Department of the Air Force Chief Data and AI Office has been creating a healthy environment where academia and industry jointly with goverment share experiences and insights. Its time to keep moving towards the future of the idea of #workingforhumans #thinkingfromscience and the power of #humath. We should definitively continue creating #aipoweredsolutions with our idea. We will continue to refine with our Ecosystem as we drive to accelerate these technologies and set the conditions across the Department for a persistent and endemic focus on these Critical Technologies in our primary Mission Focus Areas. 2024 was great, but now the real work begins. Right on Shawn Barnes! With regard to DoD, USSF, and IC aspirations related to commercial space, actions > (voluminous) words. Vision without resources and implementation is hallucination. Investors will run out of patience, companies will disappear, talent will dissipate, and innovative technologies will whither and die - along with our marginal advantage over our adversaries. “Ruthlessly implement” indeed!

🚨 Announcing the New Implementation Plan for Strengthening America’s Defense Industrial Base 🚨 I’m honored to be an integral part of executing the Department of Defense’s (DoD) new National Defense Industrial Strategy Implementation Plan (NDIS-IP). Today, the Office of the Assistant Secretary of Defense for Industrial Base Policy (OASD(IBP)) unveiled this critical plan, detailing the ongoing and future actions needed to modernize and secure our defense industrial base. This initiative outlines six cross-cutting programs designed to ensure a more resilient defense ecosystem. From collaboration across DoD components and Services to vital partnerships with industry, international allies, and stakeholders, this strategy underpins the effort required to reinforce our industrial base. 📈 The NDIS-IP addresses a unified commitment to strengthening industrial capacity, building resilience, and reducing risks across the board. This will involve: • Key partnerships with private industry, academia, and international allies, • New OTAs under the Defense Industrial Base Consortium (DIBC) for rapid research, including the recently announced request for white papers on “Critical Chemicals for Defense,” • Support from Congress as a cornerstone of sustainable security. There is no doubt that promoting IT modernization, comprehensive and continuous process improvement, and competition for products and services across the entire life cycle inc government purpose data rights would yield enormous savings. New business models like “Government as the Lead Systems Integrator,” and engagement in military and commercial specs and STDs can promote and accelerate innovation and help ensure quality improvement for contracted services. Building leadership skills and capabilities at all levels to accelerate learning, change and transformation can embed new cultural norms which would help institutionalize these new paradigms. Lastly, given exponentially accelerating technologies and the need to sense, be agile and adaptive as well as anticipatory we can create a culture of learning (vs just doing).. "Defense contractors routinely overcharge the Pentagon by 40%—and sometimes more than 4,000%," Sanders continued. "In October, RTX (formerly Raytheon) was fined $950 million for inflating bills to the DoD, lying about labor and material costs, and paying bribes to secure foreign business. In June, Lockheed Martin was fined $70 million for overcharging the navy for aircraft parts, the latest in a long line of similar abuses.."

DoD Chief Digital and Artificial Intelligence Office hosted a great forum that offered a rare chance to hear directly from the Defense Innovation Unit (DIU) and Office of the Under Secretary of Defense for Research and Engineering about what they need from industry to succeed. VT-ARC’s Decision Science Division (DSD)’s recent The Acquisition Innovation Research Center (AIRC) publication - Implementing the DoD’s Digital Data Strategy for Acquisition and Sustainment - showcases the team’s comprehensive cross-cutting analysis to address strategic challenges and barriers to data-driven decision making for improved acquisition outcomes. This work evaluated the current state of DoD’s digital data strategy implementations and the acquisition decision landscape, and explored future concepts for accelerating DoD’s advancement in data-driven acquisition decision making. The team continues to build upon this work, supporting the DoD in advancing digital acquisition implementation. Shyam Sanker - Palantir CTO published the article below called "The Defense Reformation." His #11 theses states: "Cost-reimbursed independent research and development (IRAD) is an indulgence. It isn’t real R&D. Cost-type contracting enables contractors to play with house money (reimbursed by taxpayers). Private R&D in the commercial world far outstrips government R&D. The 1960s are gone. Companies must invest their own capital — their assses must be in the hot seat if we want innovation. Apple didn’t charge you for their failed self- driving car in your last iPhone purchase. Contractors shouldn’t be able to charge you when their lab experiments run amok, either." JP's opinion: The USG cannot take your ideas borne from internal IRAD and compete them either without paying for it. A lot of times, the developer is awarded an initial contract for their idea and then lose the follow-on because another company that may not completely understand the technology, underbids them. In these cases, the USG is stuck working with the successful bidder to make it work and paying extra in out of scope. Normally, commercial companies are able to implement their internally funded RAD to make their products better and most of the time at less cost to give their customers a better of experience.
