After an extensive recruitment process, the City of Tulare is pleased to announce the hiring of Mr. Thomas Gaffery as our new Assistant City Manager. Mr. Gaffery was the top ranked candidate through all three interview panels. According to Marc Mondell, City Manager “On behalf of the Executive Team and entire organization, I’d like to welcome Thomas to Team Tulare! Thomas has valuable experience as the Deputy City Manager for the City of Fresno and most recently as the Assistant City Manager and Interim-City Manager for the City of Fowler. He is very familiar with Tulare and the Central Valley and has experience in parking management, transportation planning, facilities, operations, financial administration, planning and development, and city administration”. Mr. Gaffery will start his tenure with the City of Tulare on March 31, 2025. #tulare #tulareca #cityoftulare

👋 Meet Nathan Daughtry, one of the many faces of the City of Tulare! Nathan is a Wastewater Treatment Plant Maintenance Supervisor for the Public Works Department. In his role, he is responsible for managing his staff of six employees and all of the in-house repairs and maintenance of the wide variety of equipment at the City’s wastewater treatment plant. With his years of experience, Nathan is extremely knowledgeable about the plant operations and can be relied upon to get the work done. Even on the most challenging days, Nathan is always ready with his smile and great sense of humor! Nathan is a true asset to the City and his hard work and dedicated service is greatly appreciated! We interviewed Nathan to learn more about who he is: ➡️ How long have you worked for the City? Going on 10 wonderful years. ➡️ Where are you from? I’ve lived in Visalia most my life. ➡️ What do you enjoy doing outside of work? I like to go ocean fishing whenever I get the chance and spending time with my kids. ➡️ What is your favorite part of your job? Working with people, finding answers to problems, and fixing things. Always something different day to day. ➡️ What does your daily routine look like? Seeing what has been broken, prioritizing repairs based on necessity and functions of the process, and addressing whatever the day has to surprise me with. ➡️ Is there any other information you’d like to share about yourself? This week, the City of Tulare hosted a groundbreaking ceremony to mark the start of construction on the Tulare Emergency Homeless Shelter. Despite less-than-ideal weather, the event was well-attended. Recognizing the need for a sustainable solution to address homelessness, the City of Tulare, in collaboration with Tulare County, is building a 20,000 sq. ft. emergency shelter designed to accommodate up to 400 unhoused individuals. Its central location at the Hillman Health Center, is strategically positioned within walking distance of essential services. Construction is expected to be completed by the end of 2025. We extend our gratitude to everyone who has contributed to making this project a reality, including our legislative partners, whose support was crucial in securing the necessary funding for the shelter’s construction.

Thanksgiving is a time for gratitude, and here at the City of Tulare, we have so much to be thankful for. This year, we are especially grateful for the Tulare Senior Community Center. Each year, they host a Thanksgiving luncheon and food giveaway, and this year, City staff had the privilege of serving meals and distributing food to 400 seniors and their families, helping to ensure their holiday is filled with warmth and good food. If you know someone aged 60 or older, encourage them to get in touch with the Tulare Senior Community Center. The center offers meals, recreational activities, and various resources. On Saturday, October 26, Community Services and Employment Training (CSET) and their volunteers assisted City staff with picking up trash and covering graffiti along the Santa Fe Trail's pedestrian bridge for CSET's Make a Difference Day. With the help of approximately 20 volunteers, three large bags of trash were collected and at least 100 individual pieces of graffiti were covered.
