I am proud to announce the release of our 2023-2024 impact report, which highlights the results of our work to build a better government and a stronger democracy. The report explores the difference we made for public servants, their agencies, and our good government allies over the past year and our future plans to help the federal government keep pace with the world. The health of our democracy depends on the ability of our government to connect with and deliver for the people it serves, regardless of partisan battles and election outcomes. Crisis communications observers have been watching the large-scale response to the Francis Scott Key bridge collapse in Baltimore the last few days. It's a complex response involving many responding agencies and contractors. Have the communications coming our from the unified command team met expectations? On the latest episode of The Leading in a Crisis Podcast, Tom Mueller and I parse through the communications from the unified command and various state/federal agencies communicating around the incident. The joint information center has about 20 people on staff now, down from the initial response but still a significant communications team. In the world of media and communications, the relationship between journalists and PR professionals is often misunderstood. However, the reality is far more nuanced and symbiotic. What a time in U.S. history. Last month, poll results released by Morning Consult / Bloomberg indicated that half of voters in swing states fear violence around the upcoming election. Sizeable proportions also expressed concern about the potential impact of misinformation, foreign interference, and voter fraud. Can we step back from the precipice? I sometimes feel I’ve been talking my entire adult life about our world’s descent into chaos and uncertainty—into an era marked by new divisions, fears, and existential threats. It’s a topic I discussed in detail in The New Megatrends (book available on Amazon, published by Random House Penguin). Perhaps especially in the U.S., so many of us feel unmoored and even hopeless—eager for change but not at all certain how best to achieve it or whether it ever will come. As I’ve had the privilege these past few months to talk with people across several states and every political orientation, I’ve become even more convinced that the solution to what ails us as a country can’t be left to chance. We all need to claw our way out of our information bubbles and talk—really talk—to people who are nothing like us. I have found it immensely heartening to discover that the headlines about polarization and hate aren’t telling the full story. Dig deeper, and you’ll find plenty of Americans across the political spectrum who want the same things and are eager for a chance to contribute to rational solutions. Worth reading from NiemanLab: Readers prefer to click on a clear, simple headline — like this one By David Markowitz, Hillary Shulman and Todd Rogers In an era when people trust news less than ever, how can journalists break through and attract the attention of average people to provide information about their communities, the nation and the world? By not complicating things. Our research, published in Science Advances, shows that simple headlines significantly increase article engagement and clicks compared with headlines that use complex language. In our research, typical news readers preferred simple headlines over complex ones. But importantly, we found that those who actually write headlines — journalists themselves — did not. We first used data from The Washington Post and Upworthy to see how language features, such as word length and how common a word is, changed how many people clicked on an article’s headline. These datasets included over 31,000 randomized experiments — also known as A/B tests — that compared two or more headline versions of the same underlying article to determine which one generated the most clicks. Headlines with more common words — simple words like “job” instead of “occupation” — shorter headlines, and those communicated in a narrative style, with more pronouns compared with prepositions, received more clicks. For example, The Washington Post headline, “Meghan and Harry are talking to Oprah. Here’s why they shouldn’t say too much” outperformed the alternative headline, “Are Meghan and Harry spilling royal tea to Oprah? Don’t bet on it.” This example illustrates how sometimes a more straightforward headline can generate more interest. In follow-up laboratory experiments, we found that typical news readers focused more on simple rather than complex headlines because the writing was easier to understand. When journalists participated in the same experiments, they didn’t show any preference for simple headlines over complex ones. Put differently: Those who write the news appear to be less responsive to simple writing than regular audiences. Generations of communication consultants have advised that communicators follow the rather crass acronym KISS: Keep it Simple, Stupid. We suggest a modified version applied for journalists. Since KISJ isn’t all that simple, we propose: Keep It Simple, Staffers. Simplicity increases the number of people who click on a news story headline and improves reader recall of the material in the article. Most importantly, simplicity boosts reader engagement, such as how much attention they pay to the information.

Tomorrow, the House Appropriations Subcommittee on Commerce, Justice, and Science will mark up the FY25 Appropriations for those agencies. This morning, the Subcommittee released its draft legislation (link below). The Antitrust Division of the Department of Justice had requested a 28% increase over its FY24 appropriated amount of $225,000,000 to $288,000,000. Instead, the Committee has proposed a funding level of $192,776,000, or a 14.3% decrease from FY24 levels. This is an even greater reduction than what the FTC got in its appropriation (9.6%). Compared with the FTC, there are fewer "no funds shall" restrictions in the Antitrust Division's appropriation, but Sec. 221 would prevent the Division from implementing changes to the HSR premerger notification process, and Sec. 592 would prevent the Division from working with the European Commission in the enforcement of the Digital Markets Act (a similar provision was included in the FTC's appropriation). Again, introduction of the House Republicans appropriations bills is just the first step in this process. But Republicans have, once again, laid down some markers about the scope of enforcement that they find, ahem, appropriate. And while Chair Khan and the FTC generally come in for more vocal criticism, it is clear that House Republicans, at least, want to see similar constraints placed on AAG Kanter and the Antitrust Division. #appropriations #antitrustdivision #competitionlaw #antitrustlaw

Everyone's gripped by election fever but the real policy action is likely to come once a new Government is in place after July 4. Whichever Party wins will have to do the things they said they would while getting to grips with the challenges that have rolled over from the last lot (or that a returning lot can no longer hide from). The last thing they'll want then is to be lobbied but expert analysis and evidence that can help shape the technical detail of policy and plans to put it into action are likely to be welcome. So, now is the time for researchers and impact managers to start translating their work into constructive, actionable recommendations. Landing them in the right way could lead to immediate impact as well as generating some goodwill with the incoming Government. Take a minute from all the nasty political discourse and weigh in on the most important policy question of the 2024 election. What does a word nerd do about making the plural possessive of the two Democratic candidates' last names that end with S and Z? As noted in this article, “Anyone who tells you there are universal rules to how to add an apostrophe ending in S is either wrong or lying,” Jeffrey Barg, a grammar columnist, said. “You can’t be wrong as long as you’re consistent.” I personally don't have a strong feeling about this grammar rule that differs with various style guides (unlike my passion about the Oxford comma). But I agree with the expert above about consistency. Make sure your organization has its own style guide on questions like this - and remains consistent in the use of grammar conundrums like this one.
