Amidst the backdrop of the 2024 Child Care and Development Fund (CCDF) final rule and a revised 2025-2027 #CCDF Plan template, Lead Agencies have a timely opportunity to operationalize accessible, quality #ECE for children and families in their #childcare systems, especially those from historically and contemporarily marginalized communities. In this brief, The Children's Equity Project provides 9 concrete overarching recommendations for CCDF Lead Agencies, state #earlychildhood partners, and community champions to leverage the CCDF 2025-2027 Plan to address dimensions of access, quality, and equity and to better reach eligible families in low-income households through subsidies, with particular attention to those who have been historically and contemporarily marginalized, including Black, Indigenous, Latine, Asian, and other children of color; children with disabilities; and emerging bilingual children. The report highlights specific sections throughout the Plan in which states and territories can thoughtfully develop targeted strategies and activities. The Center for Enterprise Dissemination of the U.S. Census Bureau, with the assistance of RTI International, is conducting research to improve the data dissemination website data.census.gov. Participants will receive $40 for participating in the study (federal employees are not eligible to receive the $40). We would like to talk with people who meet at least one of any of the following criteria: -Any experience with data analysis and/or data management -Use data from data.census.gov or other statistical sites (e.g., demographic/economic data) for research or decision making -Have recent experience in using datasets provided by U.S. Census Bureau -Previously used American Fact Finder to analyze or download data If you know anyone who meets ANY of these criteria, we would appreciate it if you let them know of this research opportunity. If you are eligible for the study, we will call or email you to schedule a time for the interview. The study session will last approximately 60 minutes and will take place virtually using Microsoft Teams to video conference with RTI staff. This is a research effort on quarterly cycles, so we may also contact you later in 2024. My forthcoming paper in Public Finance & Management demonstrates how local discretion can enhance educational attainment despite fiscal challenges. As the saying goes, "a stitch in time saves nine"—timely and relevant policy choices often outweigh the benefits of better-funded but delayed policy implementation. Accordingly, this paper underscores the importance of focusing on more than just money. Jay E. Ryu. "More Than Money: Local Fiscal Choice and Student Achievement After Funding Reform." Abstract: This study examines the impact of repealing adequacy-based funding on student test scores in poorer school districts. Contrary to expectations, scores improved for two years post-repeal. We explored local spending as a possible reason. Despite funding changes, poorer districts increased spending on student support services like counseling, psychological or health services. This shift toward student well-being may have mitigated the negative effects of losing adequacy-based funding, resulting in unexpected test score gains. These findings highlight the importance of local discretion in resource allocation, showing that tailored spending can enhance educational outcomes even amid financial challenges.

She discusses the need for continuous improvement in dissemination and posts a link to a study conducted by outside experts to advise BLS on to additional steps BLS can take to ensure equitable and timely release of data. New paper with Diane Schanzenbach: The 2021 Child Tax Credit (CTC) expansion increased government benefits to families, and especially to families with the lowest incomes. Economic theory predicts that this policy intervention would have led to a reduction in labor supply among adults in those families. Our review of available research suggests that employment within broadly defined demographic groups was not reduced by the 2021 CTC changes. However, we present evidence that employment was reduced among mothers with relatively low levels of education — the demographic group that was most affected by the CTC expansion. For the 2021 CTC expansion, theory and evidence were in the strongest alignment when the research design that produced the evidence was most focused on the demographic groups most likely to be affected by the expansion.
