problematic for the Congress to straitjacket Mr Modi as being pro-rich', because the latter has demonstrated inclusive development in his State. Rural Gujarat is a far cry from rural north India, with which Mr Gandhi must be familiar. Villagers in Gujarat get assured and quality power supply and irrigation facilities, unlike in the north, including Mr Gandhis constituency. Their standard of living is better than their counterparts elsewhere. The just concluded global summit on agriculture organised by the State Government shows that Mr Modi's priorities are in the right place. It's true that he has won the trust and confidence of the corporate world by his understanding of issues and quick decision-making abilities. That's not a negative.

It is, of course, ironic that this dynamic shift towards democratisation in political parties should come from one long identified with much mocked Hindutva, in a dispensation embarrassed by its heritage, derided in a colonial fashion for being obscurantist and medieval; and not, after all, the modern party set up in the 19th century by an Englishman, and run by West-leaning leaders, albeit dyed an unmistakeable shade of pink if not red. The question is, does the Congress leadership, or for that matter any of our political leadership in this so-called poor country, really live the socialist life? Is it not comical when Mr Rahul Gandhi says the BJP does not care for the poor? NaMo has come however, as we all know, all the way from an assistant in a chai stall outside the RSS office in Ahmedabad, to become the properly anointed prime ministerial aspirant after much debate and confabulation in the party. The parallels to the emergence of a black Barack Obama to fulfil Martin Luther Kings dream are palpable. That NaMo is from the OBC category, by no means a Delhi insider, is another great breakthrough in a BJP and Sangh Parivar long identified with the high caste Hindu and the politics of privilege. This despite its earlier and on-going initiatives to incorporate, amongst others, both Dalit leaders and followers in its fold. And with the much maligned hardliner able and willing to reach out to and receive a favourable response from the Muslim community, a full 25 per cent of whom in Gujarat have already voted for him, the BJP, is cutting the ground from under the feet of the vote-bank politics of the Congress and some of its supporting cast who sup off the same table. The entire recent story of Mr Modis rise to the chosen parliamentary poll position in his party while retaining his hold over Gujarat, shows that the status quo-ists in the Government, among them some prominent members of his own party, vociferous civil society groups who owe their standing to the present order, other interested pressure groups and lobbies both rural and urban, and intelligentsia living on The idea of India etc are a worried lot. They have had no cause in their complacence to update their ideas to suit a new resurgent India that wants exponential progress. Theirs is a design for incremental benefits that leave their power structure cosy and intact. Mr Modi, borne up on a groundswell of popular support, has crashed their party, despite their best efforts to keep him out, and they dont know how to deal with their own marginalisation, both as power-brokers and privilege hounds. Some of these resentful and fearful people have the temerity to suggest that popularity with the masses is not everything in a democracy, while whining that the BJP, the Sangh Parivar, its followers and supporters, and indeed NaMo himself, are all fascists. So to these people, the voice of the people should be disregarded, because, the selfappointed, and not the masses of people, are to be taken for the true defenders of freedom and democracy. George Orwell could not have topped this kind of double-speak for its revisionism if he were to rewrite Animal Farm today! Paradoxically, these champions of progress and change and pluralism and the poor, are alarmed at the prospect of real change and transformation. They are alarmed at the more accurate definition of each of their oft repeated ideological positions. They are afraid of the response Mr Modi is garnering from the public wherever he goes around the country to his new definitions of secularism, security, development, poverty, progress, terrorism, governance, integrity and truth.
Interestingly many important constituencies are not at all confused. In Mr Modis corner we find, the youth across the board, a vast majority of our voters, the rank and file political cadre in the Sangh Parivar itself, the small band of Right-wing intelligentsia that have long been advocating his advent. We also see the new true secularist, that believes in equal opportunity for all instead of Muzaffarnagar-style vote bank politics that leads invariably to murder and mayhem. We see a world of support from abroad, fed up with Indias policy paralysis. The foreign investor community, indeed the entire West, as also the newly independent nations of the former Soviet bloc, the Middle East, the Far East even China and Pakistan, would like to do business with Mr Modi. The good-natured joke on the right is that they are much easier to deal with than the ever prevaricating left, always tacking their positions to the prevailing wind. Even your enemies prefer a solid ground for their negotiations after all. Take for example, the much hailed Raghuram Rajan at the RBI: His straightforward policy pronouncements, without the trademark ifs and buts, his impressive international credentials, his plain-speaking bias towards growth and the cutting of red tape, his swiftness of action so far. He will fit in very well with NaMos style of functioning. We may even manage to find subscribers to the Sovereign Fund he is backing to keep the home fires burning in the interim.

