NESP™ is pleased to announce the Open-Source Benefit-Cost Analysis (OS-BCA) Tool: An NSPM flexible model.
This new initiative from NESP, funded by U.S. Department of Energy (DOE) and NESP (via E4TheFuture), will streamline the evaluation of distributed energy resources (DERs) through a standardized, transparent, and flexible platform.

- Create customized Jurisdiction-Specific Tests (JSTs) that reflect local policy priorities, while also allowing use of traditional cost-effectiveness tests
- Evaluate multiple DER types with consistency
- Access a transparent, open-source platform that enhances trust and reduces reliance on proprietary tools

- User-friendly Design: Includes intuitive Excel templates for input and outputs

The OS-BCA Tool will be available in early 2026! The project team - including NESP, ICF, and Recurve, with support from Berkeley Lab - is working with interested states like Michigan to shape its development. Training, webinars, and technical assistance will also be provided to states in 2026 to support its implementation.
