Current power grids don't have the flexibility to support the energy transition and updating them will take years. Ten states across the Northeast and New England, including New York and New Jersey, have requested federal support to form a Northeast States Collaborative on Interregional Transmission. "On March 26, 2024, the Community Solar Act, HB 1842, was passed by vote of the Pennsylvania General Assembly and sent for consideration by the Senate. The Act establishes a third-party-owned community solar program in the Commonwealth. Under the legislation, community solar facilities must have a maximum nameplate capacity of 20 MW (AC) for facilities located on a brownfield or rooftop and 5 MW (AC) if located elsewhere. Community solar facilities cannot have any single offtaker with a subscription for more than 50% of the facility’s capacity or energy output, except for master-metered multifamily residential or commercial buildings. At least 50% of the facility’s subscribed capacity must be for subscriptions of 25 kW or less. Some or all of the facility’s generated electricity must be credited to subscribers’ electric bills to offset all charges except volumetric or demand-based distribution charges. Community solar facilities may be remotely located and are not required to provide energy serving on-site load." Great recap by Peter Shattuck of the potentially transformative energy policy and planning efforts taking shape in the northeast. As Peter notes, greater coordination and planning with our neighbors across the US-Canadian border could further enhance opportunities for system optimization and trade. “Eastern Canada has enormous hydroelectric capacity that could balance or store New England renewable energy. While the initial focus of activities in New England may remain focused on the region, there is an opportunity to start thinking bigger and longer term.”

Newsday recently published an op-ed by Bob Catell, titled LI’s Increasing Energy Demands Require Grid Build-Out, in response to the New York Independent System Operator (NYSIO) 2024 Reliability Needs Assessment. The op-ed underscores the need to modernize and build out the grid and how Propel NY Energy will put the grid backbone in place to reliably serve Long Island’s growing needs. The transmission project will add three additional connections between Long Island and the statewide grid to improve reliability, resiliency, and access to clean energy. Nuclear energy is essential for ensuring the stability of the power grid, especially as the energy sector moves away from fossil fuels. States like Pennsylvania are facing the challenge of maintaining their nuclear power output while working toward aggressive decarbonization targets. Although renewable energy sources are part of the solution, their growth isn't keeping pace with rising energy demands, which means businesses can’t depend solely on grid updates for reliable power. Backup power solutions are crucial for maintaining operations amid this evolving landscape. “We have a grid reliability problem and it’s coming quickly,” Rep. The Governor’s Energy Office today announced that Maine has joined a total of 10 Northeast states in signing a memorandum of understanding for improved regional planning of electricity transmission to create a stronger, more reliable, and more efficient grid and accelerate the clean energy transition. Other states joining the MOU include Connecticut, Delaware, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont.
