R&D STRUCTURES IN DEFENCE FORCES & OTHER MEASURES FOR #ATAMNIBHARTA IN #DEFENCE & #AERONAUTICS Had the honour & privilege to share my views on "Advancing Domestic R&D in Defence" during the prestigious 21 Subroto Mukerjee Seminar organised by Centre for Air Power Studies - CAPS on 7 January 2025. The theme of the Seminar was "Atmanirbharta in Aerospace: Way Ahead." The trajectory of atmanirbharta in aeronautics manufacturing was examined & effort was made to find answers to the following questions: 1. Why do Chinese defence forces and US defence forces have organic R&D structures despite having robust public & private sector defence & Aeronautics industry? 2. Why Indian defence forces need R&D structures? 3. Would these lead to duplication & require large manpower? 4. How can Transfer of Technology (ToT), co-development & innovation collaborations be leveraged for self-reliance? 5 Why India needs a roadmap for indigenisation of critical systems in ToTs, co-development & Joint Ventures (JVs) by both PUBLIC & PRIVATE sector (including in the C-295 program)? 6. Why are techno-finance experts needed in MoD? Operating main battle tanks like the T-72, T-90, Arjun Mk1, and Arjun Mk2 in Ladakh's extreme high altitudes poses significant challenges due to thin air, low oxygen levels, and other logistical difficulties. To address these issues, specialized modifications and fuel types are essential for deploying military platforms effectively. The deployment of the K9 Vajra self-propelled howitzers in Ladakh required similar adaptations to function optimally.
