Acting as Principal Director at Hill International, I spearheaded a multiphased project involving comprehensive contract negotiations, stakeholder engagement, constructability review, bid preparation, value engineering (VE) assessments, risk analysis, and mitigation procedures. Additionally, I managed P&L, budgetary oversight, KPI development, logistics, schedule development,, utility management, safety oversight, stakeholder reporting, and the management of a team comprising over 25 staff members and 12 subcontractors/vendors. Originally conceptualized as three separate projects - Structural Repair, Underpinning, Foundation Stabilization & Utility Service Modernization, and Historic Preservation and Interior Restoration - the program underwent extensive review by the Mayor’s Office, City Council, and the Agency Client. Subsequently, it was consolidated into a single mega project to be executed simultaneously, ensuring the building's continuous operation and access throughout construction. Notably, this endeavor persisted through Superstorm Sandy, with City Hall fully occupied by both Executive and Legislative branches of government. The overarching scope entailed adding a full sub-basement, replacing the failing roof structure, upgrading systems to meet current NYC code, (including fire alarm, sprinkler, lighting, HVAC, and plumbing), restoring the historic interior and exterior, and enhancing ADA accessibility by installing elevators, lifts, and ramps in the 212-year-old structure. This monumental project was delivered on-time and within budget, achieving the highest percentage of profit for Hill International worldwide in both 2010 and 2011

Acting as Principal-in-Charge and Client Manager, I worked with Revel’s Sr. Technical Director to create a phased Checklist for NYISO Interconnection Process. By collaborating closely with the Revel to understand project objectives, constraints, and regulatory requirements. I oversaw and managed a thorough site assessments, feasibility studies, and environmental impact analyses to ensure compliance and optimize project design. Assisted in the preparation of comprehensive application packages, including technical specifications, engineering drawings, and provided detailed costs, schedule and scope breakdowns, aligning them with NYISO standards and regulations. Throughout the process I also worked with Revel’s Sr. Technical Director to find innovated technologies like PQube Power Analyzers to provide advanced grid interaction capabilities for the charging system. PQube Power Analyzers are an advanced monitoring and control systems that optimized the project's interaction with the electrical grid. This enhanced grid stability, increased renewable energy penetration, and mitigated potential grid congestion issues. By incorporating this power monitoring into the Tritium Systems, Revel was able to accelerate automation and monitor the 24/7 demands and provide a more stable power system for their vehicles and ConEd Utility.

Through my proactive entrepreneurial efforts in business development with both JetBlue and the Port Authority of New York and New Jersey (PANYNJ) culminated in Hill International securing the Owner’s Representative assignment for the OTG T5 Experience project in April ’08. Given the project's 3-month completion schedule, PANYNJ and JetBlue were designated as the primary stakeholders. Despite the challenges, the project was successfully completed by the agreed-upon final date of September 30, 2008, as per JetBlue and PANYNJ's expectations. This assignment served as a pivotal gateway project, enabling Hill International to secure additional work with both JetBlue and PANYNJ, underscoring its success and establishing fruitful long-term partnerships.

The Lion House required major infrastructure work to transform it into a brand new exhibit. The reconstruction of the existing 18,000 SF building involved significant steel roof and masonry façade work to restore the remarkable terra cotta animal friezes and sculptures to their original splendor. The project challenges included, while operating under a suspended building, removal of large quantities of rock, significant structural work including underpinning the entire building, major utility relocations, hazmat remediation, historic preservation of important building elements, and the installation of a sophisticated mechanical system for animals and plants. In conjunction with the building renovation, the adjacent Sea Lion Pool at the center of Astor Court was upgraded with a new multi-million-dollar life support system. The historic courtyard adjacent to the building was also renovated with new site paving, lighting, site furnishings, and landscaping.
The renovated and newly expanded 43,500 SF building has two separate, but interconnected functions. One half of the building is a multi-use space with an auditorium and catering hall, serving as a place for community meetings, education activities, and other general public events. The other half, the original caging area, houses a dynamic new animal exhibit dedicated to an appreciation of wildlife and conservation, focusing on smaller animal species of Madagascar. The building received a “Gold” Leadership in Energy and Environmental Design (LEED) certification with geothermal wells, fuel cell inflatable Teflon™ skylight technology, and waste recovery greater than 90 percent of the demolition. The Lion House is the first New York City-owned landmarked historic building to be certified as “Gold LEED.”

Acting as Principal Program Director for Hill International, I spearheaded all facets of this program for the Mayor's Office of Housing Recovery (HRO). My responsibilities encompassed comprehensive contract negotiations, robust stakeholder engagement, rigorous constructability review, meticulous bid preparation, value engineering (VE) assessments, thorough risk analysis, and implementation of mitigation procedures. I managed P&L, meticulously controlled budgets, developed KPIs, orchestrated logistics and schedules, oversaw job hazard analysis (JHA) processes, coordinated utility management, ensured safety compliance, delivered stakeholder reports, and effectively managed a team of over 50 staff members and 25 subcontractors/vendors. My primary leadership was in steering the Rebuild Program, which demanded innovative solutions due to its unprecedented scale and complexity. From the program's inception, my team and I developed foundational standards for construction, devised efficient payment methods and procedures, established robust standard operating procedures, and crafted performance metrics for approvals, all while adhering to stringent requirements set forth by the CBDG-DR and HUD, with particular attention to FEMA, NYPA, FDNY, DOB, and GOSR compliance. This role necessitated not only extensive construction expertise but also political acumen, given the multifaceted, cross-functional nature of the program and the stringent fiscal oversight imposed by federal, state, and city stakeholders. Over the course of eight months, our efforts in conceptualizing and executing the Rebuild-Elevation Program positively impacted over 5,000 homes across three boroughs, contributing significantly to the restoration of numerous communities.
