The Federal Energy Regulatory Commission has approved capacity market rule changes for the next two PJM capacity auctions to address reliability and cost-effectiveness as PJM and stakeholders collaborate on longer-term solutions to the imbalance of electricity supply and demand. For the upcoming auction in July 2025 (for the 2026/2027 Delivery Year) and the December 2025 auction (for the 2027/2028 Delivery Year), the Feb. 14 FERC order accepted PJM’s proposal to recognize the contribution of qualifying Reliability Must-Run units that may be reasonably expected to perform during capacity emergencies. Reliability Must-Run or RMR units are those generator units whose owners have announced their intention to retire the units, but agree to keep them in operation for a limited time while PJM addresses reliability issues that would be caused by their deactivation. PJM has extended a Cold Weather Alert for its Western Region to Feb. 19 as frigid weather continues. The Cold Weather Alert initially went into effect for PJM’s Western Region on Feb. 17. PJM served a preliminary hourly integrated peak of 119,233 MW on Feb. 17. As of 8:30 a.m. Feb. 18, PJM currently expects to serve a forecasted demand of approximately 126,000 MW on Feb. 18 and 130,000 MW on Feb. 19. A Cold Weather Alert is a routine procedure PJM issues in advance of significantly cold weather conditions expected for all or parts of the region PJM serves. A Cold Weather Alert was previously issued for the same area and is in effect from Feb. 17–18. When PJM expects significantly cold weather to impact all or parts of the PJM footprint, it issues a Cold Weather Advisory to provide a two-to-five-day notice that forecast temperatures may call for a Cold Weather Alert. The Federal Energy Regulatory Commission on Tuesday approved two PJM proposals to help boost the supply of electricity as the grid operator continues to work on the longer-term challenge of growing the generation fleet to keep up with growing electricity demand. The Reliability Resource Initiative (RRI) is designed to get shovel-ready, high-reliability projects connected faster by adding them to the final transition cycle (Transition Cycle 2) of PJM’s reformed interconnection process, rather than waiting for the new cycle interconnection process to be fully implemented next year. The proposal was filed with FERC Dec. 13, 2024. “This one-time initiative should provide a much-needed on-ramp to the reliability of the PJM system in the short term as we continue to move existing queued projects through our transition cycles,” said Christopher O'Hara, Sr. Vice President and General Counsel. “We now hope to see suppliers take advantage of this unique opportunity.” The second initiative aims to streamline the use of Surplus Interconnection Service (SIS), or the unused portion of interconnection service for a facility that cannot or does not operate continuously, every hour of every day year-round. An example of a pairing using SIS is a renewable resource combined with battery storage. “By taking a less-restrictive approach to SIS, PJM will be in a better position to utilize existing system capability and existing interconnections that do not require additional network upgrades,” said Aftab Khan, PJM Executive Vice President – Operations, Planning & Security. Asim Z. Haque, Sr. Vice President of Governmental & Member Services for PJM, joined David M. Velazquez, President and CEO of PECO at the Smart Energy Initiative of Southeastern Pennsylvania's 13th Annual Energy Briefing held at the CCEDC - Chester County Economic Development Council headquarters in Exton, PA. Haque provided an overview of PJM and its role as grid operator for the 13-state and Washington D.C. region it serves. He also discussed what’s at play across the industry, including the fundamentals of energy supply and demand, noting that PJM’s number one priority is reliability for the 65 million consumers it serves.
