Finally out, after 10 (!) years of work: "The Real State: Inside the Congo's Traffic Police Agency", in the American Economic Review. With Raúl Sánchez de la Sierra, Haoyang (Stan) Xie, Aimable Amani Lameke and Albert Jolino Malukisa. Kenya's Independent Policing Oversight Authority (IPOA) has initiated an inquiry into the abduction of four individuals reportedly connected to AI-related misinformation. The Authority has also urged Inspector General of Police Douglas Kanja to take swift action against the rising cases of disappearances. The victims, identified as Bill Mwangi, Peter Muteti Njeru, Bernard Kavuli, and one unidentified person, were abducted in December 2024 in Embu, Nairobi, and Kajiado counties. #kenya #police #IPOA #abductions #tradearlnews

Recently published by The African Policing Civilian Oversight Forum (APCOF) (our regional node for #southernafrica), this paper discusses two important variables for sustaining and advancing #policereform efforts in #kenya: the importance of broad-based social support for the #reform project and the #ActiveParticipation of all stakeholders on the one hand, and the need for a balance between supply-side and demand-side reforms on the other hand. This is my latest article on police violence in Kenya. I argue that the state's power, sovereignty, and relationships with citizens are negotiated through everyday policing practices and repetitive public performances. In Mathare and Kaptembwo informal settlements I unpack how legitimacy and sovereignty are negotiated, contested, constructed, and reconstructed, leading to different imageries of the state and what it should be. Using the idea of the permissive space, I discuss the limitations of police violence and accountability for impunity. #Kenya #PoliceViolence #StateSovereignty #Accountability

On 02 May 2024, the Ombudsperson's Office presented a critical document – the Special Report "On the Situation with the Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment in Ukraine in 2023". The substantive document contains an analysis of numerous cases of gross human rights violations in places of detention.