BABU LAL NAGAR RESIGNS OVER RAPE ALLEGATIONS
JAIPUR, SEP 19: Bowing down to political pressure, Rajasthan minister Babu Lal Nagar has resigned in the face of rape charges against him. The minister of state for dairy has been accused by a woman of raping and beating her up at his residence. He has been booked under sections 376 (rape) and 323 (voluntarily causing hurt) of the IPC following direction from a Judicial Magistrate. The case has been referred to the CID-Crime Branch as it involves a member of the Assembly. In her complaint, the woman said the minister, who she knew, called her to his official residence in Civil Lines on September 11, where she was raped and assaulted. The woman also complained that Nagar had threatened her with dire consequences if she opened her mouth against him. The minister has claimed that the charges are political conspiracy to tarnish his image ahead of the Assembly elections and the woman is trying to defame me on the diktat of rival leaders." Following the allegations, the opposition has been clamouring for his resignation. Yesterday Rajasthan Chief Minister Ashok Gehlot had refused to reply to questions over Nagar's resignation on the issue, he had said that no one is above law and that law will take its own course.

Police file charge sheet against five in Mumbai gang rape case Adarsh scam: CBI gives clean chit to Shinde
MUMBAI, SEPTEMBER 19: Mumbai police on Thursday filed a charge sheet against four accused in last months gang rape of a 23year-old photojournalist at the Shakti Mills compound on August 22. A charge sheet was filed separately against the juvenile accomplice of the accused before a juvenile court. The accused have been charge-sheeted under various sections of IPC including 376(d) (gang rape), 377 (unnatural offence), 201 (destruction of evidence) and 120(b) (criminal conspiracy) and 34 (common intention) among others. The 600-page charge sheet filed in a magistrates court has details of the victims ordeal, statements of 86 witnesses, forensic evidence collected from the spot, DNA analysis reports, besides phone call records. The photo journalist was allegedly raped by the five accused when she had gone to the deserted Shakti Mills compound on August 22 with a male colleague on assignment. The accused Salim Ansari, Vijay Jadhav, Mohammed Kasim, Hafiz Shaikh alias Kasim Bengali, Siraj Rehman Khan and the minor had tied up the victims male companion with belts and allegedly raped her. Police had claimed it had a water-tight case against all the five accused. MUMBAI, SEPTEMBER 19: The CBI on Thursday gave a clean chit to Home Minister Sushilkumar Shinde in the Adarsh Housing Society scam. The agency informed the Bombay High Court that there is no evidence to suggest that Mr. Shinde during his tenure as Maharashtra Chief Minister abused his position as a public servant. This was stated by the probe agency in an affidavit filed by it in reply to an application submitted by social activist Pravin Wategaonkar seeking that Mr. Shinde be included as an accused in the case, as he allegedly owns benami flats in the plush 31-storey Adarsh building in south Mumbai. CBI does not feel it legally necessary to name Sushilkumar Shinde as an accused person in the ongoing investigation being carried out by it, the affidavit states. According to Mr. Wategaonkars application, Mr. Shinde had suggested inclusion of late Major N.W. Khankhoje as a member of the Adarsh society. Former MLC Kanhaiyalal Gidwani had deposed before the Adarsh commission that Mr. Shinde had asked for inclusion of Mr. Khankhoje as member. Khankhojes membership may have been pursued by K.L. Gidwani but it cannot be confirmed as Gidwani has passed away. The CBI charge sheet states that civilian members in the society were included at the instance of vant for the benefit of someone from Khankhoje family in connivance with the office bearers of Adarsh, the affidavit states. The affidavit further says that the agency does not see any merit in the allegations levelled against Mr. Shinde in the application. Mr. Wategaonkar, in his application, had also stated that Mr. Shinde during his deposition before the commission had said that the Adarsh file had come to him for clearance. After going through verification from the collector and officers of the revenue department, Mr. Shinde saw that only 20 of the 71 approved members were found eligible and had asked for a recheck on eligibility of the other 51 members. According to Mr. Wategaonkar, this alleged act of Mr. Shinde insisting on 51 members to be rechecked/ substituted before possession of land to be given to Adarsh Society resulted in illegal benami transaction in respect of flats. There is nothing on record to suggest that Shinde had insisted on 51 more members by rechecking/substituting ineligible members before possession of land to be given to Adarsh society which resulted in addition of illegal benami members, CBI said in its affidavit. A division bench of Justices P.V. Hardas and P.N. Deshmukh on Thursday adjourned hearing in the case till September 26.
