Did you see The Dallas Morning News story featuring Prism Health North Texas receiving Federally Qualified Health Centers Look-A-Like status for providing medical services to underserved communities? Dr. John Carlo, CEO of Prism North Texas, shared that there are not enough sites in Dallas to meet all the county’s medical needs. However, while Prism has its South Dallas Health Center on Spring Avenue, the organization has struggled to open more medical sites particularly in other parts of South Dallas and Oak Cliff. WHY??? The City of Dallas Parking Code for medical clinics requires 5 parking spaces per 1,000 square feet. That means a 10,000 square foot clinic must have 50 parking spaces. That’s almost half an acre of land just for parking! Most Prism potential patients come from the surrounding neighborhoods or use public transportation and are less likely to drive. Yet, there are no easy parking variances for this situation. As a commercial real estate broker specializing in nonprofits, including Prism, I have represented many other nonprofits providing medical related services. ALL of them have had to factor in these outdated medical parking requirements when selecting sites for their clinics…adding unnecessary costs that could be better spent on providing critical services. I urge the Dallas Plan Commission to revisit the City of Dallas Parking Code to look beyond bars, restaurants and housing to reviewing other aspects of the Code that are creating unnecessary barriers to providing services to all the citizens of our City.

The company has been providing non-skilled home care services, including homemaking services and personal care for decades. They operate from multiple locations, serving a 19-county area in South Texas (Region 11). The South Texas home health company’s payer mix is primarily Medicaid MCO with a small percentage of private pay. Gross revenues in 2019 were $36.8 million and $34.7 million in 2020. In 2021, they generated $31.9 million with an adjusted EBITDA of $919,024 (2.88%). For the nine months ended 9/30/22, they generated $24.4 million with an adjusted EBITDA of $813,497 (3.33%). The company expects 2022 to close with gross revenues of $30.8 million. In 2023, gross revenues are projected to grow to $35 million with an adjusted EBITDA of approximately $1.5 million. Their current average census exceeds 1,450 patients, and they currently employ over 2,800 team members. The Medicaid home care company bills over 183,000 hours per month on average. The owners intend to retire but will assist with a transition. All non-owner employees are expected to transition under new ownership.
