My latest column in GTSC's Homeland Security Today. As I look at the heightened homeland security risk environment, I see several strategic imperatives for the new administration to enhance security and resilience. They start with having a clear-eyed view of the converged risks we face and promoting trust building efforts and embracing innovation in risk mitigation. Infrastructure security is an interesting topic. Since WWII the west has been enamored with this idea of a peaceful and enterprising planet (in totality). Unfortunately for the idealistic westerner not everyone is playing along. The US Coast Guard has issued directives to port operators on both coast concerning Chinese manufactured STS cranes. The latest warnings come on the heals of investigations which started in 2023 when the FBI discovered intelligence collection devices on cranes in the port of Baltimore. Subsequent research and evidence collection has uncovered some uncomfortable realities. 80% of US critical sea port cranes are Chinese manufactured. Chinese companies are Entirely beholden to the CCP (Chinese Communist Party). The House Committee on Homeland Security investigation uncovered remote access vulnerabilities built in to cranes nationwide, and warns that the cranes could be a critical weakness in our defensive infrastructure if they were compromised. Do you find this alarming? Surprising? Boring? Unfortunately the prevalence of foreign manufacturing post WWII has inoculated us culturally to the risk such trade poses when it comes to sovereignty and control of critical technology/infrastructure. There are times when free exchange of information and ideas is wonderful and obviously beneficial to man kind. COPING WITH WAR: STRATEGIES FOR SECURE CONVOY ESCORT OPERATIONS IN THE DEMOCRATIC REPUBLIC OF CONGO. DRC remains one of the most complex and volatile environments for secure convoy escorts due to ongoing armed conflicts, political instability, and the presence of numerous militia groups. For security companies providing convoy escort services, the challenges are immense, requiring adaptive strategies to ensure the safety of cargo and clients. Here are key measures the companies can adopt: 1. Comprehensive Threat Assessment and Planning. In a war-torn region like the DRC, understanding the dynamic security landscape is critical. Security companies must invest in robust intelligence-gathering systems to stay ahead of emerging threats. Regularly updated threat assessments should inform convoy routes, timing, and contingency plans to minimize exposure to danger. 2. Strategic Partnerships with Local Authorities. Forging strong partnerships with local military, police, and community leaders is essential for navigating conflict zones. These relationships can provide advance warning of security threats, support during emergencies and access to safer alternative routes. 3. Enhanced Training and Equipment Security personnel must be well-trained to handle high-stress, life-threatening situations. This includes tactical convoy operations.