Coal Ministry dragging its feet on filing FIR over missing files
NEW DELHI, SEPTEMBER 19: As the role of many officials, both former and present, of the Coal, Steel, Power, and Mines Ministries in allocation of coal blocks is likely to be investigated, the Coal Ministry is dragging its feet on requesting the CBI to file an FIR and open a parallel probe into the missing files. The Ministrys failure to act runs counter to Prime Minister Manmohan Singhs assurance to Parliament in the monsoon session that if the files were not found, the government would seek an FIR because it has nothing to hide. The CBI has made it clear that it is not in a position to file an FIR, because a request has to come from the nodal Ministry. The Coal Ministry will have to give us in writing [that we] file an FIR in the case of missing files and documents. It is yet to do so despite repeated reminders from us. This raises a lot of suspicion about the Coal Ministrys intentions as a number of former and present senior officials will be questioned over the allocation of coal blocks as well as the missing files, top CBI sources said. CBI officials feel that since crucial documents pertaining to allotment of mines to private companies and big corporate houses and important details of the Screening Committee meeting have gone missing, an investigation can be opened into the role of senior officials of the Coal, Steel and Power Ministries and they will be named before the Supreme Court or in the FIRs. The files cannot just disappear into thin air. There is certainly something very suspicious about the whole issue.This is sending a very wrong signal because there is a growing suspicion that the Ministry and the government are trying to shield people in high places as the Coalgate scam has the involvement of two high-profile Congress MPs who are facing the CBI probe, a senior official said. However, another official said the Ministry was waiting for the Supreme Court to issue an order for filing an FIR.

Rainfall during the last week of August and in September has put paid to farmers hopes of reaping a rich harvest. Official sources said that while around 50 per cent of the farmers had harvested green gram sown in 17,741 hectares, the remaining farmers had cut the crop and kept in the field to dry. However, a portion of the crop was lost owing to heavy rain, while the remaining portion was damaged. Sources added that farmers who had sown black gram in 30,000 hectares had been hoping for a bumper crop before the rain dampened their hopes. Waterlogging in fields had delayed harvesting; any further delay would result in severe reduction of yield. I asked [operator Tokyo Electric] to decide to decommission idled reactors 5 and 6 at the Fukushima Daiichi Nuclear Power Station, Mr. Abe told reporters. In May 2011, two months after the start of the nuclear disaster, the operator
decided to scrap reactors 1 to 4 at the complex. The plant suffered meltdowns at three of its six reactors after a tsunami swept through the complex in March 2011. Tokyo Electric president Naomi Hirose told Mr. Abe that the company would make the decision on the last two by the end of the year, the premier said. DHAKA, SEPTEMBER 19: A cadre of Jamaat-e-Islami was killed and 45 others, including five policemen, were injured as fresh violence erupted in Bangladesh on Thursday on the second day of the 48-hour nationwide strike to protest the death sentence given to a top leader of the fundamentalist party for war crimes. Police said they opened fire when strikers attacked an officer with sharp objects in Meherpur district. The firing left one dead, local media reported. Other districts also witnessed vandalism, explosions and detention as the strike stepped into second consecutive day. A senior leader of Meherpur Jamaat unit said another party cadre, who was injured during the clash, succumbed on way to hospital. He told The Daily Star that their 10 activists sustained bullet injuries during the clash.

