Thirteen years after its first term and twenty years since joining the EU, Poland introduces an ambitious programme focused on implementing priorities centered around the topic of #security 🔸#COMPET Council will focus: on the areas related to reinforcing the foundations of the #SingleMarket and development of the EU #industrial policy that strengthens the #competitive position of European companies. When it comes to #research, the main leitmotif will be #openess & #synergy; application of #AI in science; mid-term evaluation of the #HorizonEurope. In the area of #Space it will focus on maximising the benefits of using #EarthObservation #spacedata and be ready to work on #SpaceLaw etc. 🔹#TTE Council will focus: on promoting the solutions for the development of EU #technologies to facilitate the transition and mechanisms that aim at maintaining European industry competitive. My latest Policy Brief on the Geopolitics of Technology (with Giorgos Verdi). Summary: Europe’s global influence as a technology regulator is not matched in its overall digital power, where it lags far behind the US and China and is highly reliant on others. Building a grand strategy to address this requires navigating three related dilemmas: boosting innovation while upholding European values; boosting Europe’s economic security while preserving its openness; and boosting its international influence while adapting to a harsher geopolitical environment. Europe has significant strengths and underexploited potential in the digital realm. It can respond successfully to the three dilemmas and establish itself as a full-fledged technology power through a series of positive-sum policies deepening markets, filling institutional gaps, and pursuing more proactive and ambitious digital diplomacy. These policies must be a cornerstone of the new EU leadership’s policymaking over its 2024-2029 term. Europe is already falling behind. today's must read: department of state dropped its new international cyberspace and digital policy strategy. new buzzword alert: "digital solidarity" - much better than trying to frame everything under "democratic vs authoritarian tech" - this old framework is not mentioned, luckily. biggest flaw: it's another paper drafted with the gov org chart in mind, so it's not comprehensive. the key point of US gov tech agenda right now is the weaponization of tech value chains and tech dissemination control - barely mentioned in the DoS paper. in this sense, the paper is more of a footnote than a key document. #geotech #geopolitics #techcoldwar https://lnkd.in/edcYNuWJ
