  • Existing System Protection Concerns and Interconnection Rules for Integration of Future Distributed Generation

    IEEE

Interconnection of Distributed Generation (DG) to the distribution system results in some significant system protection related impacts. Existing interconnection rules and standards such as the State of California Public Utilities Commission (CPUC) Rule 21 address some of the existing concerns. This paper attempts to highlight information about major protection related concerns and associated Rule 21 criteria. The information may be re-used for the future integration of DG. Implementation…

Implementation problems and issues associated with the presently used methods and rules will be discussed. Known problems due to relay desensitization will be simulated using industry level software and analysis will be produced. The paper summarizes problems and issues with the interconnection of increasing levels of DG.

  • Standards, Rules, and Issues for Integration of Renewable Resources

    IEEE

The purpose of this paper is to gather and document the existing criteria, rules, and practices used by the Investor Owned Utilities (IOUs) in California for physical interconnection of Distributed Resources (DR). The criteria set by the National Standard IEEE 1547, State of California Public Utilities Commission (CPUC) Rule 21, and the standard practices used by a sample major IOUs will be presented and compared. Adequacy, practicality, and controversial implementation problems associated with…

Adequacy, practicality, and controversial implementation problems associated with the presently used rules and criteria will be documented and discussed. Suggestions and recommendations for future research and studies in the interest of practicality and implementation uniformity will be identified.
