Punishing Conditions

Tecoluca, El Salvador: Inmates occupy a cell at the Terrorism Confinement Center, Latin America’s largest prison, on January 27. February 1 marks two years since President Nayib Bukele’s government established the prison, which houses hundreds of members of the MS-13 and 18th Street gangs. Bukele attributes the country’s sharp drop in crime to locking up criminals, saying: “This year, our homicide rate will be below one.”
