EXCERPTS: Over the past year, an intense struggle has played out in Washington between companies that sell machinery to make semiconductors and Biden officials who are bent on slowing China’s technological progress. But many in the semiconductor industry have fought to limit the rules and preserve a critical source of revenue, more than a dozen current and former U.S. officials said. Most requested anonymity to discuss sensitive internal government interactions or exchanges with the industry. Over the course of this year, the chip equipment companies deployed lobbyists to Capitol Hill and the White House, set up advocacy organizations and funded supportive research by think tanks to make their argument. Data from OpenSecrets, a nonprofit, shows that lobbying spending by Applied Materials, KLA and Lam Research has roughly doubled since 2020, as the United States has tightened its technology controls.

Every presidential administration change results in shifts in policy objectives. Speculation has emerged regarding the rollback of popular federal incentive programs, including the CHIPS Act. House Speaker Mike Johnson clarified that repealing the CHIPS Act is "not on the agenda"; however, it will be interesting to see how this plays out since many of the incentives are tied to green energy initiatives. One possibility is that there could be a shift away from some of the more stringent requirements in the administration of the program. While adjustments may be on the table, at least as of right now, a complete rollback of program seems less likely. The CHIPS and Science Act marks a substantial ramp-up of #industrial #policy in the United States. The legislation is sparking a great deal of investment activity in the U.S. semiconductor sector, but several challenges and potential pitfalls lie ahead.

From Today’s Early Brief in The Washington Post – Pentagon blacklists Elon Musk’s EV battery provider The Defense Department published on Monday a list of companies operating in the United States too closely aligned with the Chinese military to justify contracting. The list’s most noticeable addition: CATL, the largest supplier of electric vehicle batteries in the world. Among CATL’s many clients is Tesla, Trump ally Elon Musk’s electric vehicle company. “The Pentagon blacklisting is among a series of actions taken by Congress, and the first Trump and Biden administrations, to curb China’s aggressive military and tech ambitions and the expansion of its surveillance state,” report our colleagues Ellen Nakashima and Cate Cadell. “The issue is largely seen as bipartisan, though the political ascendance of tech mogul Musk — who has significant business interests in China — may complicate the policy picture under the incoming administration.” Defense of Democracies’ senior China fellow Craig Singleton said that Chinese law requires CATL to turn over any customer data to the Chinese government, which could allow the Chinese government to easily spy on American consumers thanks to data collection at charging stations and battery management systems. The ban does not go into effect until 2026 and only bars CATL and other companies named on the list from DOD contracts. But inclusion on the list is a major blow to the reputations of the companies. “When the Pentagon affirms you are a Chinese military company, it’s an official scarlet letter that can impact everything from the risk perception of working with a company that might affect its share price to its long-term viability in the U.S. market,” said Eric Sayers, a nonresident fellow at the American Enterprise Institute.

JUST IN: Biden Celebrates Major Milestone in CHIPS Act Implementation with Polar Semiconductor Award In a 5 a.m. ET statement, Biden writes, “Semiconductors – those tiny chips smaller than the tip of your finger – power everything from smartphones to cars to satellites and weapons systems. I signed the CHIPS and Science Act to revitalize American leadership in semiconductors, strengthen our supply chains, protect our national security, and advance American competitiveness. And over the last three and a half years, we have done just that, catalyzing over $400 billion in private sector investments in semiconductors and electronics that are creating over 115,000 construction and manufacturing jobs. This year alone, the United States is on pace to see more investment in electronics manufacturing construction than it did over the last 24 years combined. “Today’s announcement that the Department of Commerce has finalized the first commercial CHIPS Incentives award with Polar Semiconductor marks the next phase of the implementation of the CHIPS and Science Act, and demonstrates how we continue to deliver on the Investing in American agenda. Polar’s new facility will also be completed under a Project Labor Agreement to support its construction workforce, creating good-quality union jobs in Bloomington, Minnesota. Today’s announcement is just one of the many ways our Investing in America agenda is reshoring U.S. manufacturing, investing in workers and communities across the country, and advancing America’s leadership in the technologies of tomorrow.”

To those who naively expect there to already be more chip manufacturing in the US, suggest refraining from saying stuff from the peanut gallery showing how little you know about this. President Biden did what DonTheCon couldn’t or wouldn’t do. Thanks to his CHIPS and Science Act, his administration has catalyzed hundreds of Billions of Dollars (?000,000,000) of private sector investments It will take some time for results but this is creating good paying manufacturing jobs and protecting national security with US made semiconductors 👍🏼🇺🇸
