As we incorporate more renewable energy into New York's energy mix, we also much upgrade our grid to accommodate larger electricity loads. One way we're doing this is by installing Dynamic Line Rating (DLR) technology. DLR enables us to deliver more clean energy with greater efficiency by providing real-time data that our operators can use to maximize line capacity and safely move power to where it is needed most, especially during extreme weather. We recently deployed Line Vision’s DLR on four 115kV transmission lines in Western New York. This is the largest operationalization of an innovative line rating technology in the United States and the first in New York. As utilities think about increased electric demand as part of the clean energy transition, DLR is a gamechanger for ensuring that supply is moving where it is needed as efficiently as possible. National Grid is proud to work with companies that share our dedication to accelerating a stronger, smarter, and cleaner energy system. This project is an exciting step forward, and we look forward to building on this progress to develop the infrastructure necessary for a sustainable future.

A bipartisan permitting reform bill was released on Monday. The proposed legislation supports FERC's authority to approve transmission lines and paves the way to require interregional transmission planning. If passed, the law would also require planners to consider advanced conductors and reconductoring in order to maximize current transmission capabilities. This should be a great day spent with leaders in the transportation decarbonization space. The day before the summit, November 13, National Grid will file our ‘Urgent Projects’ Filing in the NY PSC’s Proactive Planning Proceeding. At this summit on November 14, I will describe our filing and projects. Our team spent years building a forecasting and project prioritization methodology that aligns the interests of ratepayers, developers, policy makers, and…maybe, dare I say, even naysayers. National Grid’s projects represent a watershed moment in utility planning: we seek to accommodate explosive load growth through area planning that’s comprehensive and coordinated. Enough of the the whack-a-mole approach we’ve historically taken - let’s induce load where it saves all customers money. See you next week!

The ongoing feud between Connecticut utilities and their regulators has spilled over into the state’s efforts to implement performance-based regulation (PBR) for its electric utilities. PBR essentially covers to efforts to better align the profit incentives for utilities, which have regulated monopolies, with state policy goals. PBR mechanisms can be used to better-incentivize affordability, resilience, distributed energy deployment, and electrification. I spoke with a whole bunch of people about what the fight in Connecticut could mean for the state's clean energy transition, and whether it will influence PBR in other states. While the utilities are concerned that they will not be able to recover a reasonable rate of return on their investments in the new proposed framework, consumer and environmental advocates have argued that these concerns are overblown. There was major news last week on the New England Clean Energy Connect transmission line, which has been delayed by over three years from its initial in-service date. Avangrid (the project developer) has sued NextEra for antitrust violations, alleging that the company has committed "anticompetitive, unfair and deceptive business practices to foreclose competition for the supply of wholesale electricity on the ISO New England marketplaces." NextEra owns several large generation resources in the region and has almost certainly profited from the higher wholesale electricity costs that have resulted from NECEC's delay. The lawsuit includes a long list of accusations, including "overt acts that constitute monopolization, attempted monopolization, civil conspiracy, intentional interference with contract, sham petitioning, dark-money deception, and false and misleading statements." Avangrid alleges damages of at least $350 million, and is seeking three times the damages, plus interest and legal costs. The saga outlines one of the key challenges for transmission development in the region and in the country: incumbent generators can use a wide range of regulatory, legal, and political mechanisms to gum up the development process, potentially delaying or blocking projects. Transmission expansion will be crucial to the clean energy transition, so clean energy advocates would be smart to learn from this fight. I'm curious if the Massachusetts Attorney General's Office will take action on behalf of ratepayers in the state. The delay appears to have cost ratepayers well over $500 million, along with a likely increase in power system emissions. The AGO declined to comment on this, so we'll see where it goes. DOE proposes ten “national interest” transmission corridors (my latest for PV Magazine USA) Eight of the ten transmission corridors proposed by the U.S. Department of Energy would facilitate transmission between grid regions; one would expand transmission within the Mid-Atlantic’s #PJM grid region; and one would expand transmission in the Northern Plains.

Interesting read on near term electricity reliability planning - growth of intermittent capacity; asset shifts; growing cyber-threats; sector-coupling gas & grid; inter-regional capacity markets and demand growth. A lot to digest.
