Ottoman History

Prostor i vrijeme glavne su odrednice klasičnog povijesnog istraživanja, pa ipak, veliki broj povjesničara s vremena na vrijeme se odvaži razbiti ove graničnike. I ovo moje otiskivanje tokom Briježnice ima takav istraživački oblik. Ono što je u njemu ključno, i što želim naglasiti, je to, da sve zapisano unutar ove knjige ima znanstvenu, dokumentarnu podlogu, ali sam se, ponesen avanturom, u njihovom interpretiranju ponekad odmaknuo od faktografskog pozitivizma i zašao u sferu pjesničke slobode. Dakle, stavove i mišljenja koja ovdje iznosim – ponavljam, utemeljene na činjenicama – ne mogu potvrditi i nikad ih ne bih iznio u ozbiljnom istraživačkom radu, ali s emotivne strane mislim da mi je sasvim dozvoljeno kontekstualizirati pojedine događaje onako kako ih ja vidim, ili barem kako ih želim vidjeti u nastojanju da stvorim zanimljivu priču. I kao paradoks će ispasti mišljenje da mi ozbiljan čitatelj to neće uzeti za zlo.

Iako sam ih pokušao kronološki uvezati, poglavlja u ovoj knjizi ostaju fragmentirana, što je i normalno, jer pišem jednu subjektivnu povijest i taj međuprostor koji se između tekstova javlja je prostor za ostale subjektivne povijesti čitatelja ove knjige. O nekim općepoznatim stvarima nisam htio raspredati naširoko, čitatelj ih može naći na drugim mjestima. Ja sam se potrudio u ovim zabilješkama donijeti nov, do sada nepoznat ili manje poznat materijal. Pišući i o nekim poznatijim događajima trudio sam se potkrijepiti ih manje poznatim dokumentima, najčešće iz rukopisâ. Nadam se da će tako oblikovana knjižica čitateljima biti zanimljiva i korisna.

Čitatelj će se u ovoj knjizi susresti s metatekstovima na koje upućuju brojevi u uglastim zagradama. Na taj način nude mu se dvije mogućnosti čitanja: klasično, iz poglavlja u poglavlje, i usmjereno čitanje, kojim čitatelj prekida klasični tok narativa kako bi stekao dodatne spoznaje o određenim mjestima u tekstu. I sam tekst, kao i Briježnica, podijeljen je na dva dijela. Prvi dio drži se konkretnih, stvarnih događaja koji su se zbili. Ovaj dio traje dok govorim o Briježnici koja i danas teče od svog izvora do mjesta gdje je 1971. prekinuta lateralnim kanalima. Drugi dio je imaginarni, on počinje u trenutku kada Briježnica više nema svoju vodu i prati je njezinim starim, bivšim tokom. Ovaj dio knjige više je usmjeren na predaje, folklor i običaje. Ovakvim načinom pripovijedanja pokušao sam ostati usklađen sa stvarnom pozicijom rijeke čiji je tok u gornjem dijelu itekako postojeći, dočim je donji dio toka samo odraz nekadašnjeg.

OSMANLI TARİHİNİ umumiyetle iki devre ayırmak âdet olmuştur: Beş asırdan fazla bir zamanı ihtiva eden klasik devir ve öte yanda bir asrı bulmayan, ancak en az önceki kadar mühim hâdiselerin cereyan ettiği Tanzimat devri. Hayli uzunca olan ilk devirde mahkemeler teşkilatı ufak tefek istisnalarla beraber hep bir yeknesaklık arz eder. Ancak ilkine göre oldukça kısa olan ikinci devir boyunca adliye teşkilatında çok mühim reformlar yapılmış, imparatorluğun sonuna kadar hükümetin mahkemeler teşkilatı üzerinde tasarrufu devam etmiştir. Hukuk tarihi açısından, Tanzimat Devri, Gülhane Hatt-ı Hümâyunu'nun ilan edildiği 1839 tarihinden birkaç sene öncesinden başlar ve Cumhuriyetin hukuk inkılabının yapıldığı 1924-1926 yıllarına kadar devam eder. Eski hukukumuzda monarşiyle yönetilen devletlerin hepsinde olduğu gibi yasama, yürütme ve yargı fonksiyonları, adı ne olursa olsun (halife, sultan, emir, padişah vs.) devlet başkanının uhdesindeydi. Ancak devlet başkanı bu fonksiyonlarını vekilleri vasıtasıyla kullanır; yargı fonksiyonunu da devlet başkanı adına onun tayin ettiği hâkimler yerine getirirdi. İslâm dünyasında kadı adı verilen hâkimleri belli yargı çevrelerinde dava görüp çözümlemek üzere devlet başkanı tayin ederdi. Hz. Peygamber bizzat dava dinleyip hüküm verdiği gibi, kadılar da tayin etmiş, ondan sonraki halifeler de bu yolda hareket etmişlerdi. Abbasîler zamanında kâdiyülkudatlık diye bir makam ihdas edilerek İmam-ı Azam Ebû Hanîfe'nin gözde öğrencisi, büyük hukukçu Ebû Yusuf bu makama getirilmişti. Osmanli Devleti’nin yenilesme alaninda mihenk taslarindan sayilan Tanzimat Fermani’nin genellikle yonetim, askeri ve toplumsal alana bircok yenilik getirdigi kabul edilir. Fakat yapilan calismalar cogunlukla ekonomik alanda bas gosteren degisimleri arka plana atmaktadir. Bu calismamizda pek ilgilenilmeyen ekonomik degisimlere iasecilik (provizyonizm) ozelinde isik tutmaya calisilacaktir. Ayrica calismamizda Tanzimat doneminde halkin, ordunun ve Istanbul’un yani saray halkinin ihtiyac duydugu her turlu mal ve hizmetlerin karsilanmasi icin uygulanan baslica politikalar ve duzenlemeler uzerinde durulacaktir. Devlet’in bu surecte ne tur sorunlarla bas etmeye calistigini bilmek gunumuz yoneticileri icin bir ogut belki de bir ders niteligi tasiyacaktir. Tum bunlarin yaninda calismamiz Osmanli ekonomisi alaninda yapilan arastirmalara yardimci bir kaynak ve doneme farkli bir bakis acisiyla bakabilmemize olanak saglayacaktir.

This research paper explores the historical trajectory of the Topolovac estate, located southeast of Sisak, from its earliest mentions in medieval sources to its modern-day status. It presents a comprehensive synthesis of scattered historical data, offering new insights into noble land ownership, economic structures, and spatial transformations. The estate's origins are linked to the Hungarian noble family Töttös de Bátmonostor et Blinja, whose control over the land in the 14th and 15th centuries marked the beginning of its documented history. Subsequently, land ownership transitions, from the Branković despots and Berislavić family to the Keglević counts, shaped the estate's legal and administrative frameworks, influencing its function within the feudal system. The military significance of Topolovac, particularly during Ottoman incursions in the 16th century, is examined through historical records referencing fortifications and strategic positioning. In the early modern period, the estate became a key agricultural and economic centre, integrating new infrastructural developments while maintaining traditional feudal structures. The study also addresses the estate's transformation in the 19th and 20th centuries, highlighting its transition from noble property to state administration and, later, privatization. Furthermore, this research consults cartographic and archival documentation, drawing from historical maps and land surveys to reconstruct the estate's spatial development. By integrating archival research, historical topography, and conservation perspectives, this paper aims to contribute to the understanding and contextualization of Topolovac, its physical landscape and built heritage within the ongoing preservation and conservation initiatives.

