November 1st Situation Assessment: Overall Threat Level: Lebanon is still under an Orange Alert, indicating a high but not yet critical risk state. Additionally, in the last few days, we witnessed increased escalation due to the large-scale bombardment of Baalbek. Meanwhile, there has been a lot of buzz around a possible ceasefire agreement that did not pan out. During these days, Israel resorted to pressure by fire, bombing the traditional strongholds of Amal, the political party headed by the speaker of parliament who was participating in the negotiation to push him for more concessions. Moreover, we moved the telecom nation sub-criteria from yellow to orange as there have been increasing reports of outages and cuts in mobile and internet networks. We also raised the petty crime sub-criteria from yellow to orange as crime has increased, especially theft. Nevertheless, the main criteria is still Orange, with two red and three orange. Significant Events: Israeli bombing : For the first time, Israel has called for the evacuation of a whole city. Indeed, more than 100,000 of Baalbek and the surrounding area’s inhabitants and the region have been internally dispalced. This is a worrisome change, indicating that this trend might spread to other medium cities. IDPs: According to IOM, the number of IDPs keeps rising, but at a slower pace, adding only 20,000 rather than the previous 60,000 a week. This could indicate that the numbers have stabilized, but I expect the next snapshot will see a larger influx that has recently left Baalbek. Outlook : The main point was the supposed failure of the negotiations. This indicates that the current situation will continue with an increased escalation while the region and the world wait for the results of the US elections. It is important to keep in mind that although the elections will be next Tuesday, however the new president takes power on January 20th.
