Did someone mention collaboration? Five weeks into my role as Chief Executive of Collaborate CIC I was heartened to hear the Deputy Prime Minister Angela Raynor talking about what can only be described as ‘collaboration’ across government, local government, other partners and communities to ensure the core Missions set out by the new Government can be met and the impact felt at a local level. In the context of more devolution, a set of high-level Missions in need of much greater detail and a myriad of complex systemic societal problems no one organisation is going to have the key to turning these issues around. It is going to require a huge effort across all spatial levels of Government and Local Government, partners and communities. What is clear is that this is acknowledged, gone are the days of quick fixes or lots of money to dig our way out of the problems. The new Government are describing a new relationship between them and Local Government, working across both to find a way to navigate the complex landscape through collaboration and co-design, starting at the co-design of policy and working outwards from there. Collaborations of all shapes and sizes will be required, Government Department to Department, Government to Local Government, Council to Council, Council to systems and private and public sector partners, all the above and most importantly with communities, who will be impacted by the outcomes of this work. This is all welcome, but we shouldn’t underestimate the work required to build trusting relationships and the impact of different organisations with different objectives, cultures, behaviours and working practices trying to work together for the first time in a new way. We know from our work in Collaborate that you need to work hard to build the foundations for collaboration to take place and to create an environment where it can operate effectively. We also know if you put the leg work in early on there is more likelihood of success. So, we need to ensure in the rush to move forward the fundamentals are addressed. Meaningful Collaboration Collaboration could exist at a few levels 1. Social collaboration: A meeting of minds and hearts, often sans any agenda. The focus is a lot more on the relationships and the camaraderie than any predefined outcome. While this might seem unproductive by definition, read further to understand why social collaboration is a force multiplier 2. Functional collaboration: Relates to working together to achieve the core ask- could be a new process, product, initiative or a revamp of some sorts. This is collaboration as we know it by definition and what we aspire towards by outcome, getting the job done. Focus is on roles and tasks, with defined outcomes 3. Purposeful collaboration: Relates to a convergence around a greater ideal, one that might or might not have functional threads yet but is strategic and longer term. This is a conversation around aspirations and what can be While these are seemingly three different modes, effective collaboration brings together all three, the people connect, the possibilities and a problem solution dimension. There is also mutual reinforcement- a team that has pulled off a functional outcome is much more likely to want to stick around and do more together. It is also likely that an essential ingredient to their success was that they had discovered a social glue, a meeting of minds of sorts. Success being the ultimate adhesive. And as this virtuous loop continues there is an emergent or convergent purpose which the group could discover. This is where true innovation and possibilities lie.