Mediterranean mountainous areas and their valuable natural resources have long been attractive to human societies. The Peloponnese (southern Greece), with its complex topographic and climatic variability, has been the scenery for the development of numerous human communities. The existing paleovegetation records from the region derive mainly from lowland sites, while the vegetation succession of the mountains is not clearly understood. Herein, we focus on the sediment profile of Rakita, a wetland located in an isolated mountain basin in the northwestern Peloponnese. We combine pollen-based vegetation reconstruction with detailed historical and archeological data and analyze them within a broader well-connected region of the Peloponnese, characterized by an extensive coastline and central location in the Mediterranean trade system. In particular, we contextualize the pollen data with the detailed taxation registers, cadastres, and censuses produced by the Ottoman and Venetian authorities, which recorded agricultural production and population. The high-resolution pollen profile covers the last 1100 years, and thus we are able to look at more than a millennium of socioeconomic change that witnessed a variety of political and economic systems that controlled the Rakita upland area. We are able to study how these different systems impacted the area of Rakita, which has sizable environmental potential for human exploitation, yet is not easily accessible, and therefore not the first choice for human actors whose goal was to maximize agricultural production of the region. We discover that a smaller scale non-imperial but deeply market-oriented political system of the late medieval period, such as the Principality of Achaea, was more successful in intensifying land use even in such isolated locations as Rakita than the large imperial systems of the Byzantine or Ottoman empires, even during their most intensive phases of growth.

This essay examines the forms and functions of social capital within four communities of Albanian emigrants in early modern southern Italy, with particular attention to the ways in which bonding, bridging, and linking ties shaped their resilience, the preservation of identity, and processes of long-term integration. The study explores the mechanisms by which these communities were sustained over time—above all through bonding ties grounded in kinship and reinforced by religious practice and loyalty to noble families such as the Castriota-Sanseverino. Over the course of time, shifting economic conditions and successive migratory waves introduced more socially heterogeneous actors, prompting a reorganization of identity frameworks and relational models. Bridging ties, especially those formed through intermarriage and entrepreneurial activity, served to expand community networks, while access to education and ecclesiastical institutions in the eighteenth century strengthened linking capital and institutional participation. Despite a persistent perception of isolation, the emigrant communities under study displayed dynamic forms of engagement with their surrounding environment, contributing to the construction of an Arbëresh identity that was culturally autonomous yet nationally integrated, thereby challenging modern reductionist narratives of their marginality.

En el siglo XIX, muchos empresarios decidieron establecerse en Cádiz para desarrollar sus negocios en un sector en expansión, el vinícola, y este fue el caso de la familia Lacave. El objetivo principal que se plantea es estudiar la evolución de la compañía Lacave y Echecopar y las estrategias desarrolladas para mantenerse en un mercado en continuo cambio. Se ha empleado la contabilidad de la empresa, aunque dadas las grandes lagunas temporales en los datos, se ha completado la información con documentación de protocolos notariales, censos, prensa, listas de exportaciones y estadísticas varias, para reconstruir la historia empresarial de una compañía vinatera que logró posicionarse como una de las más relevantes de su época en el mercado internacional. Además, la realización de este trabajo contribuye a mejorar el conocimiento de la vida empresarial y económica gaditana en la centuria decimonónica.

This article explores the armistice period (1919-1923) in Istanbul through the lens of music, a topic that remains underexplored in the historiography. Unsurprisingly, there are academic studies that delve into the vibrant musical life of the era. However, this music is predominantly Western, encompassing jazz and classical genres performed in Istanbul. The main goal of this study is to depict the musical scene of the period from the perspective of Ottoman/Turkish music. How did the musicians live during these years? How and where did they perform music? While most of the musician biographies are silent on these questions, alternative historical sources that do not focus on music and musicians in particular provide details about the subject matter. Moreover, the copies of the İkdâm newspaper from 1920, which constitute the primary sources of this study, reflect a variety of musical activities in Istanbul. Despite the challenging conditions and restrictions in certain ways in the city, the article argues that there was not an interruption but continuity in Ottoman/Turkish music. Moreover, the study underlines the strong collaboration of music with a range of performing arts. The music-related advertisements from 1920 provide a clear picture of a mixed entertainment structure which incesaz music was a part of.

Unlike Greeks, Arabs and Bulgarians, whose trajectories from imperial subjecthood to national states have been studied in much detail, the post-Ottoman legacies of the Armenians defy the accepted categories of "imperial" and "national." Having neither an independent state (excluding the brief interlude of the First Republic 1918-1920) until 1991 nor a fully accepted citizenship status in the Turkish Republic, the dispersion of the surviving Ottoman-Armenians and their archives reflects this liminality that characterized their experiences throughout the twentieth century as they crisscrossed various legal categories. Serving as a guide to some of the intellectual and methodological pitfalls that underlie the study of imperial subjects in an age where national citizenship is the dominant political unit worldwide, this article highlights some of the major archival repositories that house collections of Ottoman-Armenian documents but also discusses some of the challenges associated with using or relying on them. We argue that a sound approach to a shared late Ottoman history is to critically assess the existing Armenian materials by taking them out of the-epistemological-shadow of the Armenian Genocide. Acknowledging the many difficulties that linger and hamper a more efficient and analytically engaging usage of the enormous mass of the material that Ottoman Armenians left behind, we, nonetheless, believe that they are immensely valuable and vital for a more complex, sophisticated and analytically viable reconstruction of late Ottoman lives. It is only through a consistent engagement with the various ways in which scholars have been studying the late history of Ottoman-Armenians that we can begin to sketch answers to several fundamental questions, including "Do archives have an 'ethnic' identity in a (post)imperial context? If so, how 'Armenian' are the materials under study?," "How does the physical dispersion of Ottoman-Armenian documents account for the historians' archival choices and consequently for the shaping of the major contours of Armenian and Turkish historiographies throughout the twentieth century?.

Hat sanatı kaynaklarında, bu sanat ile uğraşanların İslam dini üzere olması ifade edilse bile zaman içinde hat sanatı Müslüman harici topluluklara da intikal etmiştir. Hazret-i Ali’ye  izafe edilen “Güzel yazı hocanın öğretişinde gizlidir. Kıvamı çok yazmakla, devamı İslâm dinini yaşamakla olur”  ifadesi çeşitli meşk mecmualarında yer almıştır. Osmanlı da bir gelenek haline gelen hat eğitiminin İslam düşüncesindeki çıkış noktası olan bu söz Kazasker Mustafa İzzet Efendi, Mahmud Celaleddin, Hasan Rıza gibi hattatların hazırladıkları meşk mecmualarında yer almaktadır.  Islahat fermanıyla başlayan millet olma sistemi ve eşit vatandaşlık haklarının tanınmasıyla hem günlük yaşam hem okullaşma ile devlet dairelerinde çalışma sistemi değişmeye başlamıştır. Islahat Fermanından itibarenmüslim-gayrimüslim şeklinde bir ayrımın yapılmadığı, başarılı olan herkese bu sanatın öğretildiği görülmektedir. Günümüz hattatları da aynı anlayışla müslim-gayrimüslim ayrımı yapmamış bu sanatı öğrenmek isteyen herkesi kabul etmişlerdir. Çeşitli sanat ve zanaat dallarında eserler üretmiş gayrimüslim pek çok musıkişinas, kuyumcu, ressam, kalemkâr ve fotoğrafçı bulunmaktadır. Matbuat faaliyetlerinde öne çıkan pek çok gayrimüslim yayıncı bulunmaktadır. Osmanlı padişahlarının övgülerini almış çeşitli ödüllerle taltifte bulunmuşlardır. Makalenin amacı, kaynaklardan elde edilen verilerin aynı eğitim öğretim kurumlarında eğitim görmenin sonucu olarak hat sanatı ve bunun etrafında gelişen kitap sanatları faaliyetler ile Hat sanatında usul  yöntem ve eser türlerinin oluşumundaki değişimin sebeplerini araştırmaktır.  Bu çalışmada yazılı kaynakların yanısıra gazete, kitap, mezar taşı ve arşiv belgeleri kullanılmıştır. Günümüzdeki müslim ve gayrimüslim hattatlarla görüşmeler yapılmıştır.  Daha sonra ulaşılan bu kaynaklar nitel araştırma desenlerinden biri olan betimsel analiz yöntemi kullanılarak analiz edilmiş ve sonucunda yargılara ulaşılmıştır.

