We are excited to share a significant milestone in the evolution of our Drone as a First Responder (DFR) Program. As of Friday, January 24, 2025, the Federal Aviation Administration (FAA) has approved our request for a Beyond Visual Line of Sight (BVLOS) waiver, enabling us to conduct drone operations across the city without the need for human visual observers (VO). Our advanced Detect and Avoid (DAA) airspace observation technology can now replace our traditional VOs. Our BVLOS waiver represents the largest square miles of approval for law enforcement drone operations in the nation and allows us to operate at an altitude up to 400’. Since its initial launch in May 2024, the DFR program has safely flown over 1000 flights and proven to be a transformative tool in enhancing public safety and operational efficiency. Originally operating with human VOs stationed on rooftops, the program seamlessly integrates with the cutting-edge technology in our Real-Time Information Center (RTIC) to deliver real-time video intelligence on calls for service. This capability allows staff to: • Quickly locate, report, and track suspects and vehicles involved in ongoing crimes. • Guide ground resources effectively at the scene and beyond. • Enhance decision-making through immediate, actionable intelligence. With the newly granted FAA waiver, we can now operate drones autonomously across our 42-square-mile jurisdiction. This advancement enables autonomous operations remove the need for rooftop observers, streamlining the program and maximizing its effectiveness citywide. It is important to emphasize that the DFR program is used exclusively in response to calls for service, ensuring that drone operations are focused on enhancing safety and efficiency in Elk Grove. “The approval of our BVLOS waiver is a monumental step forward for our DFR Program,” said Chief Davis. “This advancement reflects our commitment to leveraging innovative technology to enhance public safety while maintaining accountability and transparency in our operations.” We are excited to continue pioneering advancements in public safety technology and look forward to the positive impact this program will have on the community.

A Call That Could Have Ended Differently Last week, a call came in that would raise the hair on the back of any officer’s neck. Multiple people reported seeing a man walking down Laguna near W. Stockton Boulevard carrying a rifle and wearing what appeared to be a bulletproof vest. Officers quickly responded to the scene and safely detained the individual. Officers discovered he was carrying airsoft guns, including a rifle, that closely resembled real firearms. Further assessment revealed the man was experiencing a mental health crisis and had intended to provoke officers into using lethal force against him. Thankfully, the officers followed their training, approached the situation with care, and de-escalated what could have been a tragic outcome. Now, with their intervention, the individual has a chance to receive the help and support he needs.

Sharing another great story on how teamwork and technology make a difference here in Elk Grove. Intentionally letting thieves know that they better think twice because we might be inside, outside, and above a store they might steal from. Last Wednesday, officers responded to a theft at Ulta, where a suspect in a white BMW fled with stolen goods. Using the Real Time Information Center and traffic cameras, we tracked the vehicle to the Sephora parking lot. Our Drone as a First Responder (DFR) unit was already overhead and observed the suspect backing into a parking stall in front of Sephora. The drone pilot confirmed that the driver matched the description of the Ulta theft suspect as they exited the BMW and entered Sephora. When the suspect exited Sephora, officers were waiting. He attempted to flee on foot, but after a brief foot pursuit, he was detained. During the chase, stolen merchandise fell from his jacket as he tried to remove it. The investigation revealed the suspect had stolen goods from four Elk Grove stores, with a total value of nearly $7,000. He was booked at the Main Jail on multiple charges, including organized retail theft and grand theft.

A little rain didn’t stop the love! This past Saturday, we teamed up with the Black Youth Leadership Project to give back to our community. Together, we handed out 140 turkeys to families in need during our 2nd annual Love Thy Neighbor Turkey Giveaway. Grateful for our partnerships with community-based organizations like BYLP. Together, we're making a difference!
