It's one of a series of short subjects with sound that various companies in England, France, and Germany produced in the period of 1905 until the Second World War. The lack of theaters that could handle the sound system -- there was one in Paris and another in Berlin, plus, I would imagine, traveling companies -- made them die out. They were forgotten when talking pictures were successfully introduced in the middle of the 1920s.
Mayol was a popular stage performer. As can be seen here, he adopted a campy attitude and set of gestures that pleased his audiences well into the 1930s. He died in 1941, a month shy of his 69th birthday.
