A bipartisan permitting reform bill was released on Monday. The proposed legislation supports FERC's authority to approve transmission lines and paves the way to require interregional transmission planning. If passed, the law would also require planners to consider advanced conductors and reconductoring in order to maximize current transmission capabilities. As the newer Inverter Based Resources (IBR) NERC Standards become enforceable, keep in mind that you should potentially be halfway there to complying with these new IBR standards. TRC Companies, Inc. Here is how these new IBR focused standards track with current PRC standards - * PRC-028-1 (Disturbance Monitoring and Reporting Requirements for Inverter-Based Resources) is similar to PRC-002-4 (Disturbance Monitoring and Reporting Requirements), but primarily for IBRs - Purpose - To have adequate data available from inverter-based resources (IBR) to facilitate analysis of Bulk Electric System (BES) Disturbances. * PRC-029-1 (Frequency and Voltage Ride‐through Requirements for Inverter‐Based Generating Resources) is similar to PRC-024-3 (Frequency and Voltage Protection Settings for Generating Resources), but primarily for IBRs - Purpose - To ensure that IBRs Ride‐through to support the Bulk Power System (BPS) during and after defined frequency and voltage excursions. * PRC-030-1 (Unexpected Inverter-Based Resource Event Mitigation) tracks alongside PRC-004-6 (Protection System Misoperation Identification and Correction) but focused on IBRs - Purpose - Identify, analyze, and mitigate unexpected Inverter-Based Resource (IBR) change of power output. We're having a heatwave in PJM Interconnection - As extreme weather accelerates, PJM needs to fix interconnection and allow new, clean resources to come online. When it comes to adding new electricity sources, the nation’s largest grid operator, which serves 13 states from Illinois to Virginia, is stuck in the mud. PJM artificially inflates capacity prices by billions, complaint alleges. The PJM Interconnection artificially boosts capacity prices by not accounting for reliability must-run power plants in its capacity market, the Sierra Club and other groups told FERC. The PJM Interconnection’s failure to consistently account for power plants with reliability must-run contracts in its capacity market could drive up ratepayer costs by $15 billion in the next three capacity auctions, according to a complaint filed Friday at the Federal Energy Regulatory Commission by the Sierra Club and other groups. By failing to either require RMR resources — power plants that have been given contracts to continue operating past planned retirements — to bid into capacity auctions or to account for the expected output from those plants in its forecast for how much capacity PJM needs, the grid operator forces consumers to pay twice for those plants’ capacity value, which is “unjust and unreasonable,” the groups said in the complaint. “Failing to account for resource adequacy provided by RMR units produces capacity market price signals that are disconnected from the actual supply and demand balance on the grid,” the groups said. “The result is artificially elevated prices that harm the markets by encouraging inefficient decisions by both supply and demand side market participants.” Unlike ISO New England, the New York Independent System Operator and the California Independent System Operator, PJM doesn’t require RMR resources to participate in their capacity auctions or equivalent market, according to the complaint. Under PJM’s auction held in July, for most of the PJM region, capacity prices for the 2025/26 delivery year soared to $269.92/MW-day, up from $28.92/MW-day in the last auction, the grid operator said in an auction report. Prices hit zonal caps of $466.35/MW-day for the Baltimore Gas and Electric zone in Maryland, and $444.26/MW-day for the Dominion zone in Virginia and North Carolina. Total cost to consumers jumped to $14.7 billion from $2.2 billion in the previous auction. State utility regulators and power plant owners told the Federal Energy Regulatory Commission they support PJM’s Reliability Resource Initiative, but renewable developers and others oppose it.

PJM recently tested its ability to temporarily reduce voltage in order to practice and validate an emergency procedure used to ease system conditions under extreme circumstances. Kevin Hatch, PJM Sr. Manager – Dispatch, said PJM conducted the test of its Voltage Reduction Action on Aug. 14 and Aug. 15. The procedure involves PJM ordering voltage reductions on the distribution system in order to reduce the strain on the transmission system during times of heavy electricity usage, which reduces the distribution voltage and the amount of power being used. The effects are not noticeable to most people and equipment. PJM has not implemented a Voltage Reduction Action in response to real-time conditions since the Polar Vortex of January 2014. The purpose of the August test was to verify the level at which this procedure can reduce system load while also exercising transmission owners’ ability to implement it. NERC recommends adding 35,000 MW of interregional transmission capacity as "prudent additions" to address grid resiliency needs! Note that this assessment solely focuses on energy adequacy and the level of assistance likely available from neighboring regions during resiliency challenges, such as winter storms. The study does not, for example, consider: 1️⃣ Resilience support available from regions beyond the immediate neighbors (such as PJM's exports to SPP during winter storm Elliot). 2️⃣ A multi-value perspective that takes into account the added economic and public-policy benefits of interregional transmission, which often justify expanding interregional transmission beyond these NERC results (as DOE's National Transmission Planning Study has most recently shown). A new analysis examines the 'Regulatory Gap' between utilities and their regulators, which is cause for them to focus on taking the easy route and building local transmission when it would be much more valuable to build large interstate transmission lines. 🛣️ ⚡ This 'Regulatory Gap' exists in Missouri and is partially driven by PISA legislation, which requires grid investment and allows certain recovery of it.
