The Simla Delegation of 1906 presented demands to the Viceroy on behalf of Muslim leaders in India, including separate electorates for Muslims, more representation of Muslims in government service, membership of judges and executive councils, and the establishment of Muslim universities. The Viceroy acknowledged injustices against Muslims and agreed to consider their demands as Britain implemented further constitutional reforms for India. Lord Minto and John Marley announced the implementation of constitutional reforms for the administrative betterment of India in 1905. This announcement awakened a sense of protection of the rights amongst the Muslim Leaders of India