Sources on the art of calligraphy indicate that its practitioners were initially followers of Islam; however, over time, the art form also extended to non-Muslim communities. The statement attributed to Ali bin Ebu Talib: "Beautiful writing is concealed in the teacher's instruction; its perfection is achieved through constant practice, and its preservation through adherence to the Islamic faith." appears in various meşk collections (calligraphy practice collections). Originating from Islamic thought and later becoming a wellestablished tradition in the Ottoman Empire, this saying is featured in meşk collections prepared by prominent calligraphers such as Kazasker Mustafa İzzet Efendi, Mahmud Celaleddin, and Hasan Rıza. With the introduction of the Islahat Fermanı (Reform Edict), the concept of national identity and equal citizenship rights led to significant changes in daily life, education, and employment within state institutions. From the issuance of the Islahat Fermanı onward, regardless of their religious affiliation, there was no longer a distinction between Muslims and non-Muslims in calligraphy education. Calligraphy was taught to all individuals who excelled in it. Contemporary calligraphers have maintained this inclusive approach, accepting anyone interested in learning calligraphy, regardless of their religious background. Numerous non-Muslims have contributed to various artistic and craft fields, producing works in music, jewelry-making, painting, kalemkârlık (ornamentation), and photography. Many non-Muslim publishers played a significant role in the Ottoman press and were honored with praise and awards from Ottoman sultans. This study aims to examine the factors that contributed to changes in the methodologies, techniques, and procedures within the art of calligraphy and the associated book arts. It focuses on how shared education in the same institutions influenced these changes. In this study, in addition to written sources, newspapers, gravestones, and archival documents were examined. Interviews were also conducted with contemporary Muslim and non-Muslim calligraphers. The sources were then analyzed using the descriptive analysis method, a qualitative research approach. Based on this analysis, the study presents several key conclusions.

imzalanışının 100. yılı, Türk Tarih Kurumu ve T.C. Dışişleri Bakanlığı iş
birliğinde 17-18 Temmuz 2023 tarihinde Ankara’da “100. Yılında Lozan Barış Antlaşması Sempozyumu”, Antlaşma’nın imzalandığı tarih olan 24 Temmuz’da (2023) ise İsviçre’nin Lozan kentinde düzenlenen aynı başlıklı panel ile idrak edilmiştir. Yine Lozan Barış Antlaşması’nın 90. yılı Ankara’da düzenlenen “90. Yılında Lozan ve Türkiye Cumhuriyeti Sempozyumu” ile anılmıştır.

Öz: II. Mahmud Dönemi ve Tanzimat Fermanı'nı izleyen süreçte Osmanlı Devleti, giderek artan oranda merkeziyetçi politikalar izlemeye başlamıştır. Eski dönemlerde vasiler ile mahkeme görevlilerinin denetimi ve inisiyatifine bırakılmış olan yetim mallarının durumu, 19. yüzyılın ortalarına gelindiğinde devleti yönetenlerin dikkatini çeken bir konu haline gelmiştir. Tıpkı vakıfların denetiminin ve malî imkânlarının devletin kontrolüne alınması örneğinde olduğu gibi, çok büyük meblağlara ulaşmış durumdaki yetim mallarının, yani emval-i eytamın, denetiminin de devletin kontrolüne alınması için çalışmalara başlanmıştır. Bu çalışmada, İstanbul'daki yetim mallarının muhafazası ve idaresi amacıyla teşkil edilen Emval-i Eytam Nezareti'nin kuruluş süreci ve faaliyetleri incelenmiştir. 1851 senesinin son aylarında kurulan bu nezaretin varlığı, henüz bir yıl bile geçmeden sorgulanır hale gelmiş; fakat elde edilen başarıların heba olmaması için müdürlüğe dönüştürülerek faaliyetlerine devam etmesi sağlanmıştır. Bu süreç ve gelişmeler, Osmanlı arşiv belgeleri ve araştırma eserlerinden yararlanılarak ortaya konulmuştur.

Yetim mallarının korunması, Osmanlı İmparatorluğu'nun eski dönemlerinden beri yetkililerin üzerinde durduğu bir konu olmuştur. Avrupa'da gelişmekte olan modern devlet anlayışı, on dokuzuncu yüzyıl reformlarıyla birlikte Osmanlı İmparatorluğu'nda da yerleşmeye başlamıştır. Yapılan reformlarla birlikte devlet, daha önce müdahale etme gereği görmediği pek çok alana doğrudan müdahale ederek gücünü pekiştirme eğiliminde olmuştur. Bu doğrultuda Osmanlı hükümeti yüzyılın ortalarına doğru yetim mallarının idaresiyle ilgili eski uygulamalara da müdahale etmiş ve yetim mallarının idaresini kendi kontrolü altına almıştır. Tıpkı Evkaf Nezaretinin kuruluşunda olduğu gibi kontrol edilemeyen muazzam miktardaki paranın devlet kontrolüne alınarak denetlenmesi ve işletilmesi düşüncesiyle Emval-i Eytam Nezareti kurulmuş, bu Nezaret kısa bir süre sonra müdüriyete tahvil edilmiştir. Başlangıçta yalnızca İstanbul özelinde olan düzenleme zamanla bütün vilayetlere yayılmıştır. Süreç içerisinde yetim mallarının durumuyla ilgili pek çok yasal düzenleme yapılmış; merkez ve taşrada eytam müdürlükleri kurulmaya başlanmıştır. Bu çalışma yetim mallarının muhafazası ve idaresi işini üzerine alan eytam idaresinin kuruluş, gelişim ve işlevini incelemek niyetiyle kaleme alınmıştır.

The haplogroup R1b, often associated with Turkic peoples, spread to the Middle East, Anatolia, and Europe thousands of years BCE. This migration continued in waves well into the centuries of the Common Era, spreading via Northern and Central Europe, Anatolia, and even North Africa. This is the map and the dating of the spread of R1b. R1a is also considered connected to Turkic lineages. However, the genetics of Turanian and Turkic-speaking peoples is not limited to the R haplogroups. Tracing back to CF and C, this shared root extends to many other haplogroups. Even before the Common Era, Turkic-speaking carriers of I, G, J, Q and others already existed. I will explain further below.

European nations needed to find themselves an ancestor, a lineage. That ancestor was Turkish. In some way, they knew this. Many wise Europeans had told them so. Yet, by the late 19th century—when European racism had developed—they could no longer accept this. They could not accept the “humiliation” of their lineage being traced back to the Turk. They needed to find an ancient center of civilization, a “noble” ancestor. They discovered Ancient Greece and declared it their forefather.

