In the three years since Superintendent Adrienne A. Harris was confirmed by the Legislature, DFS has continued to achieve groundbreaking milestones for the people of New York. Under her leadership, the Department has returned more than $630 million to consumers and health care providers, including a record $228 million in 2024 alone; addressed more than 150,000 consumer complaints; adopted 53 regulations; and issued 96 pieces of regulatory guidance. Under Superintendent Harris, DFS has advanced critical policy initiatives to tackle unfair overdraft fees, eliminate cost-sharing for insulin, combat discrimination in affordable housing insurance, and increase transparency in the prescription drug supply chain. She has strengthened the Department’s oversight of virtual currency and nonbank financial services, while ensuring the responsible use of AI in financial services to prevent bias and discrimination. DFS also continues to prioritize building a more operationally resilient organization, hiring or promoting more than 1,000 team members since 2022 and modernizing systems and processes to better serve New Yorkers.
