While several countries have seen DPI transform economies and services, understanding the full scope of these benefits requires more than just measuring access and usage. Without robust, consistent metrics, key insights that could help governments and development partners maximise DPI’s potential may be missed New research from Digital Impact Alliance (DIAL) explores the current DPI measurement landscape, highlighting the need for a common reference framework. This approach would help track DPI’s impact on people, governments, and markets by standardising critical metrics and reducing fragmentation across different measurement efforts. DPI has been a hot topic in tech policy, but how do we ensure it serves everyone, not just a select few? Without inclusive participation, it risks becoming a technocratic tool that reinforces inequalities rather than driving sustainable development. How can we define and measure #DigitalPublicInfrastructure? In a rapidly evolving digital landscape, DPI is shaping public service delivery, governance, and innovation. In their latest working paper published by UCL Institute for Innovation and Public Purpose, David Eaves and Krisstina Rao develop a conceptual and measurement framework to clarify the attributes of DPI and assess its real-world impact. The paper explores the technological qualities, public-interest values, and adoption contexts that define DPI while also presenting a structured approach to evaluating how countries implement these systems globally.
