The intersection of #Medicaid and the intellectual or developmental disability (I/DD) service delivery system requires collaboration between state Medicaid and #IDD agencies to address the myriad challenges that individuals face in accessing services. Even with plenty of state activity that has big impact, we do not lose sight of federal legislation that could have major impact. The Home and Community Based Services Act of 2024 (HCBS) is still in draft form and was introduced in the US Senate in March of 2023. The proposed law aims to expand Medicaid home and community-based services as an alternative to institutional care. Potential provisions include increasing federal matching funds for states that expand HCBS programs and mandating HCBS coverage for individuals with disabilities under Medicaid. Medicaid reentry is a new federal policy to strengthen access to health coverage and transitional services for people preparing to come home from prison/jail. A primary goal of Medicaid is to prevent overdose among reentering people. More than half of all states have or are developing a Medicaid reentry initiative. This 6/20 ORN webinar from the Legal Action Center will provide participants with greater understanding of Medicaid reentry policy, the landscape of activity across the country, and specific opportunities for substance use disorder (SUD) and other service providers.
