Current power grids don't have the flexibility to support the energy transition and updating them will take years. We are getting many questions from industry who are confused about the Order No. 901 standards revisions. We don't have all the answers, but want to be helpful in sharing what we can glean from North American Electric Reliability Corporation (NERC)'s posted materials and announcements. Important Data Points: 🔹 NERC's Milestone 2 projects for Order 901 are related to the creation of NERC PRC-028 (IBR disturbance monitoring), PRC-029 (IBR ride-through performance), and PRC-030 (IBR post-event performance validation). 🔹 All three standards have not received passing ballots up to this point. Latest ballots: 47% for PRC-028, unknown for PRC-029 in July (not yet posted) but got 25% in April, and 31% for PRC-030. ❗❗ NERC states in today's 901 summary update (see below) that the upcoming July 22-August 12 ballot "will be the last opportunity for NERC to ballot these projects through traditional mechanisms." This is the last chance for industry to vote and provide feedback through the normal ballot process. ⚠ The NERC Board "may take requisite action" in August, meaning that the proposed standards may proceed to Federal Energy Regulatory Commission after this last ballot - i.e., potentially failed balloted projects may be moved forward... (right?) Questions we're hearing include: ♦ Industry experts on the NERC Drafting Teams are working hard to try to compile a wide range of comments and feedback. Can industry get more time to align on these important standards? Or are we going to settle with a v1 draft that would need further revisions immediately? ♦ Can we consider adopting IEEE 2800-2022 at the NERC level to bring uniformity on some of these topics? Maybe we wouldn't need multiple standards and could unify workloads and speed up the process? 📣 We encourage all industry stakeholders to have a voice in this process - it's important for all sides to be at the table and part of this pivotal rulemaking. EPA's final power plant GHG rule (formerly the "Clean Power Plan") is out and final, along with the MATS, RCRA CCR and CWA/ELG rule covering the same sector. This alert highlights key provisions of the final rule, changes from the proposal, and provides discussion on the rule's carbon capture provisions, BSER/Adequately Demonstrated findings, and implications for certain litigation.

That includes “grid-enhancing technologies” such as sensors that allow energy companies to send more power through existing lines without overloading them and advanced controls that allow operators to ease congestion on the grid. It also includes replacing existing lines with advanced conductors, which can potentially double capacity along existing routes. The Energy Department is currently offering $3.9 billion in funding that could go toward these and other solutions."

This strategic plan, developed in line with Public Act No. 23-156 and Connecticut's greenhouse gas reduction goals, outlines a comprehensive approach to integrating clean hydrogen into our state's energy landscape. ⚡The Draft Roadmap identifies the potential contributions of clean hydrogen to decarbonization, economic growth, equity, and environmental justice while proposing targeted policies and programs to support its development and deployment. I’m excited to see a real solution to the mounting generation retirement dilema in PJM move forward. PJM has acknowledged that new entry of resources has not kept pace with the amount of MWs lost due to rapid retirements. What the Stakeholder Coalition is trying to accomplish is at least “maintain the same level of resource adequacy” and MWs in critical locations historically relied on to undergird the system so that we continue to have a reliable and operable system and market. And beyond the technical and system need, there is the human need and element here. Elevate and other Coalition members are trying to keep generating facilities operating so that jobs aren’t lost and the economic tax base remain in these cities and locales where retiring power plants sit. Transferring Capacity Interconnection Rights (CIRs) from an existing generator to a replacement resource in an expedited interconnection review process of 9 months or less is more efficient and timely and allows for a deactivating unit to deenergize and its replacement resource (any technology type) to energize at around the same time frame to avoid mass closures and impacts to energy communities that have already paid for the network upgrades and existing infrastructure. We have a true reliability need in PJM and this Stakeholder Coalition proposal is one tool in the tool kit that can address the need and was closely designed based on 9 previous generator replacement processes already approved by the FERC. We look for continued member support at the MRC.

This article discussion flies in the face of the market PJM has created. A market that only supports short term assets like wind and solar backed up by gas or batteries. In short it confirms the market flaws that have been claimed by utilities over many years, and should encourage support for creating market signals to create long lived assets like baseload generation plants.

U.S. Department of Energy (DOE) $2.2 billion GRIP funding announced today aimed at advancing our transmission infrastructure across the U.S. The 8 projects are included in the map below. "This deployment of new, innovative transmission infrastructure and technology upgrades to the existing grid will add nearly 13 gigawatts (GW) of grid capacity—including 4,800 megawatts (MW) of offshore wind—allowing more clean power to reach customers across the country. Yesterday Key Capture Energy along with the Long Island Power Authority announced contracts for two #BatteryEnergyStorage projects in Suffolk County, New York. Battery energy storage will support a clean and reliable electric grid across Long Island. As LIPA's Acting CEO John Rhodes said, "Integrating storage in the electric grid, especially in areas with high energy demand, will allow clean energy to be available when and where it is most needed."
