Universalisation of Elementary Education

Universalisation of elementary education has been a major goal for India since independence but remains challenging to achieve. The constitution aims for free and compulsory education for all children under 14 within 10 years. Stages to universalisation include universalising provisions, enrolment, and retention. Many schemes have been implemented but full achievement of the constitutional mandate and effectiveness of the Right to Education Act 2009 remain concerns. Key causes of non-fulfillment include lack of finance, non-cooperation of parents, poverty, increasing population, unattractive schools, distance issues, curriculum problems, lack of objectives, teacher issues, and inflated enrolment figures.