Çalışmamız Osmanlı dönemi fetva mecmualarında zikredilen ta‘zîr-i şedîd cezalarına odaklanmış ve bu kaynaklarda nasihat etme, teşhir, görevden azletme, sürgün, hapis gibi ta‘zîr cezalarının açık bir şekilde zikredildiği örneklerin yanında “ta‘zîr” ve özellikle “ta‘zîr-i şedîd” kavramlarının kullanıldığı suçları incelemiştir. Zira ta‘zîr cezasının açık bir şekilde belirtildiği fetvalarda cezanın mahiyetine yönelik herhangi bir belirsizlik bulunmazken cezadan yalnızca ta‘zîr veya ta‘zîr-i şedîd şeklinde bahsedilmesi durumunda cezanın mahiyeti hakkında çeşitli yorumlar ortaya çıkmıştır. Bu terimler, Osmanlı fetva mecmualarına klasik fıkıh kaynaklarından aktarıldığı için çalışmada öncelikle ta‘zîr ve ta‘zîr-i şedîd kavramlarının İslâmî literatürdeki kullanımları incelenmiş ve bu kavramların teorik arka planı ortaya konmuştur. Kavramların klasik fıkıh kaynaklarındaki kullanımları incelendikten sonra Osmanlı dönemi fetva mecmuaları ele alınmış ve ta‘zîr-i şedîd cezasının verildiği suçlar analiz edilmiştir. Bu bağlamda çalışmamız Osmanlı dönemi fetva mecmualarında kullanılan ta‘zîr-i şedîd kavramını, klasik İslâm hukuku literatürü ve fetva mecmuaları üzerinden ele almaktadır. Literatürde bu kavramların hâkimin uygun gördüğü herhangi bir cezayı uygulaması şeklinde yorumlandığı görülse de Osmanlı hukuk sisteminde herhangi bir açıklama yapılmadan mutlak olarak kullanılan ta‘zîr kavramının genellikle sopa cezasını, ta‘zîr-i şedîd kavramının ise daima sopa cezasını ve çoğunlukla da ta‘zîr olarak uygulanabilen âzami miktar sopa cezasını ifade ettiği ve bu kullanımın klasik fıkıh kaynaklarına dayandığı tespit edilmiştir. Çalışmamızda Osmanlı dönemi fetva mecmualarında, ta‘zîr-i şedîd kavramının sopa cezasını ifade etmek için kullanıldığına dair birçok fetva örneği zikredilmiş, ardından klasik fıkıh kaynaklarındaki örneklerle karşılaştırma yapılabilmesi amacıyla livâta, hulle yapılmadan evlenme, şartları eksik kalan zina, iftira ve öldürme gibi suçlar için ta‘zîr-i şedîd cezasına karar verilen örneklere yer verilmiştir. Bu bağlamda yukarıdaki örneklerde olduğu gibi had cezasını gerektiren ancak şartlarındaki eksikliklerden dolayı had uygulanamayan suçlarda ta‘zîr-i şedîd cezasının önemli bir yer tuttuğu ve Osmanlı fetvalarında bu tür suçlara öngörülen cezaların ta‘zîr-i şedîd kavramıyla ifade edildiği tespit edilmiştir. Klasik fıkıh eserlerinde aktarıldığı üzere bu tür suçlarda fâile âzami miktarda sopa cezası vacip görülmüş ve kâdîye başka bir ceza belirleme yetkisi tanınmamıştır. Öte yandan Osmanlı fetva mecmularının bir kısmında doğrudan ta‘zîr-i şedîd cezasına ilişkin soruların yer aldığı görülmüştür. Dolayısıyla çeşitli suçlar için uygulanan ta‘zîr-i şedîd cezası Osmanlı döneminde de merak konusu olmuş ve bu durum fetva sorularına yansımıştır. Ancak sorularda dikkat çeken husus, sorunun cezanın mahiyetinden ziyade miktarına yönelik olmasıdır. Nitekim sorular doğrudan sopa cezasıyla ilişkilendirilmiş ve ta‘zîr-i şedîd cezasının kaç celde olduğuna dair yanıtlar talep edilmiştir. Fetva sorularından taz‘îr-i şedîd ile sopa cezasının kastedildiğinin bilinen bir şey olduğu ancak mezhepte ta‘zîr olarak uygulanan sopa cezasının âzami miktarı konusunda ihtilaf bulunması sebebiyle fetvaya esas olan görüşün merak edildiği anlaşılmaktadır. Fetvalarda Hanefî mezhebine göre ta‘zîr kapsamında uygulanan sopa cezasının âzami miktarı belirtilmiş ve Hanefî mezhebinin bu konudaki farklı görüşlerine yer verilmiştir. Ebû Hanîfe (ö. 150/767) ve İmam Muhammed (ö. 189/805) bu miktarı 39 celde olarak belirlerken Ebû Yûsuf (ö. 182/798) 75 celde olarak belirlemiştir. Osmanlı fetvalarına bu farklı görüşlerin yansıtıldığı, çoğunlukla da Ebû Yûsuf’un görüşünün tercih edildiği görülmektedir. Ayrıca bazı şeyhülislâmlar Hanefî ta‘zîr anlayışıyla uyumlu bir şekilde, celde cezasının miktarının yanı sıra dayağın şiddetini de ta‘zîr-i şedîd kapsamında değerlendirmiştir. Sonuç olarak ta‘zîr-i şedîd kavramı, klasik İslâm hukuku ve Osmanlı hukukunda suçun ciddiyetine uygun olarak sopa cezasının uygulandığı bir ceza türü olarak karşımıza çıkmaktadır. Cezaya ilişkin şedîd nitelemesi ise ağır bir ta‘zîr cezası uygulanması anlamında değil klasik fıkıh kaynaklarında belirtildiği üzere ta‘zîr kapsamında verilen sopa cezasının had cezalarındaki sopaya kıyasla daha şiddetli vurulması gerektiği yönündeki kabulden kaynaklanmaktadır.

Cultures of Expertise in the Eastern Mediterranean

This special issue aims to explore cultures of expertise and the role of experts in the Ottoman Empire and the broader Eastern Mediterranean from the early-modern period to the late nineteenth century. An analytical focus on individuals positioning themselves as ‘experts’ as well as on the practices and bodies of knowledge they have at their disposal and provide upon request as a form of ‘expertise’ sheds light not only on expertise but also on moments of transformation in knowledge cultures more broadly in the Ottoman Empire and beyond. In juxtaposition, the following case stud-
ies suggest that ‘experts’ and ‘expertise’ are valid overarching analytical approaches to examine shifts in knowledge cultures across time. It is important to clarify that while paying close attention to the terminology at play in various case studies and source languages, we do not seek to provide a fixed, universally applicable definition of experts in an Ottoman or Eastern Mediterranean setting. Instead, we approach debates and disagreements that historical actors found relevant about various forms and claims of
expertise as signposts indicating larger epistemological shifts and pressures on existing knowledge cultures.

