Haryana Aligns Rooftop Solar Rules with PM Surya Ghar Initiative The Haryana Electricity Regulatory Commission (HERC) has released a draft amendment to its 2021 Rooftop Solar Regulations, aligning with the PM Surya Ghar: Muft Bijli Yojana and FOR’s 2024 model regulations. Key proposal: Surplus solar energy injected at the end of April (for March settlement) will now be compensated at 75% of the latest SECI-discovered tariff or a rate fixed by the Commission. This aims to enhance fairness in energy accounting and incentivize rooftop solar adoption. Other important updates: Fixed charges will replace Monthly Minimum Charges (MMC). Consumers exiting mid-cycle will now be compensated for unused credits. Annual energy reset will occur at the start of each new settlement period.
