TCCA-Critical Communications advocates “end-to-end” mission critical ecosystem TCCA has published a new white paper, stating that broadband leveraged by users must be mission critical “end to end.” This, says the association, will require an “industry-wide standards-compliant approach.” The white paper is based on a sector-wide survey, which also highlights the importance of testing and certification of mission critical applications. The survey was targeted at members of TCCA, as well as other critical communications sector associations around the world. According to the association, the emphasis was on public safety, with representation from other mission critical organisations including utilities and defence. Top user requirements revealed by the survey included service coverage, application reliability and security, with the management of applications also seen as a “key challenge.” Discussing the findings, a TCCA spokesperson said: “The survey shows the need for broadband application developers to understand mission-critical requirements and design applications for use on different types of devices. The survey also highlights that MCPTT remains the most important capability for critical users, with MC video capability gaining more importance in public safety use. “However, the majority of these broadband applications [leveraged by mission critical users] are currently deployed over commercial networks, with over-the-top, best-effort quality of service [QoS]. As broadband data applications become increasingly important for day-to-day operations, users will demand their applications be delivered with mission-critical QoS. “The wide range of applications that the survey respondents considered to be mission-critical may mean that changes and additions to the 3GPP specifications are necessary, beyond the current MCPTT, MCData and MCVideo definitions. NEW The FCC announced new rules governing commercial operations in 3.5GHz CBRS that will expand unencumbered services in the band to an additional 72 million people across more than a dozen states. "Today, we are improving access to the 3.5GHz band for tens of millions of Americans," said FCC Chairwoman Jessica Rosenworcel in a statement. "The CBRS dynamic spectrum sharing framework is already fertile ground for wireless innovation, and through collaboration with Department of Defense, NTIA and stakeholders, we are expanding opportunities for reliable spectrum access while also ensuring that federal incumbents remain protected." At issue are the Dynamic Protection Area (DPA) neighborhoods along coastlines and around federal facilities throughout the country. DPAs are areas where federal users such as the US Navy can boot commercial users out of part of the CBRS band. That capability can pose challenges to network operators in DPA locations, such as fixed wireless access (FWA) providers that promise reliable, high-speed services. Thus, a reduction in the size of the US government's DPA areas may make networks in CBRS spectrum more reliable in more locations. According to the FCC, users in Texas, Pennsylvania, North Carolina, Georgia and Arizona are among those affected by the new rules. The FCC's new rules are sure to please companies such as Dish Network, Federated Wireless, Amazon Web Services, Nextlink Internet and Airspan, which are all working to build businesses around wireless services in the spectrum band. NEW The nation's big wireless providers argued against rules that would increase the amount of information they need to report to the FCC about network failures. The companies and their trade associations also suggested such information should not be released publicly. However, several players argued that FirstNet – which provides wireless services to first responders via AT&T's network – should be required to report network outages. The issue came into sharp focus in February when AT&T generated nationwide headlines after its wireless network collapsed for hours. AT&T said the outage was "caused by the application and execution of an incorrect process used as we were expanding our network, not a cyber attack." Even so, the operator said it would offer affected customers a $5 credit. Internet operators, from Comcast to T-Mobile, routinely experience outages. Most are minor, but some become widespread. That's partly why the FCC in 2022 approved rules designed to formalize the outage reporting requirements for wireless network operators. "These changes will help restore service faster, help speed response coordination, and keep more people connected in disaster," FCC Chairwoman Jessica Rosenworcel said in a statement at the time. Now, though, the FCC is evaluating additional outage reporting requirements that could require network operators to provide information about any temporary mobile equipment they may have deployed to restore service after an emergency, as well as "after-action" assessments on what went wrong. The FCC is also seeking comment on whether FirstNet should be subject to network resilience reporting requirements. Most network operators objected to any additional reporting requirements.  "The record shows that strict reporting mandates will impede recovery efforts and create confusion," wrote USTelecom | The Broadband Association, a trade association that represents a variety of network operators.
