Proposed CHIPS Investment of up to $6.4 Billion Would Complement More than $40 Billion in Private Investment to Support a Comprehensive Semiconductor Cluster for Leading-Edge Logic, Advanced Packaging, and R&D in Taylor, Texas, and Expansion of Austin Fab in Texas Today, the Biden-Harris Administration announced that the U.S. Department of Commerce and Samsung Electronics (Samsung) have signed a non-binding preliminary memorandum of terms (PMT) to provide up to $6.4 billion in direct funding under the CHIPS and Science Act to strengthen the resilience of the U.S. semiconductor supply chain, advance U.S. technology leadership, and fuel U.S. global competitiveness. Samsung – the only leading-edge semiconductor company that is a leader in both advanced memory and advanced logic technologies – is expected to invest more than $40 billion dollars in the region in the coming years, and the proposed investment would support the creation of over 20,000 jobs. The proposed investment would turn Samsung’s existing presence in Texas into a comprehensive ecosystem for the development and production of leading-edge chips in the United States, including two new leading-edge logic fabs, an R&D fab, and an advanced packaging facility in Taylor, as well as an expansion to their existing Austin facility. It also demonstrates Samsung’s ongoing commitment to the United States, where it has been manufacturing chips since 1996. By continuing to develop the technologies of the future in the United States, Samsung is taking steps that would work towards strengthening U.S. economic and national security and increasing the resilience of both the U.S. and global semiconductor supply chains. Texas Instruments Wins $4.6 Billion in #ChipsAct Grants, Loans - Funding will support $18 billion in spending in #Texas, #Utah - Biden administration almost finished allocating #chips grants Texas Instruments Inc. is set to receive $1.6 billion in Chips Act grants and $3 billion in loans, the #Bidenadministration announced Friday, marking the latest major award from a program designed to boost #American #semiconductormanufacturing. The funding will help pay for one factory in Utah and two in Texas — projects that will cost about $18 billion through 2029 — the Commerce Department said in a statement. The effort is expected to generate around 2,000 #manufacturing #jobs and thousands more in #construction. In total, #TexasInstruments plans to spend around $40 billion across both states, including an additional two factories in #Sherman, Texas. It’s likely that those will come online after 2030, and the Commerce Department has said it will prioritize projects that will be done by the end of the decade. Daily News ①Decreased Capital Expenditures by Major Memory Manufacturers May Lead to Q3 NAND Flash Oversupply. Three major memory manufacturers are concentrating on HBM and premium DRAM. Although enterprise storage demand is robust, there's a potential oversupply in the NAND Flash sector. This year, Samsung Electronics, SK Hynix, and Micron are cutting, not increasing, their NAND Flash investments. NAND Flash prices have increased each quarter, with production capacities normalizing in the second half. Yet, the market anticipates a modest oversupply in Q3, signaling that price hikes may plateau.  ②Amkor granted CHIPS Act incentives for the Arizona plant. On July 26, Amkor, a U.S. semiconductor packaging and testing service provider, announced that it had signed a non-binding preliminary term sheet with the U.S. Department of Commerce to receive proposed incentives under the CHIPS and Science Act. The Department of Commerce plans to provide up to $400 million in direct funding and an additional $200 million in loans. ③Toyota Motor Corporation will establish an electric vehicle battery plant in Fukuoka, Japan. Toyota plans to invest 5 trillion yen in EV-related fields centered around batteries by 2030. In terms of batteries, Toyota has decided to invest 2 trillion yen in the United States and approximately 300 billion yen in the Himeji plant, a joint venture with Panasonic Holdings. ④TSMC's 2nm Fab Construction Unaffected by Super Typhoon Flooding. TSMC is currently constructing an advanced 2nm manufacturing facility, with plans to start mass production of wafers using this cutting-edge technology for multiple clients, most notably Apple. Unfortunately, the recent Typhoon Doksuri struck Taiwan, causing significant economic damage to the region. Samsung Electronics Elec plans global job cuts of up to 30% in some divisions, sources say 💡 #Samsung Electronics, opens new tab, the world's top maker of #smartphones, #TVs and #memory #chips, is cutting up to 30% of its overseas staff at some divisions, three sources with direct knowledge of the matter told Reuters. #SouthKorea-based Samsung has instructed subsidiaries worldwide to reduce sales and marketing staff by about 15% and the administrative staff by up to 30%, two of the sources said. The plan will be implemented by the end of this year and would impact jobs across the #Americas, #Europe, #Asia and #Africa, one person said. Six other people familiar with the matter also confirmed Samsung's planned global headcount reduction. Samsung employed a total of 267,800 people as of the end of 2023, and more than half, or 147,000 employees, are based overseas, according to its latest sustainability report. Prices for Agilex™ 7, Agilex™ 9, Stratix® 10, and Arria® 10 series will increase by 10%. Prices for Stratix® V, Stratix® IV, Stratix® III, Arria® V, Arria® ll, Cyclone® III, Cyclone® ll, MAX® ll, and EPCQ-A series will increase by 20%. This price adjustment will take effect on November 24, 2024, and will impact all orders, quotations, and shipments on or after that date.  ②Q3 Global Semiconductor Sales Increase by 10.7% Quarter-on-Quarter, Reaching $166 Billion. In the third quarter of 2024, global semiconductor sales reached $166 billion, up 23.2% year-on-year and 10.7% quarter-on-quarter, marking the fastest quarterly growth rate since 2016. In September, global semiconductor sales rose by 4.1% from August, totaling $55.3 billion. Why NVDA should buy INTC... Intel has been struggling a lot lately with it's stock price down to a low of $18.84 from over $50 this past year. I remember hearing old timers at Intel refer to the company as a manufacturing company, not a microprocessor company. The true strength of Intel is its production and packaging. The company even famously pivoted from producing DRAM to processors in the 1980's. Microprocessors served them well for decades as computation and Internet scaled. However, the centrality of the microprocessor in computation today is diminishing, displaced by AI. Intel is trying to develop it's own AI hardware with very limited success, and the company enterprise valuation has shrunk to $110B Nvidia meanwhile, with its $2.6T enterprise valuation has the world's most lucrative ASIC product but can't produce enough of them. It seems to me like a perfect opportunity for Nvidia to buy Intel and complete their pivot to AI from microprocessors. I think it could do this on a all stock basis even. Nvidia would acquire the ability to manufacture it's own chips which could unleash new capabilities and profits. There are numerous other benefits like preventing Intel from failing and reshoring manufacturing of critical technology to America Intel is too important to fail and I am bullish on it's long term prospects
