The Biden administration is undertaking a major initiative to expedite the construction of energy transmission lines, which are crucial for expanding the use of renewable energy sources. The Department of Energy (DOE) is focusing on high-voltage direct current lines and has identified 22 "shovel-ready" transmission projects that are currently stalled due to permitting and siting challenges. These projects, once completed, will significantly boost the delivery of renewable energy across the United States, facilitating wind and solar generation capacity by 60,000 megawatts. A key component of this strategy is the National Transmission Planning Study, which aims to map out the future high-voltage grid over the next 15 to 30 years. This study will help prioritize DOE funding and guide the development of a national grid that is capable of supporting the Biden administration's goal of a zero-carbon energy sector. Additionally, the DOE is leveraging new legal authorities granted by recent infrastructure legislation to overcome previous regulatory hurdles and streamline the transmission project approval process. The Midcontinent Independent System Operator, or MISO, recently approved 488 transmission projects across 15 states, including a $21.8 billion portfolio of 24 long range transmission plan, and six of those long-term reliability projects will be located entirely or partially in Wisconsin. CECW partner organization Clean Wisconsin estimates the projects will support at least 6.6 gigawatts of clean energy in Wisconsin, more than double the amount the state currently produces.

The Federal Energy Regulatory Commission (FERC) voted to shore up the nation’s transmission grid to meet growing renewable energy generation. The ruling, which is being praised by industry groups, is the first time in more than a decade that the Federal Energy Regulatory Commission has addressed regional transmission policy as well as the need for long-term transmission planning. This is long-awaited news for the solar industry, as the U.S. Department of Energy has estimated that 54,500 GW-miles of additional within-region transmission capacity is needed for a clean grid. An improved grid aligns with the move to clean energy as supported by the Inflation Reduction Act and the Biparistisan Infrastructure Law. With this ruling, transmission providers must conduct long-term planning for regional transmission facilities and determine how to pay for them. It also provides for “right sizing” transmission facilities, which amounts to expanding transmission when it needs to be replaced. ⚡ California will need significant new high-voltage transmission lines to meet state goals for renewable energy and a decarbonized grid by 2045, which will require quadrupling current in-state solar and wind capacity. But if this new infrastructure is paid for solely through electricity rates, it could increase them significantly, when they have already increased roughly 50% over the past three years for investor-owned utility customers. 🔋 In response, CLEE released a new policy report, Improving Transmission Financing in California: Alternative Models and Policy Strategies to Increase Affordability. The presentation will discuss new efforts to continue supporting decision makers in Puerto Rico in achieving a modern and reliable grid. Most recently, the two-year, stakeholder-driven PR100 Study identified pathways for Puerto Rico to meet its goal of transitioning to 100% renewable energy while improving the reliability and resilience of the grid. The study also concluded that significant system upgrades and investments—guided by meaningful community participation—are needed to get there.
