In the past few months, we have seen significant increases in ACA Individual market enrollment. In the past, increases in Individual market enrollment have been shown to lower market average risk (or risk scores). With the disenrollment of members through Medicaid redetermination and their subsequent enrollment into the ACA market, we were curious if this observation continues to hold true. In other words, will the members who enrolled into the Individual market post-Medicaid redetermination exhibit the same level of risk as recent Individual enrollees? Our analysis shows that increases in enrollment during the Medicaid redetermination may have increased average risk scores for some markets. We also discuss the potential implications in this paper. #ACA #Medicaid

Day 2: National Down syndrome Awareness Month. The fact is Home and Community Based Health Care waivers (there are a variety of Medicaid waivers offered for medically necessary specific needs) is the ability for an individual with medically necessary needed support services to be fully included in their home and community. Due to limited funds many individuals are accessing a waiver that does not yet truly comprehensively meet their needs. Therefore limiting their ability to be fully empowered to access their home and community. My daughter, Trinity, is on one waiver currently and on a wait list for the one she actually needs. This waitlist is 10/15/20 years of waiting. Please follow The Arc link to learn more and support legislation to remove the wait and empower those needing to access their communities. A waiver is waiving being in a hospital or care facility setting. Instead any individual with significant medically necessary needs can be fully included in their home and community with the medically necessary support services following them where they live in their home and community. There are not enough direct support service workers. They are not paid a living wage. Family caregivers become live in caregivers, and fill in the gap as long as they are able. When the caregivers are no longer able we need solutions. Having a decade long or more waitlist is not a solution. I have learned to develop and access her present waiver like a curriculum for accessing Trinity’s home and community. Yet truly what happens is the funds are limited depending on an individual’s support services level determined. Under funding means under servicing medically necessary supports that empower the ability to be included in your home and community. I know I would rather stay in my home and have access to my community if I should develop a medically necessary need. There is nothing like home sweet home and a neighborhood community rather than an institutional care facility. #rmdsa #NDSS #NationalDownSyndromeAwarenessMonth #thearc
