I was pleased to represent E.DSO at the 16th Citizens' Energy Forum (https://lnkd.in/emfS8HnX) and 3rd Regulatory Roundtable on Energy Policy for Consumers at the end of last week in Budapest. First and foremost, I would like to express my appreciation to the European Commission for its continual engagement with citizens and stakeholder groups as it develops a Citizens' Energy Package and other consumer-focused legislation and initiatives in this still very new Commission. There was an emphasis on a just transition, i.e. moving to a more sophisticated energy system in an environmentally sustainable and socially responsible way that has buy-in from consumers because they can see benefits. This can mean help for the vulnerable; facilitation for prosumers, energy sharing and energy communities; and making it easy for consumers to benefit from dynamic price contracts and flexibility. But, this only scratches the surface of the many discussions and break-out groups over the two days. It is worth pointing out that positive changes to the benefit of consumers will require DSOs to do things – be it allowing for greater VRES on the grid (going from 70% to 80%); adaptions for energy sharing, V2G, heat pumps, smart appliances (and consumers providing flexibility and benefiting from it) – and consumers' EVs require new connections for charging points. The Council of European Energy Regulators (CEER) mentioned that network tariffs that give the right signals to consumers are part of the solution. More broadly, we need network tariffs, indeed a regulatory framework and financing, that allow the investment that can make all this happen. So, a Citizens’ Energy Package should not be thought about in isolation from what is happening on the electricity distribution grid. Finally, on a personal note, great to catch up with so many from the European Commission, EU Agency for the Cooperation of Energy Regulators (ACER), regulators, citizen-focused energy stakeholders, and retailer and other DSO associations (CEDEC- European Federation of Local & Regional Energy Companies; GEODE - The voice of local energy distributors across Europe; EU DSO Entity). The approval comes with the condition that Pioneer’s co-founder, Scott Sheffield, will not join Exxon's board due to concerns about his previous attempts to influence oil pricing and output. The decision, likely announced soon, follows scrutiny over Sheffield's advocacy for Texas oil production caps and his indirect involvement in a lawsuit alleging collusion with OPEC. Despite this, Exxon aims to boost its production in the Permian Basin significantly, from 600,000 barrels last year to about 2 million by 2027. This deal is part of a broader industry consolidation that the FTC is monitoring closely, especially under the leadership of Lina Khan and amidst political pressures related to energy prices and environmental impacts. In a recent episode of the Volts podcast, host David Roberts converses with Pier LaFarge, CEO of Sparkfund, about the evolving role of investor-owned utilities in the adoption of distributed energy resources (DERs). Traditionally, utilities have been viewed as obstacles to clean energy, primarily due to regulatory structures that favor large-scale projects over energy efficiency and DERs, which can diminish utility profits. LaFarge challenges this perspective, suggesting that as electricity demand is projected to double with the phase-out of fossil fuels, utilities are uniquely positioned to manage this transition effectively. He proposes that allowing utilities to procure DERs similarly to other energy resources could facilitate the necessary infrastructure changes within the limited time available. This viewpoint contrasts with the current energy sector sentiment but has garnered attention for its potential to integrate DERs more seamlessly into the grid. In 2020, the Institute for Energy Economics and Financial Analysis (IEEFA) published a detailed review of the flawed process used to choose New Fortress Energy as a company to serve the #naturalgas needs of #PuertoRico. In 2022, IEEFA published a broader ranging report strongly suggesting that the business model was unlikely to succeed. And on November 12, New Fortress Energy notified its investors that the company's position as a going concern is at risk. The implications of this potential bankruptcy are considerable and raise several questions: ▪️ Will the markets see this as an isolated event or just evidence of one more link in a long chain of weakening financial benchmarks that engulf the fossil fuel sector? ▪️Are #LNG markets oversupplied and is this simply one more indicator of a shaking-out process? ▪️Will the countries that have entanglements with New Fortress Energy be able to extricate themselves from this flawed company? ▪️Will the growing list of investors bringing class-action suits actually succeed, driving the company into further financial distress? Fortune magazine writes, fund managers are betting that nuclear energy, an area traditionally off-bounds for investors with environmental mandates, is set to make a comeback. “In the past, we were more on the very cautious side and exclusionary approach,” said Chris Berkouwer, lead manager for Robeco’s Net Zero 2050 Climate Equities fund. But it’s now clear that nuclear is “an indispensable part” of eliminating GHG emissions, he said. Proponents note that running a nuclear power reactor is emissions free. And they can generate enormous levels of electricity using just small quantities of fuel, making them more efficient than other energy sources. It’s one of the reasons nuclear is the largest source of clean power in the US, France and South Korea. In the EU, heavy lobbying from France helped get nuclear into the bloc’s so-called green taxonomy back in 2022. At BlackRock Investment Institute, nuclear is regarded as part of the energy mix needed to power the vast data centers being built by the technology industry. Robert Lancastle, a portfolio manager at JO Hambro, says that without nuclear power, it’s unlikely the world will have enough energy to support the continued growth of artificial intelligence. Lancastle has held shares of uranium miner Cameco Corporation since the first quarter of 2022. The stock is up about 80% this year. Nuclear-themed Constellation Energy is up more than 50% this year. BWX Technologies is up more than 20%. NuScale Power shares have soared more than 150%. Berkouwer sees potential investment opportunities in uranium miners, equipment suppliers, companies building the so-called small modular reactors, and electric utilities where nuclear is an important part of the energy mix. But costs remain an issue, with nuclear plants often requiring billions of dollars in investments and generally taking longer to build than renewable energy facilities. That’s given nuclear “a bad reputation,” said Tal Lomnitzer, senior investment manager on the global sustainable equity team at Janus Henderson Investors. Even so, costs “can be addressed by small modular reactors,” Lomnitzer said. “Public perception can hopefully improve with assurances from governments and others.” Our Take: It's probably too much to ask that the smart money behind trillions invested in energy would have recognized, prior to now, that nuclear is a superior solution fir reducing emissions. Of course, even if they did, the politics of nuclear have been so badly misguided for so long, why would investors have bothered with such a low probability bet?