Sensex zooms 685 points as Finance Ministry asks Petroleum Ministry to markets cheer Fed decision
MUMBAI, SEPTEMBER 19: The BSE benchmark Sensex on Thursday galloped by 685 points to close at nearly 3-year high of 20,646.64 on massive buying in interest-sensitive sectors after US Feds decision to leave economic stimulus untouched spurred hopes that RBI will ease monetary policy on Friday. The rise in Indian stock markets, which made investors richer by a staggering Rs 1.84 lakh crore, was a part of the global rally in equities as fears of immediate FII outflows lessened after Federal Reserve decided to maintain status quo on its monthly USD 85 billion bond-buying programme. The rupee was trading at 61.8 versus the dollar, up over 150 paise, when stock markets closed for the day. Rising for the fourth straight day, the Sensex spurted by 684.48 points, or 3.43 per cent to end at 20,646.64 -- a level last seen on November 10, 2010. Thursdays gains are the biggest since 727 point-rise on September 10. 28 constituents of the 30-share Sensex gained with ICICI Bank, ITC, HDFC Bank, HDFC, L&T and SBI contributing heavily. RIL, ONGC, Tata Motors, Bharti Airtel, Tata Steel also gained. Overall in BSE, 1430 stocks rose while 997 scrips fell. The 50-share National Stock Exchange index surged 216.10 points, or 3.66 per cent to 6,115.55, after touching a high of 6,145.50. Also, SX40 index, the flagship index of MCX-SX, closed at 12,232.1, up 430.52 points or 3.65 per cent today. There was relief among emerging markets in a salute to Feds Taper Hold decision. Indian markets also rose on reduced threats of foreign money as well as in anticipation of a favourable policy from the new RBI Governor, said Dipen Shah, Head -Private Client Group Research, Kotak Securities. SBI shot up by 8.07 per cent, ICICI Bank by 6.55 per cent, HDFC Bank NEW DELHI, SEPTEMBER 19: With an eye on cutting down the outflow of dollar and increasing the rupee trade for purchase of enhanced crude oil supplies from Iran, the Finance Ministry has asked the Petroleum Ministry to take immediate steps to make the Energy Insurance Pool operational by asking Oil Industry Development Board (OIDB) to provide Rs. 500 crore contribution without any further delay. In a letter to the Petroleum Secretary, Vivek Rae, the Secretary Financial Services, Rajiv Takru has said the pool to be operated by state-run insurance company GIC would be responsible for discharging the obligations arising from the reinsurance commitments undertaken with regard to the assets of the petroleum importing companies under this arrangement. The arrangement is immediately aimed at addressing the needs of the four companies importing petroleum from Iran Indian Oil Corporation, Mangalore Refineries and Petrochemicals Limited (MRPL), Hindustan Petroleum Corporation Limited (HPCL) and private sector player Essar Oil. The facility would cover the sector in general and would be available to other domestic petroleum sector companies also if desired, the communication by Mr. Takru said. The urgency to make the Energy Insurance Pool operational comes in the background of the resolve by the government to cut down current account deficit (CAD) by reducing the dollar outflow. The Petroleum Minister Veerappa Moily had informed the Prime Minister Manmohan Singh that India should enhance crude oil imports from Iran and hike the purchases from 2 million tonne at present to another 11 MT this fiscal which would save around $8.47 billion in foreign exchange. SBI hikes base rate to 9.8 per cent, makes loans costlier
MUMBAI, SEPTEMBER 19: The countrys largest lender, State Bank of India, on Thursday said it increased its base rate, or the minimum rate of lending, to 9.80 per cent, a day ahead of the RBIs policy review.State Bank of India has revised the base rate by 0.10 per cent from 9.70 per cent per annum to 9.80 per cent, it said in a statement. Retail term deposit rates have been revised upward, it said. SBI is the first major state-run bank to hike lending rates after short-term rates rose as a result of the Reserve Bank of Indias liquidity tightening moves announced in July. The decision comes on the eve of the mid-quarter review of the monetary policy. According to watchers, new RBI Governor Raghuram Rajan has been given some room to take an accommoda-

The 1-2 series defeat at the hands of West Indies A was a rare failure for India A, who whitewashed New Zealand A 3-0 prior to the just-concluded rubber against the Caribbeans.
