As part of 𝘽𝙧𝙚𝙖𝙠𝙞𝙣𝙜 𝘽𝙖𝙧𝙧𝙞𝙚𝙧𝙨 𝙖𝙣𝙙 𝙎𝙚𝙩𝙩𝙞𝙣𝙜 𝙎𝙩𝙖𝙣𝙙𝙖𝙧𝙙𝙨: 𝘼𝙙𝙫𝙖𝙣𝙘𝙚𝙙 𝘼𝙨𝙨𝙚𝙨𝙨𝙢𝙚𝙣𝙩 𝙤𝙛 𝙊𝙥𝙚𝙣 𝘼𝙘𝙘𝙚𝙨𝙨 𝙅𝙤𝙪𝙧𝙣𝙖𝙡𝙨 𝙖𝙣𝙙 𝘼𝙙𝙙𝙧𝙚𝙨𝙨𝙞𝙣𝙜 𝙂𝙡𝙤𝙗𝙖𝙡 𝙄𝙢𝙗𝙖𝙡𝙖𝙣𝙘𝙚𝙨 𝙬𝙞𝙩𝙝 DOAJ co-instructed with Prof. MI Subhani, PhD., PDoc. we explored: 📊 The Asian outlook on R&D expenditure and its impact on research output 🌍 Regional disparities in infrastructure, indexing, and visibility 🗣️ The role of language in limiting (or enabling) global reach ✅How DOAJ is helping to shift the system — through inclusive indexing, Diamond OA support, multilingual metadata, Ambassador programme, and resources like JASPER and the OA Journals Toolkit. 🧭 These aren’t just technical challenges — they reflect structural imbalances that need to be addressed through collective, informed action. 📚 New Research Alert: Scholarly publishing’s hidden diversity: How exclusive databases sustain the oligopoly of academic publishers by Simon van Bellen (Senior Research Advisor, Érudit), Juan Pablo Alperin (Scientific Director, Public Knowledge Project), and Vincent Larivière (Scientific Director, Érudit) 🔍 Who really contributes to scholarly publishing today — and how does database inclusion shape what we are aware of? A new study titled “Scholarly publishing’s hidden diversity: How exclusive databases sustain the oligopoly of academic publishers” dives deep into this question using two major indexing tools: Dimensions and Web of Science (WoS). 📊 Findings * Database inclusion shapes reality: the authors were able to retrieve 32% more articles from Dimensions than WoS when searching articles from 1980 – 2021 — most of that gap is made up of work from smaller, independent publishers. * Declining publishing costs and open source journal management tools have enabled small publishers to emerge, and inclusive databases help bring them into focus. * WoS tells a story of increasing concentration, with a few large corporations dominating the publishing landscape. * But Dimensions reveals a parallel world: an expanding ecosystem of small, often open-access publishers growing especially fast since the early 2000s. * The “long tail” is thriving in Social Sciences, Arts and Humanities, and increasingly in Natural and Health Sciences. 🌍 There’s a striking geographic divide: * Northwestern Europe and English-speaking countries rely heavily on the major publishing oligopoly. * The rest of the world is building independent, often Diamond Open Access journals — showing resilience and innovation in scholarly communication outside the mainstream. 📢 If we want a more inclusive and globally representative scholarly record, we must: * Support and invest in open infrastructures and inclusive indexing platforms like Dimensions and DOAJ. * Recognize the value of independent journals, particularly in underrepresented regions and disciplines. * Reframe metrics, evaluations, and funding decisions that still prioritize narrow, legacy-based visibility. 💬 Do your institutions rely solely on Web of Science or Scopus for assessments? 🎉 On June 18, the webinar “Paper Mills: Why Higher Education Institutions Should Avoid Collaboration with Questionable Partners?” brought together 300+ participants (from over 700 registrations) — a strong call for action to protect academic integrity. Organized in collaboration with DOAJ, the Ministry of Education and Science of Ukraine, EASE Ukraine, EIFL, Taras Shevchenko National University of Kyiv, and the State Scientific and Technical Library of Ukraine. 🔹 Key highlights: ✔ From the Ministry of Education and Science of Ukraine, Hryhorii Mozolevych outlined the official stance against predatory practices in academia. ✔ DOAJ representatives Iemima Ploscariu and Yuliia Hartman presented the Ukrainian translation of the DOAJ guide on transparent publishing practices — now available to all Ukrainian HEIs. ✔ Prof. Dorothy Bishop (University of Oxford) revealed the inner workings of paper mills and their devastating impact on scholarly communication. ✔ Prof. Dr. Iryna Izarova (EASE Ukraine) provided actionable recommendations for editors and researchers to uphold high ethical standards.
