Is the electronic posting of a meeting notice invalid if there were technical problems

Are there any requirements for posting video recordings of commissioners court meetings to the county website?

Under Government Code §551.128, commissioners courts of counties with a population of 125,000 or more shall make a video and audio recording of reasonable quality for each regularly scheduled open meeting and make an archived copy available on the Internet. The recording may be posted either on the county's own website or on a publicly accessible video-sharing or social networking site. The meeting must be posted no later than seven days after the recording was made and must be maintained on the Internet for not less than two years after posting.