Osmanlı coğrafyasına gelen seyyahların merak ettikleri, hatta görmek için heyecanlandıkları yerlerden birisi başkent İstanbul olmuştur. Zira İstanbul, tarihsel bir belleğe sahip müstesna bir şehirdir. İmparatorluklar başkenti olan bu şehir her dönem pek çok gözlemcinin ve gezginin ilgisine mazhar olmuş, onların hatıralarında tekrardan hayat bulmuştur. Bu çalışmada, seyyahların, Grand Tour olarak tanımlanan rotanın bir parçası haline gelen İstanbul’u ziyaretleri esnasında şehir hakkındaki ilk izlenimleri, çeşitli benzetmeleri ve kendi ülkelerinin birçok yönüyle mukayeseli anlatımları incelenecektir.
İstanbul’a gelen seyyahların gözlemleri arasında bazı farklılıklar bulunsa da herkesin ortak paydada buluştuğu pek çok konu da vardır. Özellikle hemfikir oldukları husus, İstanbul’un eşsiz bir manzaraya, şairane bir konuma ve köklü bir tarihe sahip olmasıdır. Birçok seyyah İstanbul’a hayran kalmış, âdeta büyülenmiştir. Seyyahlar İstanbul’a yaklaştıkça heyecanlandıklarını, dillerinin tutulduğunu, gördükleri manzara karşısında kelimelerin kifayetsiz kaldığını söylemişlerdir. Kraliçe İstanbul, sultanlar şehri, dünya şehri gibi benzetmelerde bulunmuşlardır. İstanbul’un tarihi yerlerini, semtlerini gezdikçe kendilerini Binbir Gece Masalları’nda yaşıyormuş gibi hissetmişler ve bu peri ülkesini terk etmek istememişlerdir. Örneğin İstanbul’a gelen Edmondo De Amicis geri dönerken, “gemiden atlayıp ne olursa olsun hiç gitmek istemiyor, burada yaşayıp bu Müslüman cennetinde ölmek istiyorum” demiştir. Bunun gibi birçok seyyah da İstanbul’un onları cezbettiğinden, canlı bir kalp gibi atan bu şehrin dünyada eşinin benzerinin bulunmadığından, Tanrı’nın burayı yaratmak için tüm yaratıcı dehasını kullandığından bahsetmişlerdir. Hatta bazı seyyahlar, her sene Paris’e, Almanya’ya, İtalya’ya gidenleri kınamış, yepyeni bir alem olan, dünyevi bir cennete benzetilen İstanbul’a gelmeleri gerektiğini vurgulamıştır.
Çoğu seyyah gezi esnasında genellikle aynı yerleri merak etmiştir. Bunlara, İstanbul’un gözü adı verilen “Ayasofya” ve dünyanın incisi olarak gördükleri, gerçekten görmeden güzelliği hakkında yeterli fikre sahip olunamayacağını düşündükleri “Boğaz” örnek olarak verilebilir. Şehri bir amfi tiyatroya benzeten, şehri elinde tutanın dünyanın hâkimi olacağını savunan, dünyanın anahtarı olarak gören ve şehrin planının parıldayan yıldızlarla çizildiğini söyleyen seyyahlar da vardır.
Kadın seyyahlar ilahi bir tablo gibi gördükleri bu şehri biraz daha romantikleştirip Shakespear’ın Romeo ve Julıet’i yazarken buradan esinlendiğini, döndüklerinde rüyalarında tekrar görmeyi dilediklerini söylemiştir. Erkek seyyahlarsa bu şehrin bir kadın gözüyle tasvir edilmesi gerektiğini, yoksa çok eksik kalacağını düşünmüş, Londra’daki balon gezilerinde yaşadıkları eşsiz duyguları yaşadıklarını, İstanbul’u tarif etmekte aciz kaldıklarını dile getirmişlerdir. Bu anlamda çalışmada, 11 kadın ve 46 erkek seyyah olmak üzere toplam 57 seyyahın eseri incelenmiştir.

At the present article the changes in power that took place in the Ottoman Empire from the killing of Sokullu to the end of the Tulip Era were discussed, and the question of whether the construction of power in that period (1579-1730) had a continuing common dynamism was evaluated. Although the main actors of politics seem to have consisted of legitimate forces such as the sultan and the garand vizier, it was observed that there were powers whose authorities weren't defined by the law, and that could transcend these official powers and guide them as they should. These political actors who were not legitimate were planning to overcome the limits assigned to them, to overthrow the sultan and the Grand viziers, and to bring the new ones instead. The construction of power in the Ottoman Empire under the grandvisier's deputy (Sadaret Kaymakamı), the padisah's mother (valide sultan), the shaykh al-Islam and the institutional forces attached to them was carried out almost without exception by means of coup d'états. The dynamics of the period, which lasted for among the two bloodiest rebellions of Ottoman history, and were described as the Tulip Revolution, are largely the same with the dynamics of the events that took place before and after itself, despite a short period of 12 years. In the Ottoman Empire, attempts to create legitimate political structures by eliminating illegitimate methods of building power that could facilitate the legitimite power, can be found at any time. However, those attempts of innovation were either blocked or totally destroyed, by the deep-rooted intrigues of the deeper forces. Ottoman Empire went into a different period identified with the symbolism of pleasure and art following the treaties of Korlowitz (1699) and Passarowitz (1718). In this way, the Tulip Revolution seems to be disconnected from the context of the process that created it. The opening of the printing press, translational activities, artistic and literary elements of pleasure and desire must be perceived as an indication of a new world view. Whether the identification of the Tulip Era with extreme forms of enjoyment and behavior that transcends social norms refers the real social dynamics or to the propaganda of the literature that try to legitimize the bloody Patrona Halil Uprising is a matter to be clarified.

The Ottoman Empire always served as a reference during the debates about religious tolerance in the West, often in a positive way. The reality was different: Religious coexistence in the Ottoman Empire was not the result of any state ideology of tolerance/toleration but was an administrative practice to govern efficiently an ethnic plurality. In fact, under the overall Ottoman rule, the Eastern Christian churches became “confessionalized” like it had been the case earlier with their Western counterparts as a result of their confrontation with the catholic and protestant missionaries. Different from the situation in the West, no elaborated discourse of tolerance was emerging during these conflicts of the seventeenth and eighteenth century; this leads to some comparative thoughts about the relationship between types of governments, types of religious coexistence and the function of discourses
of tolerance

The history of translation, adaptation and staging of Shakespeare's plays in Turkey can be traced back to the Tanzimat (Reform) period (1839-1876), the Turkish Enlightenment movement that attempted to bring Western influences to the Ottoman Empire. The endeavors to modernize the Turkish world intensified, especially after the Turkish Republic's foundation. Shakespeare's plays became a popular forum for spreading progressive principles in the Republic, and they also criticized the weaknesses of the political, military, economic, and cultural systems. This entry aims to demonstrate how, though confronted with linguistic barriers, cultural differences, and censorship, Shakespeare's plays served as a catalyst that stimulated the imagination of Turkish writers and artists and had a tremendous impact on the Turkish literary and cultural heritage. This entry provides a chronological outline of the history of performance, adaptation and translation of Shakespeare's plays in Turkey and reveals the ways in which the poet's works functioned as platforms to raise the awareness of the audiences to the social, cultural, and political problems in the Turkish society.

يَسعَى هذا البحثُ إلَى استجلاء الـمَعنَى اللغوي والتاريخي لمصطلح «العربية»، وتحليل البنية الهِجائية العربية مِن حيثُ عَدَد حُروفها وتطوُّرها الكِتابي والصوتي. ويركّز على تفسير عَدَدٍ من الظواهر الإملائية والرسومية التي تُميِّز الخَطَّ العربيّ، مِثل شكلِ «اللام–ألِف»، ورَسمِ الهَمزة، وأشكالِ الكاف والعين والنون، فضلاً عن ظاهرة الألف الفارقة والواو الزائدة، إضافةً إلى نشأة الحَرَكات وعلاماتها وأصولِها. كما يَـتناولُ البحثُ الآثارَ الخَطِّيَّة الموروثة في نِظام الهِجاء العربي، ويربطها بجذورها في الأبجديات الساميَّة، ولا سِيَّما السريانية والنبطية، ويقدّم فَرَضياتٍ حول الأصل السرياني والنبَطيّ لبعض الأشكال الخطية. ويَخلُص البحثُ إلى أنّ الـخَطَّ العربي ليس بُـنْـيةً معزولة، بل هو نِتاج تفاعُل تاريخي وثقافي ولغوي متشابك، يكشف عن استمرارية في أشكال الحروف ورموز الضبط، وعن دينامية في تحوّلها من رسوم قديمة إلى أنساق معيارية مستقرة.

