PJM Interconnection Capacity Auction Results: What It Means for You! Great news! The latest PJM capacity auction has wrapped up, and it successfully secured the resources needed to meet the RTO reliability requirements for the 2023/2024 Delivery Year. This year's auction hit a great balance, ensuring a reliable and lower-carbon resource mix at competitive prices. Here's the TL;DR: ▶ 144,871 MW of resources procured, ensuring a robust reserve margin. ▶ Big boost in carbon-free resources, with 5,315 MW of nuclear generation and a 25% increase in solar resources. ▶ Natural gas resources also saw an uptick, enhancing grid reliability. ▶ Price Adjustments: Overall PJM price was $34.13/MW-day, though some regions like MAAC saw higher prices due to transmission constraints. In their recent T&D World article, Juan Macias (Duke Energy – Lead IT Architect, Cellular Enterprise) and Jeff Livingston (Salt River Project – Senior Manager, Telecom) emphasize the value of private LTE (PLTE) networks for enabling resilient, modernized grids. Per the article, utility organizations that are weighing grid upgrades to facilitate progress should consider a robust communications infrastructure as a top priority. Importantly, the authors note that “a hybrid PLTE or combined NB-IoT and mesh network might be necessary” to address complex connectivity needs since, “the size of the utility, as well as the specific needs and locations of devices, will dictate the appropriate network.” This advice aligns closely with Select Spectrum’s message to utilities: carefully evaluate your available options and acquire rights to the spectrum band or bands that best advance your organization’s unique objectives and requirements. We reported earlier on the massive backlog for grid interconnection. To better understand the dynamics and what solutions may be available, we just published “Grid connection barriers to renewable energy deployment in the United States,” in the journal Joule.   Available here: https://lnkd.in/gmiQCBgX Massive growth in solar and battery development has led to the queue backlog. Since 2010 the queue has grown >5X and the process length has nearly doubled. To get more details about what’s going on, we analyzed 5000 interconnection studies to create a first-of-a-kind cost database.   Interconnection costs have risen over time. Projects withdrawn in recent years had costs 23% greater than the preceding 5 years and more than double those before 2014. Costs are much greater for withdrawn projects ($373 per kW) than for those that completed interconnection studies ($73 per kW).   Wind and solar are seeing the highest costs, whether completed or not. While wind and solar projects that completed the interconnection study process saw interconnection costs making up 6-8% of total project costs, withdrawn projects faced costs of 30-37% of total.   Interconnection service can either be firm (capacity) or as-available (energy). One would expect that as-available service would cost less, be approved more quickly, and be less likely to trigger grid upgrades, but our evidence suggests that is often not the case.   A big factor is the cost of network upgrades, which are often billed to project developers to overcome transmission constraints. The wide range of interconnection costs across the country and by situation illustrates the uncertainty and lack of uniformity of the process.   These findings suggest the need for continued interconnection reforms, tighter links between long-term transmission planning and project-level interconnection processes, and more interconnection outcome transparency.   Policymakers are actively working with stakeholders to improve procedural rules for interconnection but commonly cite the lack of data and transparency as a gap to evidence-based decision-making. The Biden-Harris Administration announced a $30 million artificial intelligence initiative to ease the interconnection backlog and deliver more energy to America's power grid. The program, called AI4IX, involves partnerships between software developers, grid operators, and energy project developers to modernize how interconnection applications are handled. U.S. Secretary of Energy Jennifer Granholm said AI can help clear the backlog, ensuring consumers get power when and where needed. Current interconnection queues are slow, taking up to seven years, with many applications being manually reviewed and often incomplete. AI can quickly identify errors in applications, notify applicants, and help them resolve issues more efficiently. The AI4IX program supports DOE's ongoing efforts to improve interconnection queues across the U.S., covering about 60% of the population. ConnectWerx will manage the program's technical partnerships, helping to develop and deploy clean energy solutions more rapidly. Applications for the AI4IX funding are due by January 10, 2025, with informational sessions scheduled for December 2024. The current proposal from the FCC differs in some areas from the Tom Wheeler set of rules. In addition to reimposing net neutrality, the new rules will enable the FCC to monitor broadband outages, give the FCC more authority over network security issues, and increase the protection of consumer data. The new rules will also mandate national net neutrality rules that would preempt state rules like the ones created in California – although the FCC said it will tread lightly in these areas as an experiment in state rule. #broadband #netneutrality #FCC
