The op-ed underscores the need to modernize and build out the grid and how Propel NY Energy will put the grid backbone in place to reliably serve Long Island’s growing needs. The transmission project will add three additional connections between Long Island and the statewide grid to improve reliability, resiliency, and access to clean energy. To my fellow relay settings engineers: please set the 87LPP for SEL line differential relays based on system conditions, more than half of the relays I've checked so far are set differently. The manual states that the element needs to be set above load to avoid the relay to misoperate in case the test switches may be left inadvertently closed at one of the terminals (picture attached). Unfortunately relays are not supposed to be set to compensate for operator errors, the only exception is the retrip on breaker failure relays which is an excelent practice with no major disadvantages. 87LPP is evaluating the vectorial difference between the currents at the line terminals. Under reclosing scenario one of the terminals is de-energized (breaker(s) open) so the 87LPP element measures solely the current from the reclosing terminal which may be provided by a weak source especially under a contingency scenario. Short lines are more and more equipped with this type of line diff protection and under reaching instantaneous impedance elements are often disabled. If 87L is not sensitive enough faults may be cleared time-delayed in 20 cycle or more. On higher voltage systems this may challenge the stability of the power system as the typical max clearing time required is often less than that.

PJM recently tested its ability to temporarily reduce voltage in order to practice and validate an emergency procedure used to ease system conditions under extreme circumstances. Kevin Hatch, PJM Sr. Manager – Dispatch, said PJM conducted the test of its Voltage Reduction Action on Aug. 14 and Aug. 15. The procedure involves PJM ordering voltage reductions on the distribution system in order to reduce the strain on the transmission system during times of heavy electricity usage, which reduces the distribution voltage and the amount of power being used. The effects are not noticeable to most people and equipment. PJM has not implemented a Voltage Reduction Action in response to real-time conditions since the Polar Vortex of January 2014. The purpose of the August test was to verify the level at which this procedure can reduce system load while also exercising transmission owners’ ability to implement it. Special electric rates for electric heat pumps. The cost basis for electric heat in most markets per MMBTU has always been higher for electric heat vs fossil fuel even considering the higher thermal efficiency of heat pumps vs boilers. This rate reduction if approved will be an important step towards increasing the economic adoption of heat pumps vs cheaper fossil fuel based heating.

Exus Renewables North America has begun the repowering of the 139 MW Twin Ridges Wind Farm in Somerset County, Pennsylvania. The Twin Ridges repowering project involves replacing the nacelles and blades of the existing wind turbines while retaining the towers and foundations. The repowering will result in a 30% increase in energy generation for the project. “As the wind energy industry faces increasingly complex obstacles to growth, including a nearly 3 GW interconnection queue of renewable energy projects trying to connect to the grid, repowering has become a path to help meet clean energy goals,” said Jim Spencer, CEO of Exus Renewables North America. “Thanks to these upgrades, the Twin Ridges project will generate clean, reliable and renewable power – and millions in community investment – to the region for decades to come.” Exus Renewables will invest approximately $200 million in the project, creating 150 union construction jobs. It expects to inject over $7.35 million into the local economy through the procurement of materials and services from local suppliers and anticipates that over the 30-year life of the project, more than $100 million will be invested in the community through tax and landowner payments. Vestas-American Wind Technology, Inc. will supply American-made nacelles, hubs, blades, and tower adaptors for the project. #cleanenergy
