Good News for Homeownership: In September, the Community Development Financial Institutions Fund (CDFI Fund) announced awards for the 2023 NMTC application allocation round. Both Community Development Entities (CDEs) managed by Smith NMTC—Community Housing Capital, Inc. and The Housing Partnership Network—received allocation authority: $40M and $60M, respectively. Combined with the award Habitat for Humanity International received, a total of $135M in NMTC allocation was awarded to exclusively homeownership-focused CDEs—almost 3% of the total $5B of NMTC authority for the 2023 round, and the largest amount to date! Homeownership is a key driver of economic development through construction jobs, state and local taxes and fees, and providing homes for the workforce—these awards help to highlight why homeownership is a worthwhile investment. Welcome to the "ABCs of Affordable Housing"! Throughout December, we are diving deep into key terms and concepts that shape affordable housing policies and impact communities nationwide. Today, A is for Area Median Income (AMI), an essential metric used by policymakers and developers to determine eligibility for affordable housing programs. AMI measures the midpoint of a region's income distribution—half of the families earn more, and half earn less. This figure is calculated annually by the Department of Housing and Urban Development (HUD) and varies widely across different areas depending on the economic conditions and demographic profiles. Understanding AMI is crucial because it forms the backbone of defining affordability in housing. Affordability levels, often calculated as percentages of AMI, dictate who qualifies for various housing assistance programs. These thresholds are vital for ensuring that housing efforts are appropriately targeted to support those in need, providing a structured way to allocate resources effectively and fairly. As we continue our journey through the alphabet of affordable housing, stay tuned for more insights that shed light on the complexities and challenges of ensuring everyone has access to affordable, quality housing. Most affordable housing projects are designed with low-income tenants in mind, typically targeting individuals and families earning around 60% of the Area Median Income (AMI). For even greater accessibility, some projects aim for deeper affordability by reserving units for those earning 50% of AMI, categorized as very low-income, or 30% of AMI, considered extremely low-income. These targeted efforts ensure that the spectrum of housing needs is addressed, providing vital support to those who are most financially vulnerable. THE VITAL ROLE OF COMMUNITY BANKS AS ANCHORS OF LOCAL PROSPERITY From supporting local organizations to providing critical PPP loans during COVID, community banks like Haven Savings Bank are integral to the fabric of American life. Community banks stand as pillars of local economies, embodying a spirit of closeness and trust that larger institutions often struggle to replicate. These banks play a crucial role in fostering economic growth, supporting small businesses, and nurturing personal connections within communities. In times of crisis, such as natural disasters or economic downturns, community banks often serve as lifelines for affected communities. During the COVID Crisis, according to Small Business Administration data, community banks made more than 65 percent of PPP loans and served nearly 60 percent of PPP recipients, which saved an estimated 33.7 million jobs. Haven Savings Bank was proud to do their part as well, providing 600 PPP Loans totaling $33 million over two years.

A good list to post & reminder for all municipalities and partners involved in affordable housing. I would argue for an 11th point ... Incentivize For Profit Developers to add affordable units to their builds, both rental & homeownership. Many For Profits want to be a part of the solution but find the compliance & paperwork overwhelming and burdensome.
