On 13-14 June 2024, at the Hungarian Pre-Presidency Conference, the Trans European Policy Studies Association (TEPSA) will present key recommendations to the incoming Hungarian Presidency of the Council of the EU. Together with my colleague Louise van Schaik, I have drafted a piece with recommendations on the issue of budgetary conditionality and the next long-term EU budget. It is likely that in the future, the allocation of EU funds to Member States will become increasingly conditional on reforms, for example with regard to the rule of law, socio-economic policies and the green and digital transition. Yet, there is not yet sufficient evidence that such a ‘cash-for-reforms’ model is effective in guaranteeing long-term change. Moreover, the instruments suffer from some democratic shortcomings, for example related to lack of transparency and clarity of procedures. 𝐀 𝐍𝐞𝐰 𝐃𝐞𝐚𝐥 𝐟𝐨𝐫 𝐄𝐮𝐫𝐨𝐩𝐞𝐚𝐧 𝐂𝐨𝐦𝐩𝐞𝐭𝐢𝐭𝐢𝐯𝐞𝐧𝐞𝐬𝐬: 𝐌𝐚𝐤𝐢𝐧𝐠 𝐢𝐭 𝐖𝐨𝐫𝐤 𝐟𝐨𝐫 𝐀𝐥𝐥 𝐑𝐞𝐠𝐢𝐨𝐧𝐬 The Conference of Peripheral Maritime Regions (CPMR) welcomes the EU Council's commitment to align competitiveness and territorial cohesion, as outlined in the Budapest Declaration on the New European Competitiveness Deal adopted today by EU leaders. However, CPMR emphasizes the urgent need of addressing competitiveness for the benefit of all regions rather than a select few. In its Reflection Paper "𝐴 𝑚𝑜𝑑𝑒𝑟𝑛 𝐸𝑈 𝑏𝑢𝑑𝑔𝑒𝑡 𝑠𝑢𝑝𝑝𝑜𝑟𝑡𝑖𝑛𝑔 𝑎 𝐸𝑢𝑟𝑜𝑝𝑒𝑎𝑛 𝑒𝑐𝑜𝑛𝑜𝑚𝑖𝑐 𝑚𝑜𝑑𝑒𝑙 𝑏𝑎𝑠𝑒𝑑 𝑜𝑛 𝑡𝑒𝑟𝑟𝑖𝑡𝑜𝑟𝑖𝑎𝑙 𝑐𝑜ℎ𝑒𝑠𝑖𝑜𝑛", CPMR presents a strategy to achieve competitiveness through territorial cohesion, proposing ways to leverage the upcoming Multiannual Financial Framework (MFF) to support this goal. 🔗 Read the full paper here ➡️ https://lnkd.in/eC542QDJ

📢 The hearing of Jozef Síkela, Commissioner-designate for International Partnerships, is taking place tomorrow! So what are we hoping to hear? 🤔 📉 Given the worrying direction we've seen EU international cooperation taking, we want to see Mr Síkela committing to keeping international cooperation distinct from EU geopolitical and geoeconomic agendas. 🌍 We want to hear the EU's commitment to advancing the SDGs affirmed, and that the needs and priorities of partner countries will be put at the centre of EU international partnerships. 🤝 Finally, we want recognition of the part that civil society has to play in international cooperation, and their role of linking EU institutions and governments to citizens inside and outside the EU. Today we are witnessing the emergence of mistrust, dissatisfaction and disharmony between Member States. 🤝 The members of TEIN share the conviction that there has never been a more urgent need to strengthen the spirit of solidarity and cooperation. We see European Territorial Cooperation as the best tool to preserve the core values and achievements of European integration. To keep borders open, we need cooperation and mutual trust, which can best be fostered through Interreg programmes. It was an honour to address the anniversary conference of the EFTA Court in Luxembourg last week. Throughout 30 years the EFTA Court has been an invaluable piece of the puzzle making up the European Economic Area. Today, the EEA Agreement is without any doubt Norway’s most important international agreement. The EEA is the anchor of Norway’s cooperation with Europe, built on shared values of peace, democracy and human rights. It has served us well and has proved to be a sound basis for economic and political cooperation, fostering economic growth, innovation, and prosperity to the mutual benefit of all parties. The Norwegian government is committed to ensuring that the EEA continues to serve our interests to the fullest. At this time, Europe is faced with challenges that go beyond borders. Cooperation with like-minded partners has never been more important.
