About us
The only provider of legal services on Skid Row in downtown Los Angeles, Inner City Law Center combats slum housing while developing strategies to end homelessness. Inner City Law Center is recognized for our expertise in housing issues, veterans’ benefits, and homelessness prevention. Our staff of 40, including 20 attorneys, provides quality legal representation for people who have nowhere else to turn. We fight for justice for low-income tenants, working poor families, immigrants, people who are homeless or disabled, and veterans. Driven by the fundamental principle that every person should always be treated with dignity and respect, ICLC works for long-term, positive, and meaningful change. With your help and generous support, we will continue to: - Create safe, healthy, and affordable housing. - Help homeless veterans get off the streets. - Prevent families from being evicted into homelessness.

Assisting underserved Angelenos avoid eviction helps to maintain shelter and dignity for the most vulnerable among us.” “I will never forget…helping worried tenants at the Toolkit Clinic. I often see tenants walk into the clinic with anxiety and fear about the prospect of being evicted from their home. Their expressions of relief and gratitude when I help – despite them facing such adversity – is why I contribute to the clinic.”

Congratulations to the Housing Rights Center on settling this Voucher Discrimination case for $197,500. Defendants also agreed to implement policies at their rental properties that promote fair housing practices. Recent testing in Los Angeles County found that Housing Choice voucher holders were explicitly discriminated against a whopping 70% of the time. Refusing to accept vouchers is illegal and must end. #Veteran Warnel first applied for VA disability benefits in 1989, but kept getting denied. He began working with Inner City Law Center in 2018, but died before he could receive justice. ICLC continued the fight on behalf of his widow, Garlena. Two great rulings! The City of Los Angeles erred in disapproving the building of 360 Affordable Rental Units in Canoga Park and 78 rental units in Sun Valley. These are all affordable housing units that would not require any public subsidy! We should be embracing and scaling this approach to creating 100% affordable housing. Instead the City continues to resist allowing any affordable housing on 72% of residentially zoned land in the City. We must do better in order to build the affordable housing needed to end our homeless crisis. Congratulations to ICLC Board-Alum Geoff Stover and the other attorneys on the case Ryan Patterson and Brian O'Neill.
