The Carlsbad Department of Development (CDOD) has been awarded a $75,000 grant from the Energy Communities Alliance (ECA) to facilitate inclusive public engagement and discussions around consent-based siting approaches for potential nuclear waste facilities. Over the next 12 months, the CDOD will convene community members, key stakeholders, and experts in a dialogue on this topic. They will produce reports and develop educational materials related to consent-based siting approaches, assess local and regional concerns, and address how these concerns can be mitigated. 'This grant will enable us to engage our community in an open and informed discussion on the potential siting of nuclear waste facilities,' said a CDOD representative. 'We aim to ensure that all voices are heard and that the process is transparent and inclusive.' The ECA grants support efforts to build capacity in communities interested in consent-based siting and facilitate deeper engagement on this issue. The Governor’s Office of Land Use and Climate Innovation enlisted CLEE to conduct initial assessments of two climate adaptation and resilience grant programs: the Regional Resilience Planning and Implementation Grant Program and the Adaptation Planning Grant Program. Given the early stage of each program, these evaluations focus on program development, accessibility, and demand and provide a preliminary overview of awarded projects from the first round of each program. Finally, CLEE’s analysis places these programs within the broader context of the State’s climate adaptation and resilience initiatives. 🔗

HOW TO OVERCOME PERMITTING/SIGHTING CHALLENGES IN WA STATE The push for clean energy in Washington state faces challenges in permitting and sighting clean energy projects. The state's commitment to transitioning to 100% clean energy by 2045 requires balancing environmental, regulatory, and community considerations. Obtaining permits for such projects is a lengthy process due to compliance needs across various jurisdictions and agencies with evolving requirements. Clean energy initiatives can impact wildlife habitats, marine ecosystems, and land use, leading to conflicts over conservation. Community opposition also arises from concerns about aesthetics, noise, property values, and safety, especially when projects intersect with tribal lands or cultural resources. Collaboration with tribes and local stakeholders is crucial to address these concerns and garner support for clean energy projects. Early engagement and education about project benefits are key to overcoming opposition and ensuring successful implementation. Today we are thrilled to launch our Bipartisan Infrastructure Law and Inflation Reduction Act Funding Handbook for Access to Clean Drinking Water in Tribal Communities! Unprecedented resources have been made available through the BIL and IRA, providing immense opportunities for addressing critical environmental and infrastructure needs and offering targeted funding to address the clean drinking water needs of Tribal communities. However, moving funds from the agencies into the hands of Tribes is proving to be challenging.   This Handbook will serve as a critical reference guide for Tribes seeking to access and utilize funding from the two federal acts to increase, improve, and maintain access to clean drinking water. The Handbook provides a road map to support Tribes in successfully navigating the entire funding process - from identifying water access project needs to obtaining the funds necessary for planning, designing, constructing, and maintaining essential projects. By transforming the federal approach to Tribal water access, UACW envisions a future where federal funds are effectively utilized, resources are adequately secured, and Tribal water access challenges are significantly mitigated over the next 20 years. UtilityDive reporting that utilities are starting to consider climate resilience as part of their planning. "APS, Duke, other utilities pursue new climate resilience strategies as some await upcoming tools APS and Duke, along with PacifiCorp, Central Hudson Gas & Electric and Puget Sound Energy, see different paths to reach resilience planning’s potential while awaiting EPRI metrics. The U.S. has experienced 24 events so far in 2024 “with losses exceeding $1 billion each,” and billion-dollar events have impacted all 50 states in the last decade, the National Oceanic and Atmospheric Administration reported. There were 20.4 events per year from 2019 to 2023, but that jumped to 28 events in 2023 that cost $95.1 billion, NOAA added. “The utility industry is shifting from responding to an individual event to mapping vulnerability to financial risk and quantifying benefits of potential investments on four pillars,” said Aditya Ranade, GuideHouse director of energy, sustainability, infrastructure. “The first of the four pillars is hazard mapping,” which identifies types of threats, from flooding to wildfires."
