📢 Have your say on ACER’s TSO cost efficiency work: Public consultation & stakeholder workshop coming this summer 🔥 ACER has been tasked with carrying out a periodic cost comparison assessing the efficiency of #GasTransmission #SystemOperators (#TSOs) across the #EU. The results should be taken into account by regulatory authorities when setting the allowed or target revenues. As natural #gas is gradually replaced by low-carbon alternatives under the EU’s #decarbonisation goals, transmission networks will need to adapt. This may require new investments which, combined with lower utilisation, could lead to rising #tariffs. 💶 Cost efficiency is essential to maintain fair, affordable and sustainable #energy systems, while supporting EU policy goals outlined in the European Commission’s Action Plan for Affordable Energy. Get involved! 🗣️ This summer, ACER is launching a public consultation and hosting a workshop to gather stakeholder input on the draft methodology for the cost efficiency comparison. 📅 Public consultation: 17 June – 17 July 2025 📍 Workshop: 9–10 July 2025, Brussels (free of charge, limited seating, streamed) We invite participation from a broad range of stakeholders (network users, end-users, consumer associations etc.) to help shape a transparent and robust benchmarking tool. 👉 Register for the workshop: https://lnkd.in/dxf49n9h 👉 Read more about the public consultation: https://lnkd.in/d4s5qUKy 👉 Learn more: https://lnkd.in/d6-D7AKQ

Swedish and Lithuanian #energy regulators request more time to agree on electricity cross-zonal risk hedging opportunities ⚡ On 9 May 2025, the #Swedish and #Lithuanian #NationalRegulatoryAuthorities (Energimarknadsinspektionen/Energy Markets Inspectorate and Valstybinė energetikos reguliavimo taryba (VERT)/National Energy Regulatory Council (NEURC) respectively) requested from ACER a six-month extension to jointly decide on #electricity cross-zonal risk #HedgingOpportunities 📍 What are cross-zonal risk hedging opportunities? 💡 Cross-zonal risk hedging opportunities are strategies used by #ElectricityMarket participants to mitigate #PriceVolatility risks across different #BiddingZones. They are important to ensure the proper functioning of #EU’s wholesale #ElectricityMarkets and protecting market participants from price uncertainty. What’s next? ⏳ ACER intends to act promptly on this request, aiming to reach a decision by the end of September 2025. Read more 👉 https://lnkd.in/dT_kpUFy

📢 ACER Director calls for tackling the challenges of a new era for European energy markets - an era which is already here yet very unevenly distributed - at International Association for Energy Economics’ event The ACER Director, Christian Pilgaard Zinglersen, joined a high-level panel of energy experts in #Paris at today’s plenary of the global conference of the International Association for Energy Economics (IAEE). The head of the #EU #EnergyRegulatory agency, Mr Zinglersen, highlighted key challenges and priorities shaping #Europe’s #energy future: 👉 Persisting #MarketVolatility: despite lower average #ElectricityPrices, price swings remain frequent and intense. The shifting supply-demand patterns call for more short-term #flexibility. 👉 A new #solar era with supply-demand gaps is emerging: midday solar surpluses are increasingly mismatched with evening demand peaks. To mind the gap, Mr Zinglersen points to 3 key solutions: greater demand-side response, #storage and cross-border trade through interconnectors. 👉 #EU’s growing exposure to shifting global #LNG market dynamics is the new reality for EU #gas markets, but with more LNG production coming online, the global LNG market is set to move from tight to well supplied. 👉 Rising #GridCosts: as #electrification accelerates, smarter investments are needed to address grid congestion, particularly at distribution level. Mr Zinglersen points to the need to balance grid expansion with a more efficient use of the existing #GridCapacity, and to ACER’s 12 actions to unlock flexibility. 🌀 And yes, even a dash of Homer Simpson's wisdom made its way with Mr Zinglersen to Paris. ACER’s wisdom (unlike Homer’s) is that two wrongs don’t make a right when it comes to imperfect market and tariff design triggering calls for supposedly mitigating, yet structurally inefficient subsidy schemes. 😉 👉 Integrated EU #electricity markets are key to ensure #SecurityOfSupply, unlock greater flexibility, lower emissions, reduce #PriceVolatility and encourage innovation. Here, Mr Zinglersen points to the need to make better use of the existing interconnection capacity for cross-border trade. 👉 Mr Zinglersen recalls that ‘Doing more together’ invariably links to ‘trust’ among governments; trust that a more integrated system can be fully relied on to bring the many benefits around downward pressure on prices, greater flexibility and security of supply. 🙏 Many thanks to IAEE for hosting such an engaging exchange with Yukari Yamashita, Catherine Wolfram and Marc Benayoun. 🔗 ACER Director’s presentation: https://lnkd.in/dtQ-7uzC Fabien Roques Tooraj Jamasb Thomas-Olivier Léautier, Tim Schittekatte, Jean-Michel Glachant and Michael Pollitt

🔐 New ACER guide on cybersecurity benchmarking in the EU electricity sector What is it about? ACER issues today its guide on #benchmarking the costs and effectiveness of #cybersecurity investments in the #EU #electricity sector. This ACER guide is developed under the binding EU-wide cybersecurity #NetworkCode for electricity and aims to help national #energy #regulators conduct the benchmarking required by the network code. 💡 Why is benchmarking important? Benchmarking provides regulators with insights into: ✅ Implementation costs and effectiveness of cybersecurity controls ✅ Prices of cybersecurity services, systems and products ✅ Opportunities to improve spending efficiency 🛠️ What does ACER recommend? ACER outlines 10 principles for effective #benchmarking, including: 🔹 Clear planning and scoping 🔹 Developing reference lists of benchmarked items 🔹 Including macroeconomic factors in the analysis 🔹 Simplifying how the effectiveness of investments is evaluated ⏳ What’s next? National regulators have one year from today’s publication to complete their benchmarking analysis. Read more ➡️ https://lnkd.in/dKN_CvjK 🗣️ Get involved!
