Here are a couple great programs to help property owners and managers meet the challenges of the Washington State Clean Buildings Law.

This spring CBE’s research team was awarded two large grants from the California Energy Commission. Both projects are multi-year efforts, each with a wide range of research activities and deliverables, and they leverage CBE’s collective knowledge, capabilities and our extensive network of industry and academic partners. We will collaborate the California Institute for Energy and Environment (CIEE) who will manage the work with CBE and numerous contributors listed below. One project will demonstrate a large new-to-market heat recovery chiller that uses a refrigerant with an ultra-low GWP. This will be tested in in collaboration with a California health care partner with an extensive portfolio of hospital facilities, in order to make it easier to scale this demonstration to other hospitals. It will be led by Paul Raftery and Therese Peffer, and the team also includes Taylor Engineers and Lawrence Berkeley Labs. 📣In the news: Washington State has launched their Clean Buildings Performance Grant to help properties achieve compliance with the Washington State Clean Buildings Performance Standard (CBPS). Grants will reimburse building owners for costs associated with projects and services that help achieve compliance with the CBPS, such as: 👷‍♂️Energy efficiency retrofits 💚Energy audits (for privately held buildings) 📈Energy benchmarking ⏱️Developing an energy management plan (EMP) 🏢Developing an operations and maintenance program (O&M) Applications are due by the end of the month and awards will be announced in March. But the turnaround is tight - grant awardees much complete their projects by June 30, 2025. We're already underway with applications for some Washington-based clients and have bandwidth to help with more, plus that completion deadline doesn't scare us. What impact will the potential overturning of California’s SB-9 have on the development of affordable housing?   The short answer… Probably not much. As a recent article in the Wall Street Journal pointed out, only a couple dozen residential units have been permitted and built in California under SB-9 since its adoption at the beginning of 2022.   Working on the design and business development side of things in the California prefab construction world, I saw a lot of interest from smaller-scale developers and homeowners as this piece of legislation was being introduced. The ability to subdivide and develop small-ish housing units on already-developed, urban lots was (and still is) a good idea. So, why has SB-9 borne little fruit so far, and what changes could make it a more viable tool for the development of attainable housing?   Setting aside the legal issues currently hampering SB-9’s application, these are a few items that need to be addressed for the legislation to be affective.   Simplified, turnkey delivery solutions for homeowners… Being able to leverage the equity in your property is a wonderful thing. Having to play the part of real estate developer and/or general contractor, for most people, is not. Pre-approved designs that minimize soft costs have gained traction for ADU’s in a lot of areas and are a step in the right direction. Streamlined financing options and greater adoption of prefabricated/offsite building methods will also be key. Opening the door (a little) to seasoned developers and/or joint venture… It is easy to see how giving professional developers unfettered access to the incentives SB-9 offers individual homeowners could produce undesirable outcomes, like over-densification, or a gluttonous amount of short-term rentals. However, allowing homeowners to pursue SB-9 projects as a short-term joint venture could drastically de-risk these projects for them. Allow the incentives that are already afforded to new ADU’s in many municipalities throughout the state to be applied to SB-9 projects… Offering tradeoffs like reduced impact fees and density bonuses in exchange for deeded affordability restrictions would be a win-win.

The Seattle industrial market is undergoing a transitional phase marked by rising vacancies, fluctuating demand and evolving investment dynamics. There was a robust surge from 2020 to 2022, which saw nearly 19 million square feet of industrial space absorbed and more than $8.4 billion in transaction volume. However, the market experienced a reversal in 2023, with roughly 2 million square feet of previously absorbed space becoming available. Effective July 1, 2024, the California Green Building Standards Code, known as CALGreen, has mandatory embodied carbon requirements commencing for public and private non-residential buildings larger than 100,000 square feet and schools larger than 50,000 square feet. This means the Carbon Leadership Forum is collecting whole building life cycle assessment (WBLCA) results conducted for compliance with CALGreen to inform future policy development. Cables replace white-collar workers as office tower turns into data center One Wilshire, once a typical office building in downtown Los Angeles, has been transformed into a major data center, the Los Angeles Times reports. Cables, pipes, coolers, generators and other equipment have replaced white-collar workers. The 30-story tower serves as a key link between Asia and North America. This is part of boom for what might be called data-storage real estate, which is sweeping the country. “Never in my career of 25 years in real estate have I seen demand like this on a global scale,” says JLL real estate broker Darren Eades, who specializes in data centers.