This research focuses on the preservation and adaptive reuse of historic structures. It emphasizes the importance of conserving cultural and historical heritage, suggesting that assigning new functions to these buildings contributes to sustainability. The study progresses through successful examples of adaptive reuse of historical buildings acquired by the Kadıköy Municipality, addressing spatial, cultural, and legal dimensions. It underscores the importance of preserving the architectural characteristics, spatial organizations, and surroundings of these buildings when assigning new functions. The research advocates for minimal intervention principles in adaptive reuse projects, ensuring the historical and cultural values of the buildings are considered. Furthermore, it highlights that these projects should not only focus on physical restoration but also faster social and cultural interaction. Adaptive reuse projects in the Kadıköy region have been developed in line with these principles, creating active and functional spaces that respond to community needs. These projects successfully demonstrate how the preservation and active use of historical buildings can contribute to regional and cultural sustainability. Finally, the research addresses the challenges encountered in the preservation and adaptive reuse of historical buildings in Turkey, discussing legal, economic, and technical issues, and offers suggestions for effective strategies in this field. The aim is to increase awareness and develop efficient strategies for the preservation of Turkey's historical structures.

Savaşların, devletleri ve toplumları ekonomik ve sosyal yönlerden derinden etkilediği bir gerçektir. Ekonomik açıdan güçlü olan devletler bu etkiyi kısa vadede ve az zararlarla atlatabilirlerse de yeterli bir ekonomik gücü olmayan devletlerde savaşın izleri derin olmuştur. Dolayısıyla pahalılıklar, karaborsa, kıtlıklar, iç kargaşa ve sosyal çöküntüler birbirini izlemiştir. Ekonomik sıkıntılar, büyük göç hareketleri, savaşlar, doğal afetler zaman zaman toplumları ahlaki ve sosyal bunalımlarla karşı karşıya bırakmıştır. Özellikle Osmanlı Devleti'nin yıkılma sürecine girdiği dönemlerde sosyal ekonomik ve ahlaki çözülmeler ortaya çıkmış ve bu tür felaketlerin en büyük mağdurları her zaman çocuklar ve kadınlar olmuştur. Bu nedenle devlet, uzun süren savaşlar ve iç karışıklıklar nedeniyle toplumda ekonomik sorunlar kadar toplumsal ahlaksızlıklarla da uğraşmak zorunda kalmıştır. Ekonomik sıkıntılardan dolayı kadınların ve çocukların zor durumda kalması onları çalışma hayatına yöneltmiştir. Bulabildikleri en iyi iş ise hizmetçilik, el işleri ve çamaşırcılıktı. Hayata tutunabilmek, geçimlerini sağlamak isteyen kadınlar özellikle bekâr erkeklerin çamaşırlarını yıkamak için açtıkları mekânlarda çalışıyorlardı. Ancak kolay yoldan para kazanmak isteyen bazı kadınlar ve kader kurbanları zaman içinde fuhuşa sürüklenmişlerdir. Her dönemde olduğu gibi eğlence sektöründe de kadınlar yer almaktaydı. Bu alan sadece dans ve müziği kapsamakla yetinmeyip fuhuşu da bünyesinde barındırıyordu. Osmanlı'da eğlence sektöründe çalışan kadınlar, dans ve müzik eşliğinde, daha çok çengi diye anılan çingene ve bazen Yahudi kadınlar cümbüş yaparak evlerde, şehir dışında kurulan çadırlarda, hanlarda eğlence hizmeti veriyorlardı. 1

İsmail Hakkı Bey was rightly or wrongly labeled a spy once the CUP took power in Istanbul.  Desperate to defend his name and shake that label, he wrote a 9-page letter that detailed his rather adventurous life in the Ottoman Empire over the course of more than 30 years and published it in November 1908.  In the letter’s conclusion, he asked for forgiveness from the CUP.  This is the English translation of İsmail Hakkı Bey’s letter.

Muslim politics in colonial Bengal came to be characterized by an emotive affinity to the “extraterritorial”—i.e. affinity to the Ottoman Empire, whose seat of power was separated from Bengal by nearly six thousand kilometers—at the turn of the twentieth century. According to the logic of nationalism, this affinity signaled Muslims’ deviation from India and foreboded Muslim separatism. Probing into a rich historical archive, I argue that this extraterritorial turn implied neither a pan-Islamic geopolitical agenda nor any renunciation of loyalty to British India. On the contrary, the extraterritorial Turkish Empire represented, for them, a site for enacting what I call “vicarious sovereignty,” a form of authority that neither stems from the nation-state nor is actualized through violence; rather, it rests on the power of what anthropologists call charisma and functions as an empty signifier, which is conducive, above all, to the cultivation of self.

The literature on internationalism took the Ottoman Empire's demise for granted and construed it as a defunct empire with territories to be apportioned. Starting the history of internationalism around the end of the First World War, when the Ottomans' defeat became clear, gave rise to the misleading conclusion that the Ottomans only got involved in internationalism to prevent their territory from an impending partition, or at least, to carve a Turkish homeland out of a falling empire. This article argues that tracing the history of internationalism in the Ottoman context should not start at the end of the First World War when the Ottomans' defeat became clear, but at an earlier period when the Ottomans actively participated in the creation of their own brand of internationalism. In this period, internationalism was not a survival tactic to block the partition of the Turkish homeland, but an assertive policy to create an international system that would guarantee Ottoman independence and territorial integrity.

The Armenian citizens of the Ottoman Empire faced a significant catastrophe due to the Armenian deportations in 1915. The intent behind the deportations of Armenian citizens from their homeland, along with the immense suffering caused by this act, remains a topic of debate and continues to be denied by some historians. This study examines the origins of denialist discourse by analyzing documents from the Ottoman Archive and diplomatic correspondence from the Ottoman Ministry of Foreign Affairs. It aims to illuminate how denialist discourse developed within the official narrative of the Armenian deportations. This work seeks to demonstrate that Ottoman diplomats facilitated the denial of the massacres resulting from the deportations and to highlight the critical role that amateur historian diplomats played. This research investigates archival records from the Ottoman Empire and Germany between 1915 and 1918. It aims to analyze the strategies employed by Ottoman officials in formulating institutional denial policies and the role of German diplomats and their propaganda apparatus in supporting the denial narrative. This study aims to uncover the foundational discourse that shaped denial, identify triggering events and publications, and analyze how this discourse was created, molded during the early stages of the deportations, and reiterated over the years. Focusing on the last years of the Ottoman Empire, the work indicates that the denial discourse regarding the immense suffering of Armenians was not instigated or emerged years later, but came into play at the outset of the deportations.

