The Secret to Japanese and South Korean Innovation How Tokyo and Seoul Partner With Startups—and What Silicon Valley Can Learn Japan and South Korea are innovation and tech powerhouses. They are home to leading firms in many of the high-tech sectors powering global economic growth and usually rank near the top of innovation indexes. To get to where they are today, both countries harnessed the combined power of their public and private sectors for decades. The innovation strategies they used challenge the model mythologized by Silicon Valley: the individual genius who comes up with a brilliant idea and receives funding from venture capitalists acting in a private capacity. In the United States, the perception is that startups should work by themselves, often with the aim of disrupting existing companies and industries. CHANGE FROM WITHIN Japan and South Korea publicly embrace the sentiment that startups are open innovation resources for large conglomerates. Their national policies foster smaller, more agile firms and encourage them to work with their bigger peers to support the innovativeness of the country as a whole. Startups inject new ideas, talent, and ways of working into large Japanese and South Korean firms so that they can compete with American, Chinese, and European rivals. INNOVATE OR DIE Japanese and South Korean policymakers realized much earlier the role startups can play in their countries’ national security strategies. Startups fuel Japan’s and South Korea’s prowess in technologies that are critical to national security—such as semiconductors, AI, and advanced materials. EMBRACE REALITY U.S. policymakers need to help facilitate this marriage between big firms and new startups. Because, although appealing, the Silicon Valley myth is, well, a myth. Startups are already providing solutions to problems that keep incumbent firms up at night rather than posing an existential threat to them. The Silicon Valley myth fuels the idea that large firms should not be viewed as sources for innovation and therefore should not work with government and startups. The United States, as a result, is inhibiting its own productive potential. It supports startups directly while challenging its own lead firms and investing billions in foreign companies to operate in the United States. In Japan and South Korea, the cooperation between startups and large firms is openly pursued because the national benefits are apparent to all.

We discussed China threat (their automotive OEMs are very advanced in autonomy), investment in defensetech and role hype/bubbles play in innovation, role organizations like Defense Innovation Unit (DIU) and CDAO play, generative AI and LLMs, and most importantly how to bring technology into the DoD: not just at R&D scale, and not just at test and evaluation scale, but at true operational scale.

Transformative Innovation at Scale: Today was an inspiring meeting at the Jen-Hsun Huang Engineering Center at Stanford University where we had the pleasure of hosting 6 top executives from one of Japan's largest automotive companies. Their CVC team, R&D Center, and Silicon Valley outpost heads gathered to map out the significant transformations planned for their organization. Among the scope topics we discussed, one theme resonated deeply: How do large corporations engage with innovation, and how can they adapt their mindset? Japanese AI startup Turing taps Nvidia for full self-driving in Tokyo next year TOKYO — Japanese self-driving startup Turing Inc., in a bid to someday rival Tesla, stepped closer to developing an artificial intelligence-based autonomous driving system by 2030 with the launch of a massive Nvidia-powered data network.Turing began operating the computer server, which it calls the Gaggle Cluster, in September, CEO Issei Yamamoto said at an Oct. 30 news conference. The dedicated system is powered by 96 Nvidia H100 graphics processing units as the backbone of its proprietary autonomous driving AI technology.Turing uses the Gaggle Cluster to help collect and process data for the system it is developing. The first test of the new technology is planned by the end of 2025, when Turing wants to conduct 30 minutes of fully autonomous driving in the narrow streets of heavily congested downtown Tokyo.Turing calls that project Tokyo 30. Chief Technology Officer Yu Yamaguchi said the technology need for the demo is about 30 percent complete. Yamamoto is an AI whiz kid whose claim to fame is inventing a software program that beat a grand master in the Japanese chess game of shogi. He said the idea of creating the Gaggle Cluster was hatched a year ago.“We needed a huge volume of computing resources in order to use large-scale AI and achieve a fully self-driving system,” he said. “We think we have realized one of our objectives.” Large-scale, in-house computing resources such as the Gaggle Cluster are essential to Turing’s long-term goal of achieving Level 5 self-driving technology by 2030, said Yamamoto, whose corporate motto is “We overtake Tesla.”Turing, based in Tokyo, is developing a suite of technologies for fully autonomous driving.One is an end-to-end AI system that makes all decisions regarding steering, acceleration and braking based solely on data from cameras.Another is a multimodal generative model called Heron that processes data from various inputs, such as text, audio or visual sources. Finally, there is Terra, which Turing says is Japan’s first generative world model for autonomous driving. It produces realistic street scenes in video format as a driving simulator and predictor of traffic scenarios.The newly launched cluster of graphics processing units is housed in a high-security data center in Inzai, northeast of Tokyo.The area is home to a number of such data centers because it is relatively close to central Tokyo and in a region less prone to natural disasters such as earthquakes, according to MC Digital Realty, which operates the center.
