A performance-based grant of ₹19,612 crore has been allocated to 131 cities for implementing city action plans from 2019-20 to 2025-26, with ₹11,211 crore disbursed so far. The aim is to achieve a 40 percent reduction in PM10 levels or comply with the National Ambient Air Quality Standards (NAAQS) by 2025-26, according to the Ministry of Environment, Forest and Climate Change. Union Environment Minister Bhupender Yadav, during the 4th Apex Committee meeting of the National Clean Air Programme (NCAP), praised efforts made by cities to combat air pollution. He highlighted that 18 cities met the NAAQS for PM10 levels in 2023-24, while 51 cities achieved a 20 percent reduction and 21 cities met the 40 percent target. Subject: A request to measure the correct impact of each and every measure(s), separately; applied for mitigation/reduction of PM2.5 and PM10 levels in the outdoor ambient environment. On 03.05.2024, the Times of India at page 5 published an article titled ‘PM2.5, PM10 levels down between 2018 and 2023: Environment dept. to NGT’. This article inform that ‘the report, dated April 22, stated that Delhi witnessed a reduction of 17% in PM2.5 levels in 2023 in comparison to 2018 and a 22% reduction in PM10 levels’…………..‘the tribunal is hearing a matter related to cities recording higher Air Quality Index. The NGT in Feb this year had directed 53 cities, which record high AQI, to submit reports on contribution by each polluting source in terms of identified pollutants (PM10/PM2.5) as per source apportionment and progressive reduction on account of measures taken’. To me, the attention should not only be on identification of pollution sources or their reduction; but also, should be on measuring the correct impact of each and every measure(s), separately applied for their mitigation/reduction. It is known that India is a water scarce country and we cannot afford/be allowed to spend even a single drop more of it, on an activity, which is not result oriented. So, there is an urgent need to correctly assess, whether the presently used measures [like excess water application to suppress the road dust; mechanical sweepers; anti-smog guns; smog towers etc.] would really be able to achieve the targets set by National Clean Air Program [NCAP] i.e., reduction in PM10 and PM2.5 by 20-30% by 2024 and 40% by 2026 [from a level of January 10, 2019]; and National Air Quality Standards [NAQS] i.e., 40 micrograms per cubic meter for PM2.5 and 60 for PM10. From the presently available data, it has been gathered that civic bodies in Delhi will neither be able to achieve the targets set by NACP and also, nor by NAQS; within the decided timeline. Therefore, Civic Bodies in all parts of India [including in Delhi] must consider adopting new methods/measures which are much better result oriented than the present measures, and also consume a much lower quantity of water & the manpower etc. Author has a technology, well certified by the professors working in IIT, Delhi. This technology has a recorded potential to reduce PM10 and PM2.5 levels by up to 83%, in 07 days’ time period.

🏗🏦 Did you know that 30% of pollution is released from construction sites? Building sites highly release dust and are a great source of particulate matter. It has various impacts on human health as passing a source in the air pollution is insufficient to get in together. Thus, Governing bodies have mandated some regulations for construction and demolition sites in Delhi NCR. 🏗🚧 The Commission for Air Quality Management (CAQM) in the National Capital Region NCR has set various guidelines. The Delhi Pollution Control Committee(DPCC), Uttar Pradesh Pollution Control Board (UPPCB), Haryana State Pollution Control Board (HSPCB) and Rajasthan State Pollution Control Board (RSPC) considered it. Delhi's Environment Minister Gopal Rai announced a robust "Winter Action Plan" to tackle air pollution, featuring a 21-point strategy under the slogan 'Milkar Chalein aur Pradushan se Ladein'. Key initiatives include drone monitoring of pollution hotspots and a strict ban on all types of firecrackers, which will take effect upon notification. The plan encourages remote work and reduced private car usage, with potential measures like the odd-even vehicle scheme and artificial rain exploration. A Special Task Force will be set up to tackle pollution sources. An anti-dust campaign will launch on October 7, demanding compliance from government and private agencies, with penalties for non-adherence. Construction sites over 500 meters must register on a designated portal, and worker training on anti-dust strategies is mandated. The government will deploy 85 road-sweeping machines, 500 water-sprinkling machines, and 200 mobile anti-smog guns in every assembly constituency. Water sprinkling frequency will triple in November and December, and the 'Harit Ratna' award will recognize significant contributors to pollution control. Supreme Court Criticizes Failure of GRAP-IV Enforcement Amid Delhi’s Air Pollution Crisis The Supreme Court sharply rebuked authorities for ineffective implementation of GRAP-IV measures in Delhi during the MC Mehta case hearing. Noting serious enforcement failures—like unchecked truck entries, ongoing construction, and waste burning—the bench highlighted systemic shortcomings in tackling NCR's air pollution. The Court rejected unauthorized exceptions for truck movement and demanded an urgent response from NCR states on remedial steps by December 2, 2024. It also criticized the CAQM’s contradictory notifications, particularly its allowance of certain construction activities despite GRAP-IV restrictions.