Κωνσταντινούπολη, εξακολουθεί να έχει αξία χρήσης στις επιστημονικές έρευνες για τη Θεόσωστη Επαρχία Μαρώνειας, υπό «εκκλησιαστικήν έποψιν», αφού οριοθετεί τα γεωγραφικά όρια της Μητροπόλεως, ταυτίζεται όμως διοικητικά με το μεγαλύτερο τμήμα του σημερινού νομού Ροδόπης, ήτοι του τότε καζά Γιμουρτζίνης. Η «Περιγραφή», μέσω της οποίας καθίσταται εμφανές ότι «όσο πιο γρήγορα και αν τρέχουμε, πάντα θα φτάνει ορατό σε μας το παρελθόν των πραγμάτων» (Ιουλίττα Ηλιοπούλου, «Ο ήχος του βλέμματος», «Λέξη», τ. 159-160, 722-723) είναι η πρώτη τοπογεωγραφική και ανθρωπογεωγραφική αποτύπωση του νομού μας στο απώτερο παρελθόν, τον 19ο αι. Μας πληροφορεί τόσο για τη Μαρώνεια όσο και για τη Γιμουρτζίνα, τη σημερινή Κομοτηνή, και τους οικισμούς που υπάρχουν στην περιφέρειά της, καταγράφοντας αρχαιολογικά μνημεία, την πληθυσμιακή σύνθεση, τα παραγόμενα προϊόντα, τα κτίρια και την αρχιτεκτονική τους, τις συγκοινωνίες και τα δίκτυα, τα ήθη και τα έθιμα, αλλά και την ανέκαθεν συνυφασμένη με τον τόπο πολυπολιτισμική της ταυτότητα. Η «Περιγραφή», επίσης, επιτρέπει να καταγραφεί ο συγγραφέας της Μ. Μελίρρυτος ως ένας από τους εκπροσώπους του όψιμου Νεοελληνικού Διαφωτισμού, για τον οποίο η γνώση των ευρωπαϊκών πολιτισμών, τους οποίους γνώρισε σπουδάζοντας, λειτουργεί ως ιδεολογική αφετηρία κοινωνικής αυτοκριτικής για το «πτωχόν και περιφρονημένον έθνος του», παρέχοντας και το μέτρο της κριτικής του αποτίμησης, αφού συνδέει τη διανοητική του ανάπτυξη με την πολιτική και πολιτισμική αλλαγή, προκειμένου αυτό να γίνει, μία ημέρα, «εφάμιλλον των πεφωτισμένων εθνών της σημερινής Ευρώπης».

This chapter explores how the Ottoman Reform Edict of 1856 led to objections from Ottoman statesmen and fostered the development of modern conservatism in the empire, with three strands identified: bureaucratism, monarchism, and legalism. It focuses on Mahmud Nedim, a monarchist conservative statesman, who advocated for restoring the Sultan's authority in state affairs, while highlighting concerns about the potential threats of the expanding state bureaucracy, shared by critics of Napoleonic state institutions earlier in Western Europe. Nedim's "Mirror of State" from 1861 emphasized the importance of preserving the Sultan's role over the bureaucracy in upholding the rule of law.

This chapter explores the impact of the Franco-Prussian War on Ottoman politics and Istanbul society. It examines how the Ottoman state and public responded to the international power shift after the French defeat. The focus is on Basiret newspaper’s analysis of the war and its influence on Istanbul’s Muslim public sphere. During the 1870s, Istanbul experienced increased war propaganda due to anti-Russian authors’ commentary and Balkan rebellions (1875–76). Amid this, some politicians advocated a calmer approach. This competition between bellicism and pacifism extended beyond the Ottoman Empire to Russia. The chapter also examines the parallel competing discourses within Russia’s diplomatic sphere. It concludes with an analysis of pacifist discourse, using Mahmud Nedim Pasha’s advocacy as an example, as he served as grand vizier in 1871–72 and 1875–76.

This study aims to discuss the contents of a documentary film entitled Jejak Khilafah di Nusantara, which was released on 1 Muharram 1422H (August 20, 2020). The central claim of this documentary, which is also the main discussion of this study, is that the kingdoms in the Indonesian archipelago (Samudra Pasai, Malaka, Demak, Aceh Darussalam and others) have pledged allegiance to the centers of the caliphate in Egypt and later in Turkey. The study intends to discover whether such an allegiance really occurred and if these Islamic kingdoms were vassals of the Islamic caliphate. This study concludes that this claim is weak by using the methods of discourse analysis, historical analysis and the fiqh al-siyāsa approach. The Islamic kingdoms in the archipelago did not pledge allegiance to any center of the Islamic caliphate, even though the relationship between these centers of power was likely intensive.

İbrahim Hakkı (1863-1918), a legal counselor under the despotic Sultan Abdülhamit II, lectured at the Law School (Mekteb-i Hukuk) on Ottoman administrative law from a constitutional perspective. His textbook, Administrative Law, frequently quoted the articles of the then-suspended 1876 Constitution-with the one notable exception of those concerning the Parliament. The second edition of his textbook incorporated the privileged provinces-autonomous areas under the Sublime Porte's nominal authority-within the scope of Ottoman administrative law to oppose the foreign claims that they had been liberated from Ottoman rule. Moreover, İbrahim Hakkı defined the religious privileges of non-Muslim communities as the Ottoman expression of religious freedom in order to defend the legal unity of the empire. Many future Young Turks attended İbrahim Hakkı's class and adopted his idea that sovereignty had to be one and indivisible. Here, we find an intellectual origin of the constitutional politics that followed the Young Turk Revolution in 1908.

Osmanlı Devleti'nde XIX. yüzyılda başlayan makineleşmeye bağlı olarak madencilik faaliyetleri hız kazanmıştır. Özellikle vapur, tren ve seri üretim yapan bazı fabrikaların ihtiyaç duydukları enerjinin karşılanması için devlet genelinde maden arama ve üretim faaliyetleri artış göstermiştir. Bu dönemde maden arama ve üretimin yapıldığı yerlerden biri de Şırnak ve çevresidir. Şırnak'ta bulunan Cudi Dağı'nın kuzeyinde yer alan Hacı Behram kömür madeni ve aynı dağın güneyinde yer alan Harbul kömür madeni, XIX. yüzyılın ikinci yarısında keşfedilmiştir. Bölgede madenlerin keşfi ile birlikte merkezi idare tarafından bölgeye, madenlerin çıkarılması için bazı uzman madenciler gönderilmiştir. Hacı Behram ve Harbul madenlerinden çıkarılan kömür, Dicle nehri üzerinde bulunan kelekler ile Bağdat'a taşınır ve buradaki vapurların enerji ihtiyacını karşılamak için kullanılırdı. Şırnak çevresinde çıkarılan kömür zaman içerisinde yerli ve yabancı teşebbüslerin ilgisini çekmiştir. Yabancılar, kömürün ihtiyaç olan bölgelere daha hızlı ulaşması için Harbul'dan başlamak üzere Bağdat Demiryolu hattına bağlanacak şekilde yeni bir hattın yapılmasını gündeme getirmişlerdir.

Osmanlı kelâm geleneğinin önemli temsilcilerinden Karsî, temel akaid metinlerine yazdığı özgün şerhlerle öne çıkmıştır. Başta Şerh-i Âmentü Billâh, Ûşî’nin Bed’ü’l-Emâlî adlı manzumesine yazdığı Arapça şerh ve İstanbul’un ilk kadısı Hızır Bey’in Kasîde-i Nûniyye’sine hem Türkçe hem de Arapça kaleme aldığı iki ayrı şerh, onun bu alandaki en dikkat çekici çalışmalarındandır. Bu şerhler birbirinin tercümesi olmayıp yaklaşık on yıl arayla telif edilmiş, özgün ve bağımsız eserlerdir. Ayrıca, insan iradesi ve özgürlüğünü hâl teorisi çerçevesinde ele alan Risâle fi’l-İhtiyârâti’l-Cüzʾiyye ve’l-İrâdâti’l-Kalbiyye, dönemin cüz’î irade tartışmaları bağlamında önemli bir kelâm metnidir. Farklı ilim dallarından derlenen notlardan oluşan Ma‘lûmât ise Karsî’nin kelâm, felsefe, mantık ve dil alanlarına dair çeşitli notlarından oluşan, orta hacimli bir ilimler derlemesidir.
Bu bağlamda hazırlanan çalışma, Karsî’nin kelâmcılığını merkeze alan bir giriş yazısıyla başlamakta; ardından Arapça ve Osmanlı Türkçesiyle kaleme aldığı metinler iki bölüm hâlinde tahkik, tercüme ve inceleme şeklinde sunulmaktadır. Arapça bölümde Şerhu Bed’i’l-Emâlî, Risâle fi’l-İhtiyârâti’l-Cüzʾiyye ve’l-İrâdâti’l-Kalbiyye ve Şerhu’l-Kasîdeti’n-Nûniyye; Osmanlıca bölümde ise Şerh-i Âmentü Billâh, Şerh-i Nûniyye ve Ma‘lûmât yer almaktadır. Ayrıca klasik metinlerle ilişkisini kolaylaştırmak amacıyla okuyucuya yönelik bir lügatçe de çalışmanın sonuna eklenmiştir. Bu yönüyle eser, hem klasik kelâm metinleriyle ilgilenenler hem de Osmanlı düşünce dünyasını daha yakından tanımak isteyenler için önemli bir başvuru kaynağıdır.

Uzun Hasan Bey, after eliminating all his enemies in the east, turned his direction to the west in the direction of the “Turkish World Sovereignty Concept”. But in front of the Aq-Qoyunlu expansion towards their western borders, II. Mehmed, The Ottoman ruler who conquered Istanbul, was present. At the same time, the western states that were suffering from the Ottoman Empire were looking for a strong ally in the east. In the east, this ally was none other than Uzun Hasan Bey. For this reason, the Venetian ambassadors who came to the Aq-Qoyunlu palace one after another were provoking Hasan Bey against the Ottomans. Finally, treaties were made between the Aq-Qoyunlu and the Venetians against the Ottomans. According to these agreements, Venice would send the Aq-Qoyunlu firearms and masters who would teach them how to use these weapons. However, these weapons could not be sent to the Aq-Qoyunlu palace by land due to the lands dominated by the Ottomans. For this, Venice planned to send these weapons to the Aq-Qoyunlu via the Eastern Mediterranean ports. Likewise, Uzun Hasan Bey sent soldiers to Karaman in 1471/1472 in order to obtain weapons from Venice safely. Thus, he wanted to obtain the weapons by keeping the Karaman coasts under control. Meanwhile, Cyprus was also an ally of Venice. Weapons coming from Venice would first come to Cyprus and then be transferred to Aq-Qoyunlu country from Karaman ports. However, the Ottoman ruler made moves to overturn this plan and tried to dominate the Eastern Mediterranean ports. In this study, the struggle between the two states to take control of the Eastern Mediterranean ports will be examined by focusing on the strategic role of the Eastern Mediterranean in the Uzun Hasan-Fatih struggle.

Özet

Yeni Osmanlılar’ın, Balkan Slavlarının demokrasi taleplerine karşı benimsediği reaksiyoner siyaset, 1877-1878 Osmanlı-Rus Savaşı’nın tetikleyicisi olmuştur. Rusya karşısında uğranılan ağır yenilgi, Osmanlı İmparatorluğu’nun siyasal yapısında, demografik kompozisyonunda ve uluslararası ilişkilerinde köklü dönüşümleri berberinde getirmiştir. Bu büyük altüst oluş süreci, Girit Adası’nda ihtilalci bir duruma yol açmıştır. Bu gibi durumları şiddet kullanarak bastırma yolunu seçen Osmanlı Devleti, içine düştüğü kriz ve büyük güçlerin müdahalesinden ötürü Girit meselesine siyasi bir çözüm arayışına girmiştir.
13 Temmuz 1878 tarihli Berlin Kongresi'nin 23. maddesi, Osmanlı Devleti'ni 1866-1869 Büyük İhtilali (İhtilal-i Kebir) döneminde kabul edilen Nizamname-i Esasi (Règlement Organique) hükümlerini, gerekli revizyonlarla birlikte uygulamaya zorunlu kılmıştır.
Bu çerçevede, 23 Ekim 1878’de imzalanan Halepa Sözleşmesi ile Girit Adası’nda hayata geçirilen reformlar, bir parlamenter sistemin oluşumuna zemin hazırlamıştır. Bu süreçte kurulan iki büyük siyasi parti, Girit’in politik ve toplumsal dokusunda belirleyici bir rol oynamıştır. Adanın ilk partisi, liberal ve ilerici fikirleri temsil etmekte olup, yerel halk arasında “Xipoliti” (yalınayaklar) olarak bilinirken, Osmanlı siyasi terminolojisinde “efkâr-ı müfride” şeklinde anılmaktaydı. Buna mukabil, muhafazakâr Ortodoks zenginler tarafından kurulan karşıt parti, muhaliflerince “Karavanades” (karavanacılar) olarak adlandırılmaktaydı. Her iki partinin kurucuları ve üyeleri arasında Müslüman unsurlar da yer almıştır. Nitekim Mahmud Celâleddin Paşa, Hıristiyan partilerin yanı sıra Müslümanların da "Beyler" ve "Arkeraki" fırkalarını teşkil ettiklerini belirtmektedir.
Hıristiyan ve Müslüman topluluklar, bu dönemde Girit siyasetinde etkili bir şekilde düşüncelerini özgürce ifade etme ve ada yönetimine katılma hakkı elde etmişlerdir. Bu gelişme, başlı başına önemli bir demokratik dönüşümü temsil etmekteydi. Ne var ki, Osmanlı idaresi, partiler arası siyasi rekabeti manipüle ederek süreci baltalamıştır. II. Abdülhamid'in istibdat rejimi, demokratikleşme eğilimini bastırmak amacıyla muhafazakâr kesimleri desteklerken, liberalleri baskı ve sürgün politikalarıyla sindirmeye yönelik adımlar atmıştır.
Basın özgürlüğünün genişlemesi, yerel burjuvazinin yükselişi, vergi gelirleri üzerindeki çekişmeler, memuriyetlerin dağılımı ve nüfus sayımlarının gölgesinde süren yoğun mücadeleler, Girit'i adeta bir demokratik siyaset laboratuvarına dönüştürmüştür. Bu dönem, farklı inanç gruplarının ortak idealler ve çıkarlar doğrultusunda birleştiği, ancak saray entrikaları, büyük güçlerin rekabeti ve yerel çıkar çatışmaları nedeniyle sıklıkla kesintiye uğrayan bir demokrasi mücadelesinin öyküsünü yansıtmaktadır.

Established in 1906, the Izmir Italian School of Fine Arts (Scuola Italiana di Belle Arti) was created as part of Italy’s cultural diplomacy initiatives in the Eastern Mediterranean, with the backing of the Italian Consul in Izmir, Odoardo Toscani, and in collaboration with the National Association for the Aid of Italian Catholic Missionaries (Associazione
Nazionale per Soccorrere i Missionari Italiani – ANSMI). The institution was led by the Italian artist Spiridione Pisani, who was born in Corfu. Pisani was among the initial artists to introduce Impressionism to the Corfu school of painting via Italy, serving as both an artist and educator in Corfu, Izmir, and Rome. Under Pisani’s leadership, the
Izmir Italian School of Fine Arts commenced operations on November 5th, 1906, and swiftly attained reputation within the Levantine society and abroad. The school, financed by Italy, was a distinctive instance inside the Ottoman Empire and operated until 1919. This article aims to shed light on the founding process, structure, and activities of
the school through Turkish and Italian archival records. The art and biography of Spiridione Pisani, the institution’s founder and a figure who has been largely overlooked in academic literature, are also examined for the first time using archival sources.
